Recovered implants, RF scans, & IBM and US Air Force docs reveal secret implantation/control of targeted individuals via neuro chips & nanotech (aka Havana Syndrome): Jesse Beltran Interview, 12/3/25

INTRODUCTION

The control of crime will be a paramount concern in the 21st century. We must be ready with our security products when the demand for them becomes popular. Our Research and Development Division has been in contact with the Federal Bureau of Prisons, the California Department of Corrections, the Texas Department of Public Safety, and the Massachusetts Department of Corrections to run limited trials of the 2020 neural chip implant. We have established representatives of our interests in both management and institutional levels within these departments.

Federal regulations do not yet permit testing of implants on prisoners,(*) but we have entered into contractural agreements with privatized health professionals and specified correctional personnel to do limited testing of our products. We have also had major successes with privately-owned sanitariums with implant technologies. We need, however, to expand our testing to research how effective the 2020 neural chip implants performs in those identified as the most aggressive in our society. Limited testing has produced a number of results.

In California, several prisoners were identified as members of the security threat group, EME, or Mexican mafia. They were brought to the health services unit at Pelican Bay and tranquilized with advanced sedatives developed by our advanced at Cambridge, Massachusetts laboratories. The implant procedure takes 60-90 minutes depending on the experience of the technician. We are working on a device that will reduce that time by as much as 60%. The results of implants yielded the following results:

(Beltran comment: Later in this document you will see that there is no such thing as privacy once these (implants) are in you. Everything you hear or see is being recorded.)

– Implants disabled two subjects during an assault on correctional staff.

– Universal side effects in all 8 test subjects revealed that when the implant was set to 116 MHz all subjects became lethargic and slept on average 18-22 hours per day.

– All subjects refused recreation periods for 14 days during the 115 MHz test evaluation.

– 7 of the 8 test subjects did not exercise, in the cell or out of the cell, and 5 of the 8 subjects refused showers up to 3 days at a time.

– Each subject was monitored for aggressive activity during the test period and the findings are conclusive that _ out of the 8 test subjects, exhibited no aggression even when provoked.

(Webmaster comment: the document does not specify how many of the test subjects exhibited aggression but rather leaves that field blank. This indicates that this report, or at least portions of it, are “boiler plate,” i.e., the language utilized in the report has been used in many prior reports of this nature.)

– Each subject only minor bleeding from the nose and ears 48 hours after the implants due to initial adjustments.

– Each subject had no knowledge of the implant for the test period and each implant was retrieved under the guise of medical treatment.

It should be noted that the test period was for less than 2 months. However, during that period, substantial data was gathered by our research and development team which suggests that implants exceeded expected results. One of the major concerns of the Security and R & D team was that the test subject would discover the chemical imbalance during the initial adjustment period and the test would have to be scrubbed. However, due to the advanced technological developments in the sedatives administered, the 48 hour adjustment period can be attributed to prescription medication given to the test subjects after the implant procedure.

(Beltran comment: So they are deceiving them (test subjects). So instead of them realizing their symptoms are due to a foreign body implanted in them, they are blaming it on the drugs.)

One of the concerns raised by R and D was the cause of the bleeding and how to eliminate that problem. Unexplained bleeding might cause the subject to inquire further about his “routine” visit to the infirmary or other health care facility.

The security windfall from the brief test period was enormous. Security officials now know several strategies employed by the EME that facilitate the transmission of illegal drugs and weapons into their correctional facilities. One intelligence officer remarked that while they cannot use the information they have in a court of law they now know who to watch and what outside connections they have. The prison at Soledad is now considering transferring three subjects to Vacaville (a mental health prison located in Vacaville, California) where we have implant facilities. Our technicians have promised that they can do three 2020 neural chip implants in less than an hour. Soledad officials hope to bring information from the trio to bring a 14-month investigation into drug trafficking by correctional officers to a close.

Essentially the implants make the unsuspecting prisoner a walking, talking recorder of every event he comes into contact with. There are only five intelligence officer and the Commissioner of Corrections who actually know the full scope of the implant testing.

(Webmaster comment: Based on the copious research on implantation of biosensors in humans dating back to the CIA’s MKULTRA project (1953 onward), I suggest that the five intelligence officers referred to above are probably associated with the CIA. This website and other sources demonstrate unequivocally that covert testing of human implants on involuntary human test subjects by the CIA and its affiliates dates back at least to 1959 with MKULTRA subproject 119 (P.I. principle investigator, Dr. Saul B. Sells of Texas Christian University). Furthermore, this arc of secret human experimentation from 1959 to the present must involve an enormous number of human test subjects. Testimonies of many of these individuals, referred to as “targeted individuals” (TIs), are posted on this website. This very long-standing top secret program is rather well-documented herein. This is why I suggest that much of the language deployed in this report consists of “boiler plate,” i.e., standard phrasing, rationales, justifications, prevarications, etc.)

In Massachusetts, the Department of Corrections has already entered into high level discussions about releasing certain offenders into the community with the 2020 neural chip implant. Our people are not altogether against the idea, however attorneys for Intelli-Connection have advised against implant technology outside strict control settings. Under the present government structure our liability would be enormous. While we have a strong lobby in the Congress and various state legislatures favoring our product, we must proceed with the utmost caution on uncontrolled use of the 2020 neuro chip. If the chip were discovered in use not authorized by law and the procedure traced to us we could not endure for long the resulting publicity and liability payments.

(Webmaster comment: Again, much of this verbiage is probably “boiler plate” and embedded strategies and deployed rationales span the past 60-70 years of this kind of secret testing. Again, this same basic pattern is also characteristic of the secret selection and covert targeting of “targeted individuals” by the Department of Homeland Security through the DHS/FBI Terrorist Screening Data Base (TSDB).)

Massachusetts officials have developed an intelligence branch from their Fugitive Task Force Squad that would do limited test runs under tight controls with pre-release subjects. Corrections officials have dubbed these potential test subjects “the insurance group.” (The name derives from the concept that the 2020 neural implant insures compliance with the law and allows officials to detect misconduct or violations without question.)

(Webmaster comment: I suggest that this same dynamic applies to “targeted individuals” who have been anonymously placed on the DHS/FBI Terrorist Screening Data Base (TSDB) and then classified and treated as Handling Code 3 and Code 4 Silent Hits aka “non-investigative subjects” by law enforcement officials nationwide.)

(Beltran comment: That says it all in a nutshell. The problem is that this is being distributed into everyday society now. This is why we are on a campaign to educate everyone about Havana Syndrome, or the AHI (Anomalous Health Incident) phenomena. Why is this important? We are now in the nano-tech era. You can literally put thousands of these implants on the tip of a needle. How do they get into individuals? In our scans, you can take those complaining of the AHI (anomalous health incidents) phenomenon and their scans are exactly the same. Now we know why these people are experiencing what they are experiencing. (covert implanting).)

When Ronald Reagan was governor of California he wanted to implant all prisoners in this manner. But he was overturned on this.

II. Document II: The 220-page US Air Force New Vistas Document, page 89:

Beltran comment: The United States Air Force has been working on this phenomena for quite some time. This document was de-classified in November, 1994.). The US Air Force wrote this document to outline ways to keep themselves, the US Air Force, in power for the next 50 years.

Under the heading Biological Process Control, the document states:

“It appears likely our military forces will increasingly be placed in situations where application of the full force capability of our military might cannot be applied. We will be involved intimately with hostile populations in situations where the application of non-lethal force will be the tactical or political preference. It appears likely that a number of physical agents that might actively, but largely benignly, interact or interfere with biological processes in an adversary in a manner that will provide our military with the tools to control these adversaries without extensive loss of life or property. These physical agents could include acoustic fields, optical fields, electromagnetic fields and combinations thereof. This paper will address only the the process of physical regulation of biological processes using electromagnetic fields.

… Prior to the mid-21st century, there will be an explosion of knowledge in the field of neuro-science. We will have obtained a clear understanding of how the human brain works, how it really controls the various functions of the body, and how it can be manipulated (both positively and negatively). One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions (and thus actions), produce sleep, transmit suggestions, interfere with both short-term and long-term memory, produce and experience set and delete an experience set. This will open the door for the development of some novel capabilities that can be used in armed conflicts, in terrorist/hostage situations, and in training. New weapons that offer the opportunity of control of an adversary without resorting to a lethal solution or to collateral casualties can be developed around this concept. This would offer significant improvements in the capabilities of our special operations forces. Initial experimentation should be focused on the interaction of electromagnetic energy and neuro-muscular junctions involved in voluntary muscle control.

.. It would also appear possible to create high-fidelity speech in the human body, raising the possibility of covert suggestion and psychological direction. When a high-powered microwave pulse in the gigahertz range strikes the human body, a very small temperature perturbation occurs. This is associated with the sudden expansion of the slightly heated tissue. This expansion is fast enough to produce an acoustic wave. If a pulse stream is used it should be possible to create an acoustic field in the 5-15 kilohertz range, which is audible. Thus it may be possible to “talk” to selected adversaries in a fashion that would be most disturbing to them.

(Webmaster comment: This accounts for the horrors of V2K (Voice to Skull)/synthetic telepathy assaults which are used globally against targeted individuals.)

(Beltran comment: (Using these technologies), they are taking out the best of our best. Once this happens to our elite personnel, they are taken completely out of commission. Who has this capability? The US, Russia, China, and the UK.)

In comparison to the discussion in the paragraphs above, the concept of imprinting an experience is highly speculative, but nonetheless, highly exciting. Modern electromagnetic scattering theory raises the prospect that ultrashort pulse scattering through the human brain can result in reflected signals that can be used to construct a reliable estimate of the degree of central nervous system arousal. The concept behind this “remote EEG” is to scatter off of action potentials or ensembles of action potentials in major central nervous system tracts. Assuming we will understand how our skills are imprinted and recalled, it might be possible to take this concept one step further and duplicate the experience set in another individual. The prospect of providing a “been-there-and-done-that” knowledge base could provide a revolutionary change in our approach to specialized training….

… I do not believe that the concept of “non-lethal” weaponry will survive into the year 2025. Those who challenge authority will continue to behave much as cornered animals. Unfortunately, sticky foam or rubber stun bullets will not deter or convince those who challenge authority. They will not be convinced that submission is the only option. Deadly, rapid, decisive use of force will be the only way to ensure minimal excursions from the status quo which the US will continue to define for quite some time.

Peace time missions will continue to expand into the military services in the next century. Perhaps a “Peace-time Command” made up largely of commercial transport planes and goods and services contractors will develop into an National industry during the next century. This would likely be a lucrative venture for the commercial sector, would allow a smaller military, and therefore be a political “plus” in the days of shrinking government and budgets.”

(Webmaster comment: It appears that the author’s predictions, including the development of lucrative, privatized “peace-time missions” developing into a national industry have come true in spades. Many of us refer to this as the Targeted Individual Program.)

From p. 5 in this version of the New World Vistas:

For the purposes of New World Vistas, we have assumed that;

• The Air Force will have to fight at large distances from the United States. Some
operations may be staged directly from the Continental United States (CONUS).
Operations may persist for weeks or months, and they must be executed day and
night in all weather.
• The site of the next conflict is unknown. The Air Force must be prepared to fight or
to conduct mobility or special operations anywhere in the world on short notice.
• Weapons must be highly accurate, must minimize collateral damage, must mini¬
mize delivery and acquisition costs, and must enhance, and be enhanced by, air¬
craft capabilities.
• Platforms that deliver weapons must be lethal and survivable. They must establish
air superiority in areas that are heavily populated with surface to air missiles
(SAM’s), and they must carry the attack to all enemy targets, fixed and mobile.
• Adversaries may be organized national forces or terrorist groups.
• Targets may be fixed or mobile and may be well concealed. Target classes will
span the range from personnel to armored vehicles and protected command cen¬
ters and information systems. Operational geography will range from classical
battlefields to cities and jungles.
• Adversary capabilities will steadily improve and will be difficult to anticipate. For
example, the Air Force must be prepared to defend against improved SAM’s, low
observable aircraft, cmise missiles, directed energy weapons, and information at¬
tack.
• The Air Force must detect and destroy chemical, biological, and nuclear weapons
and their production facilities.
• There will be peacetime missions in areas of local conflict. Aircraft must be pro¬
tected against SAM’s and ground fire by means other than offensive attack.
• Increasing the pace of operations increases the effectiveness of all operations.
• Cost will be equal in importance to capability.
• The number of people in the Air Force will decrease. Individual performance must
be optimized.

Webmaster comment: Of course, following the self-inflicted 9/11 “terrorist” attacks, the US government radically expanded the definition of the word “terrorist” to include just about anyone. Dissidents, whistleblowers, truth-tellers, and other innocent people who have not committed any crimes have been placed on the Terrorist Screening Data Base list without any legal due process. Of course, these individuals comprise the “targeted individuals.” This document helps us realize that the Air Force considers “terrorists” to be adversaries and would regard us as “mobile targets.”
