1994 US Air Force New World Vistas Document

The 220-page New World Vistas: Air and Space Power For the Twenty-First Century:

Introduction

The US Air Force wrote this document to outline ways to keep themselves, the US Air Force, in power for the next 50 years. It appears that along with the FBI and other government agencies, the in-house Air Force motto is “Institution Over Constitution.” This, of course, constitutes sedition, treason against the US Constitution and the American people, whom Air Force personnel have sworn to serve.

Summary quotes from U.S. Air Force’s New World Vistas (1994) document that directly relate to “Targeted Individual Program”/Organized Stalking-Electronic Harassment:

1) Those who challenge authority will continue to behave much as cornered animals. Unfortunately, sticky foam or rubber stun bullets will not deter or convince those who challenge authority. They will not be convinced that submission is the only option. Deadly, rapid, decisive use of force will be the only way to ensure minimal excursions from the status quo which the US will continue to define for quite some time.

2) It appears likely that a number of physical agents that might actively, but largely benignly, interact or interfere with biological processes in an adversary in a manner that will provide our military with the tools to control these adversaries without extensive loss of life or property. These physical agents could include acoustic fields, optical fields, electromagnetic fields and combinations thereof.

3) One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions (and thus actions), produce sleep, transmit suggestions, interfere with both short-term and long-term memory, and produce an experience set and delete an experience set.

4) For the purposes of New World Vistas, we have assumed that a) adversaries may be organized national forces or terrorist groups, b) targets may be fixed or mobile and may be well concealed. Target classes will span the range from personnel to armored vehicles and protected command centers and information systems. Operational geography will range from classical battlefields to cities and jungles.

5) Peace time missions will continue to expand into the military services in the next century. Perhaps a “Peace-time Command” made up largely of commercial transport planes and goods and services contractors will develop into a National industry during the next century. This would likely be a lucrative venture for the commercial sector, would allow a smaller military, and therefore be a political “plus” in the days of shrinking government and budgets.

I. Under the heading Biological Process Control (p. 89), the document states:

“It appears likely our military forces will increasingly be placed in situations where application of the full force capability of our military might cannot be applied. We will be involved intimately with hostile populations in situations where the application of non-lethal force will be the tactical or political preference. It appears likely that a number of physical agents that might actively, but largely benignly, interact or interfere with biological processes in an adversary in a manner that will provide our military with the tools to control these adversaries without extensive loss of life or property. These physical agents could include acoustic fields, optical fields, electromagnetic fields and combinations thereof. This paper will address only the the process of physical regulation of biological processes using electromagnetic fields.

… Prior to the mid-21st century, there will be an explosion of knowledge in the field of neuro-science. We will have obtained a clear understanding of how the human brain works, how it really controls the various functions of the body, and how it can be manipulated (both positively and negatively). One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions (and thus actions), produce sleep, transmit suggestions, interfere with both short-term and long-term memory, produce and experience set and delete an experience set. This will open the door for the development of some novel capabilities that can be used in armed conflicts, in terrorist/hostage situations, and in training. New weapons that offer the opportunity of control of an adversary without resorting to a lethal solution or to collateral casualties can be developed around this concept. This would offer significant improvements in the capabilities of our special operations forces. Initial experimentation should be focused on the interaction of electromagnetic energy and neuro-muscular junctions involved in voluntary muscle control.

.. It would also appear possible to create high-fidelity speech in the human body, raising the possibility of covert suggestion and psychological direction. When a high-powered microwave pulse in the gigahertz range strikes the human body, a very small temperature perturbation occurs. This is associated with the sudden expansion of the slightly heated tissue. This expansion is fast enough to produce an acoustic wave. If a pulse stream is used it should be possible to create an acoustic field in the 5-15 kilohertz range, which is audible. Thus it may be possible to “talk” to selected adversaries in a fashion that would be most disturbing to them.

(Webmaster comment: This accounts for the horrors of V2K (Voice to Skull)/synthetic telepathy weapons now being deployed globally against targeted individuals.)

In comparison to the discussion in the paragraphs above, the concept of imprinting an experience is highly speculative, but nonetheless, highly exciting. Modern electromagnetic scattering theory raises the prospect that ultrashort pulse scattering through the human brain can result in reflected signals that can be used to construct a reliable estimate of the degree of central nervous system arousal. The concept behind this “remote EEG” is to scatter off of action potentials or ensembles of action potentials in major central nervous system tracts. Assuming we will understand how our skills are imprinted and recalled, it might be possible to take this concept one step further and duplicate the experience set in another individual. The prospect of providing a “been-there-and-done-that” knowledge base could provide a revolutionary change in our approach to specialized training….

Many of us refer to this as the Targeted Individual Program. For the purposes of New World Vistas, we have assumed that;

• The Air Force will have to fight at large distances from the United States. Some
operations may be staged directly from the Continental United States (CONUS).
Operations may persist for weeks or months, and they must be executed day and
night in all weather.
• The site of the next conflict is unknown. The Air Force must be prepared to fight or
to conduct mobility or special operations anywhere in the world on short notice.
• Weapons must be highly accurate, must minimize collateral damage, must mini¬
mize delivery and acquisition costs, and must enhance, and be enhanced by, air¬
craft capabilities.
• Platforms that deliver weapons must be lethal and survivable. They must establish
air superiority in areas that are heavily populated with surface to air missiles
(SAM’s), and they must carry the attack to all enemy targets, fixed and mobile.
• Adversaries may be organized national forces or terrorist groups.
• Targets may be fixed or mobile and may be well concealed. Target classes will
span the range from personnel to armored vehicles and protected command cen¬
ters and information systems. Operational geography will range from classical
battlefields to cities and jungles.
• Adversary capabilities will steadily improve and will be difficult to anticipate. For
example, the Air Force must be prepared to defend against improved SAM’s, low
observable aircraft, cmise missiles, directed energy weapons, and information at¬
tack.
• The Air Force must detect and destroy chemical, biological, and nuclear weapons
and their production facilities.
• There will be peacetime missions in areas of local conflict. Aircraft must be pro¬
tected against SAM’s and ground fire by means other than offensive attack.
• Increasing the pace of operations increases the effectiveness of all operations.
• Cost will be equal in importance to capability.
• The number of people in the Air Force will decrease. Individual performance must
be optimized.

Webmaster comment: Of course, following the self-inflicted 9/11 “terrorist” attacks, the US government radically expanded the definition of the word “terrorist” to include just about anyone. Dissidents, whistleblowers, truth-tellers, and other innocent people who have not committed any crimes have been placed on the Terrorist Screening Data Base list without any legal due process. Of course, these individuals comprise the “targeted individuals.” This document helps us realize that the Air Force considers “terrorists” to be adversaries and would regard us as “mobile targets.”
