I take this opportunity to send you the description of my documented case. Also for you to make the arrangements you deem appropriate.
I, Marco Antonio Hubert Mayo Gamarra, am a victim of organized harassment or Gang Stalking and electronic torture in the United States of America. Started in 2012 in Westmoreland County, State of Pennsylvania-USA. For racial reasons. Because Westmoreland County is white supremacist and I am Hispanic.
Such is the extent of Westmoreland County’s racism, Westmoreland County being where I live. That planning officials and the WCA aim to receive a $75,000 grant from the Richard King Mellon Foundation. To make conversations where the participants will be members of the community and business leaders to expose cultural differences and eliminate racial prejudice. They think with a few talks they are going to eliminate a culture transmitted from parents to children for several generations. Even Lynna Thomas, a county official, finds this a daunting task. [4]
The Westmoreland county police officers attacked me daily, several times a day using Directed Energy Weapons (DEW). Causing me severe anxiety attacks, diabetes (Exhibit I) and damaging the functioning of internal organs, because they wanted to kill me. The areas of the body where they fired the most were the abdomen, head and heart. (Exhibit A) Causing permanent disease in the skin of my head due to the constant attacks and the intensity of the energy radiated by those weapons. (Exhibit B)
Louis Slesin, director of the journal Microwave, knows that all this is possible: “Since the human body is basically an electromagnetic organism,” he explains, devices that cause interruption in its electrical impulses can affect its behavior and health. But these programs are so secret that the military speaks nothing about it.” [7]
According to Louise Doswald-Beck -lawyer specializing in International Law and member of the Legal Division of the International Committee of the Red Cross- and Gerald Cauderay -industrial and scientific adviser to the Swiss embassy in Moscow (Russia) and who in the aforementioned committee is in charge of matters related to the signaling and identification of protected medical units and means of transport- “small doses of electromagnetic energy can alter the functioning of cells” (so can be read in a report on new weapons published by them in the Bulletin of the Red Cross on November 1, 1990). Being I subjected to daily torture, several time a day by the Pennsylvania police. It caused my body to decompensate and begin to collapse. Causing me hypertension (high blood pressure), seeking in this way to create more severe health problems such as: Heart attack, Blindness, heart failure, serious damage to the main artery of the body, kidney failure, etc. These are conditions resulting from hypertension. In January 2019, while in Peru, I sent a letter detailing being subjected to torture by the Pennsylvania state police to: Amnesty International Peru, Association for Human Rights – APRODEH, the Andean Commission of Jurists. And National human rights coordinator. (EXHIBIT J) When I returned to the state of Pennsylvania, the torture by the police continued. But they decrease the frequency of shots that caused me pain. I was no longer attacked every day, several times a day. Now they did it when I did something they disliked or I made some kind of complaint. This decrease in the frequency of torture brought about a normalization of my blood pressure. Submitting the following documents as evidence:

In conclusion, the Pennsylvania State Police had the initial intentions of murdering me. Through daily torture and several times a day. Using for this, their state-of-the-art torture weapons, also known as Directed Energy Weapons (DEW).
I was suffering from constant harassment by Westmoreland ( in Pennsylvania) County Police. Even on November 23, 2015, I received a frightening, UNJUSTIFIED letter from Westmoreland County Sheriff Jonathan Held stating, “The judge has issued an arrest warrant for my arrest and possible imprisonment in Westmoreland County Prison….” (Exhibit 33 ) Keep in mind, the Westmoreland County Police. It is a uniformed, trained and organized criminal organization. I say this, because the highest authorities of this institution are criminals, they have been tried and sentenced for several crimes. Sonic and ultrasonic weapons fall under the Directed Energy Weapons (DEW) category, which also includes a variety of weapons in the electromagnetic spectrum. They can be used for various purposes, including making a person feels sick, damaging a person’s internal organs, or destroying electronic equipment. [17]
“Like firearms, missile and bomb technologies, DEWs can be used against people, materials and infrastructure,” Dr. Robert J. Bunker, an adjunct research professor at the U.S. Army War College’s Institute for Strategic Studies, said in an email. [17]
“When directed toward humans they will result in different bioeffects,” said Dr. Robert J. Bunker. “For example, high-power microwaves aimed at humans can raise the temperature of the brain, leading to seizures and damage, while infrasound can create vibrations in the human body, cause disorientation and disability, or potentially even cause organ failure”. [17]
At the sonic level, humans can generally hear between 20 Hz and 20,000 Hz. Above this range is considered ultrasound and below it is called infrasound. [17]
On the electromagnetic spectrum, on the other hand, humans generally see an extremely narrow range of light known as the visible spectrum, between infrared and ultraviolet. After ultraviolet there are X-rays and gamma rays. Below infrared are microwaves and radio waves, followed by “very low frequencies” and “extremely low frequencies.” [17]
The United States has developed technologies that use these specters by designing various weapons within these categories. [17]
The documents were recently released by the Washington State Fusion Center, obtained through a Freedom of Information Act request from MuckRock, and detail the use of electromagnetic frequency technology and weapons to carry out such attacks. , in addition to its impacts on the human body and human consciousness. Among the effects described, according to the documents, are “forced memory loss and induction of erroneous actions”, various forms of “intense pain” in different parts of the human body, “wildly accelerated palpitations without cause”, “induced changes in hearing”, “controlled dreams”, and many others. It also lists the resonant frequencies of various parts of the human brain and states that the technology can be used for “ear-avoiding sound”, “eye-avoiding brain images”, “imposing subconscious thoughts” and other purposes.. A third document details the electromagnetic field of the human body and the different frequencies of human brain waves. [17]
According to Dr. Robert J. Bunker, these types of weapons are becoming a major focus in military development around the world. “Twenty-first century warfare is gradually shifting from conventional firearms, missile and bomb technologies – which derive from the mechanical – to exotic and advanced DEW technologies that literally ‘turn bands of the electromagnetic spectrum into weapons’ and then direct them to opposition forces.” [17]
Dr. Robert O. Becker, in his book “The Electric Body, Electromagnetism, and the Formation of Life” -published in 1985- wrote: “A strong microwave signal generates a pressure of 120 decibels, approximately the level close to a jet engine at takeoff. Evidently such a beam could cause humans severe pain and prevent all communication through voice [11]
Colonel Marcus Brown, a former Baltimore police officer and superintendent of the Maryland State Police. He was nominated by the Governor of Pennsylvania, Mr. Tom Wolf to lead the Pennsylvania State Police. Colonel Marcus Brown was subjected to ORGANIZED HARASSMENT BY PENNSYLVANIA STATE POLICE. This harassment caused Mr. Brown to become upset and tore down signs that read, “You didn’t earn it and you shouldn’t use it.” Because Mr. Brown did not study at the Pennsylvania State Police Academy. This violent action led to an indictment. regarding the removal of these unfavorable signs, it may result in misdemeanor charges. Regarding this incident, Colonel Marcus Brown maintains: [16]
“It is one thing to attack me, but it finally culminated with an individual finding out where I live, where my children get on the bus, my route of travel, the time I leave my home, putting up signs attacking me and recording me from afar. “ [16]
“After seeing the signs and realizing that someone had invaded my family’s privacy, I acted hastily without considering my role and the leadership position I hold in the commonwealth. My actions clearly did not reflect well on me or the organization I represent, and I regret that. My family was placed in fear; I reacted as a father to protect my children and my family. Local law enforcement was immediately notified and the signs were turned over to them.” [16]
The annoyance of the Pennsylvania Police, which led them to organize a harassment against the interim commissioner; that is, against Mr. Marcus Brown. It is due to the commitment shown by Mr. Brown to recruit minorities for the police force. I mean, he was looking to recruit more people of other races into the Pennsylvania police. Even in the mailbox at his house, mr. Brown received a note that says : ” No [N …GRO-] lover will wear my uniform”. [16]
Regarding this latest incident, state senator Vincent Hughes sent a letter to the governor of the state of Pennsylvania, Tom Wolf, in that he says:
“As we know, the Pennsylvania State Police has a poor record regarding issues of racial diversity and hiring practices. It has been long and troubling,” said Hughes in a note to the governor. “In fact, a lawsuit was filed and a federal decree was ordered to improve the hiring practices of the agency. The lawsuit was filed in 1974 by William Bolden and resulted in the ‘Bolden decree’ which was in place until 1999.” [16]
The case Bolden v. Pennsylvania State Police was a class action racial discrimination lawsuit meant to address the hiring and promotion within the ranks of the agency. The federal government put the Bolden Decree in place so there would be regular top level monitoring, and for over 20 years racial diversity increased. [16]
“In fact, 20 percent of all state troopers were people of color and they served at every level of the state police organization,” Hughes said. “That caused the decree to be lifted, which resulted in the percentage of non-white troopers to drop to a dismal 6.25 percent. As of Dec. 1, 2014, only 280 members of the 4,479 state police force are minorities. That is where we stand today. This does not reflect the diversity of Pennsylvania’s population and is a throwback to an era when people of color were shut out of employment opportunities in state government, especially in the fields of law enforcement.” [16]
Hughes said the troubling letter goes back to those times and some people who oppose Brown’s nomination as commissioner are scared of Brown history of creating a diverse law enforcement agency. According to Hughes a little more than 6 percent of state police members are minorities, down from 12.5 percent in 1998.
“Your support of his candidacy should be unwavering now more than ever,” Hughes said, adding that he was standing with the governor.” [16]
The United States, through the Patriot Act, commits a massive violation of privacy. Even Edward Snowden revealed mass communications surveillance. Therefore, the privacy and intimacy of citizens is violated. For this reason, when I prepared any document or commented on something that they considered unpleasant or could affect their interests, they immediately proceeded to torture me by using these Directed Energy Weapons (DEW). and destroying my belongings. Because the function of the police in the USA is not only to fight crime. It also has the function of keeping the population under its control.
Regarding this issue, Human Rights Watch maintains: “Human Rights Watch has documented how mass surveillance, combined with a government crackdown on leaks, has also hampered journalists’ ability to report on matters of public concern, as surveillance has intimidated sources, making them hesitant to speak even on unclassified matters. As a result, mass surveillance has undermined media freedom, the public’s right to know, and the ability of Americans to hold the US government to account. [3] “
In my opinion, all this violation of human rights is a government program to control the population. To subdue internal enemies. To subdue people do not behave according to social rules, in many places from USA these rules are more restrictive than the laws. Also for all the people who have had problems or have bothered influential people. The police add them to a list. Some cops call it: “gang list.” The American police have a special treatment with the people on this list wherever they are. Therefore, the police will initiate a plan of physical and psychological attack that will be different for each person that is on this list and will continue wherever the targeted individual goes. This list of gangs is criticized, because it is said that there are people in their 60s, 70s and 80s on this list. When the gang is typical of young people. [9] In my case, as I am a Hispanic immigrant who works as a custodiam, the police show themselves in their various attacks, while in the case of dealing with people they consider more respectable, they tend to use third people.
Like Kyle Lydell Canty, an African American , he is seeking refugee status in Canada due to police harassment in the US. Lydell is a New Yorker, but has lived in Arizona, Texas, Arkansas, Washington, Oregon, Pennsylvania and Florida. he has not stopped moving from one place to another, partly due to his problems with the police. When he was in Tucson, for example, Canty was arrested for suspicious behavior on public roads, when what he did was exercise first thing in the morning. According to his version, he was crossing a pedestrian crossing that was green when an agent intercepted him and asked him to show him his identity card. People often find it hard to believe that they do , because they imagine that refugees come from other places”, “But the truth is that there are many Americans who seek refuge in Canada — a lot of African Americans and people of other races who suffer the ravages of racist violence…….. “`. .( EXHIBIT 14)
According to data from Immigration, Refugees and Citizenship Canada, exactly 2,550 US citizens applied for asylum in Canada in 2017. That’s more than a six fold increase from the 395 Americans who applied for refuge in 2016. The United States became the third country with the highest number of asylum seekers to Canada in 2017. According to the NewScientist newspaper, the research branch of the US Department of Justice commissioned the Raytheon company in 2008 to develop “non-lethal” portable weapons that inflict pain from a distance using laser beams or microwaves, to put in the hands of the police and use it to control the population. The weapons that the National Institute of Civil Justice of the USA has developed are based on the knowledge obtained from the Pentagon’s controversial Active Denial System (ADS), it uses a microwave beam. Intended for use against rioters, it is meant to leave victims unharmed. But pain researchers are furious that work aimed at controlling pain has been used to develop a weapon. And they fear that the technology will be used for torture. [10]
“I am deeply concerned about the ethical aspects of this research,” says Andrew Rice, a consultant in pain medicine at Chelsea and Westminster Hospital in London, UK. “Even if the use of temporary severe pain can be justified as a restraining measure, which I do not believe it can, the long-term physical and psychological effects are unknown.” [10]
The research came to light in documents unearthed by the Sunshine Project, an organisation based in Texas and in Hamburg, Germany, that exposes biological weapons research. The papers were released under the US’s Freedom of Information Act. [10]
This document reveals the existence of a contract signed in July 2003 between the Office of Naval Research and the University of Florida in Gainesville (EEUU) that is part of the projects implement by Joint Non-Lethal Weapons Directorate– JNLWD created by the United States Congress in 1997 under the command of the famous Marine Corps. Well, in the Supplies and Services section of the contract you can read: “Study of non-lethal weapons. Sensory consequences of electromagnetic pulses emitted by laser-induced plasmas”. The simple reading of the sections of the contract allows us to perfectly understand the final intentions of the project. Thus, in the “Objectives/Tasks/Concepts” section, it begins by acknowledging that the new technological advances in “directed energy weapons” allow their impact to be graduated, converting the same weapon from non-lethal to lethal. The energy pulses can be configured to produce high energy plasmas. (…) In the studies described below we will determine the feasibility of using the plasma derived from Electromagnetic Pulses in order to induce the pain necessary to disarm and detain individuals or form barriers to the movement of large hostile groups. (…)[11]
The non-ballistic and instantaneous properties of the Energy Systems allow easy targeting. Terrifying amounts of energy can be emitted over great distances with pinpoint accuracy. (…) The induced pain would be relatively instantaneous and its duration would be limited to the application time. [11]
According to a 2003 review of non-lethal weapons by the US Naval Studies Board, which advises the navy and marine corps, PEPs produced “pain and temporary paralysis” in tests on animals. This appears to be the result of an electromagnetic pulse produced by the expanding plasma which triggers impulses in nerve cells. [10]
The contract, heavily censored before release, asks researchers to look for “optimal pulse parameters to evoke peak nociceptor activation” – in other words, cause the maximum pain possible. Studies on cells grown in the lab will identify how much pain can be inflicted on someone before causing injury or death. [10]
Amanda Williams, a clinical psychologist at University College London, fears that victims risk long-term harm. “Persistent pain can result from a range of supposedly non-destructive stimuli which nevertheless change the functioning of the nervous system,” she says. She is concerned that studies of cultured cells will fall short of demonstrating a safe level for a plasma burst. “They cannot tell us about the pain and psychological consequences of such a painful experience.” [10]
China, like the USA, has also developed such “non-lethal weapons”. But unlike the US. The Chinese government uses Hong Kong’s official newspaper, the South China Morning Post. · China has developed a new portable laser weapon The ZKZM-500 that can zap a target from nearly a kilometre away, according to researchers involved in the project. The ZKZM-500 laser assault rifle is classified as being “non-lethal” but produces an energy beam that cannot be seen by the naked eye but can pass through windows and cause the “instant carbonization” of human skin and tissues. · The 15mm calibre weapon weighs three kilos (6.6lb), about the same as an AK-47, and has a range of 800 metres, or half a mile, and could be mounted on cars, boats and planes. The rifles powered by a rechargeable lithium battery pack similar to those found in smartphones. It can fire more than 1,000 “shots”, each lasting no more than two seconds.
· “The pain will be beyond endurance,” according to the researcher who had took part in the development and field testing of a prototype at the Xian Institute of Optics and Precision Mechanics at the Chinese Academy of Sciences in Shaanxi province. [6]

The Pennsylvania police put into practice the experiment of the neurophysiologist José Manuel Rodríguez Delgado, whose enviable curriculum includes a teaching period of more than twenty years at Yale University (Connecticut, USA). Therefore, any trial that is made in a court in the USA on intimidation, Organized Harassment or Gang Stalking and torture will never be favorable to the victim. Because these methods are part of the policy used by the government in USA to control the population.
In 1984, Captain Paul Tyler – a US Navy doctor responsible for research on the effects of radiation on humans – recognized at the University Center for Aerospace Doctrine located in Alabama (USA) that “precise biological effects could be achieved with the help of electromagnetic waves” What’s more, Tyler said that they had already identified those waves but that in order to use them operationally they had to solve the problem of how to transmit them with sufficient power (of course ELF waves). [7]
The director of DARPA – USA during Project Pandora was Richard Cesaro -character who worked forty years in that field for the Navy and NSA, agency specialized in telecommunications and espionage- and ended up making public his objectives: “To get a technological leap in the military field you have to go beyond bombs and get to control the minds of enemies,” he would say. Adding: “The possibility of exercising a certain degree of control over human behavior through low-intensity microwaves is, in the light of our research, reasonable”. He urged further investigations. [7]
Psychologist, neuroscientist and university professor at Laurentian University in Ontario (Canada) Michael Persinger investigated the effects of electromagnetic radiation on the brain for a Pentagon weapons program. Persinger perfected methods for conducting subjective experience induction experiments. Persinger published the study in 1995 under the title On the Possibility of Directly Accessing Each Human Brain by Electromagnetic Induction of Fundamental Algorithms. where each individual can be identified based on the characteristic outputs of their brain” or that “the identification of these sequences can allow us to directly reach the most complex cognitive functions associated with personality, human consciousness and the aggregation of representations of experiences ”. That is, Persinger is talking about the ability to modify an individual’s consciousness, personality, or memory of it (adding false memories)… using electromagnetic waves. What Dr. Persinger is proposing is that virtually any mental state can be artificially generated from an outside source. And the scariest thing is that the means to achieve it already exist and are operational at a global level. “The parallel power levels for these amplitudes -explains Persinger- are similar to those used by radio signals and telecommunications systems. In the past two decades the potential to do this has developed so much that the unlikely may already be feasible.” [7]
Dr. Elisabeth Rauscher – a nuclear physicist who headed the San Leandro Technological Research Laboratory in California (United States) – carried out extensive research on the possibilities of ELF (extremely low frequency) waves and managed to find specific frequencies that allow to induce in someone both nausea and a state of euphoria at a distance. Such were her findings that she even stated: “If I were given enough funds, in three months I would be able to change the behavior of 80% of the inhabitants of this city without their knowledge. [7]
Doctor Barbara Hatch Rosenberg already collected in 1994 in the Bulletin of Atomic Physicists in which it can be read that “non-lethal weapons use electromagnetic energy at laser frequencies, microwaves, radiofrequency radiation or pulsed visible light at the frequency in emits the brain. She adding that “its results are: temporary blindness, thought disorders, severe pain, nausea, diarrhea and dysfunctions in the internal organs.” [7]
The School of the Americas initially installed in Panama, later moving to Fort Benning, Georgia, it is called: Western Hemisphere Institute for Security Cooperation. It is an American military training base. Where the USA trains military and police officers from countries in Latin America. Certain sources have denounced that thousands of repressors from all over Latin America have been trained in methods of torture, murder and repression in this place. Yo Marco Antonio Hubert Mayo Gamarra soy víctima de acoso organizado o Gang Stalking y tortura electrónica en los Estados Unidos de America. Iniciado en el año 2012 en el Condado deWestmoreland , Estado de Pensylvania- USA . Por motivos raciales. Porque el condado de Westmoreland es supremacista blanco y yo soy hispano.
Tal es el grado de racismo del condado de westmoreland, siendo el condado de Westmoreland el lugar donde vivo. Que los funcionarios de planificación y la WCA con el objetivo de recibir una subvención de $ 75,000 de la fundación Richard King Mellon. Para hacer conversatorios donde los participantes serán los miembros de la comunidad y líderes empresariales para exponerles las diferencias culturales y eliminar los prejuicios raciales. Ellos piensan con unas cuantas charlas van a eliminar una cultura trasmitida de padres a hijos por varias generaciones. Incluso Lynna Thomas una funcionaria de este condado considera que esto es una tarea abrumadora.[ 4]
Los policías del condado de westmoreland diariamente, varias veces al día me atacaban mediante el uso Armas de Energía Dirigida (DEW, por sus siglas en inglés). Causándome fuertes Ataques de ansiedad, diabetes (Exhibir I) y dañando órganos internos porque querían asesinarme. Las áreas del cuerpo donde más disparaban eran en el abdomen, la cabeza y el corazón. (Exhibir A) Causándome enfermedad permanente en la piel de la cabeza por los constantes ataques y por la intensidad de la energía que irradian esas armas. (Exhibir B)
Louis Slesin, director de la revista Microwave (Microonda), sabe que todo ello es posible: “Dado que el cuerpo humano es básicamente un organismo electromagnético -explica- los aparatos que causen interrupción en sus impulsos eléctricos pueden afectar su conducta y su salud. Pero esos programas son tan secretos que los militares no hablan nada concerniente a ello”. [7]
Según Louise Doswald-Beck -abogada especialista en Derecho Internacional y miembro de la División Jurídica del Comité Internacional de la Cruz Roja- y Gerald Cauderay -asesor industrial y científico de la embajada suiza en Moscú (Rusia) y que en el citado comité se encarga de asuntos relacionados con el señalamiento y la identificación de las unidades y los medios de transporte médico protegidos- “pequeñas dosis de energía electromagnética pueden alterar el funcionamiento de las células” (así puede leerse en un informe sobre nuevas armas publicado por ellos en el Boletín de la Cruz Roja del 1 de noviembre de 1990). [7]
Al estar sometido a tortura Diaria, varias veces al día por los policías de Pensilvania. Causo que mi organismo se descompensara y comenzara a colapsar. Causándome hipertensión (presión arterial alta), buscando de esa manera poderme crear problemas de salud más severos como: Ataque cardíaco, Ceguera, insuficiencia cardiaca, Daño grave en la arteria principal del cuerpo, insuficiencia renal, etc. Los cuales son afecciones como consecuencia la hipertensión. Por lo cual presento los siguientes documentos:

En el mes de enero del 2019, estando en Perú envié un escrito donde detallaba ser sujeto de tortura por parte de la policía del estado de Pensilvania a: Amnistia lnternacional Peru , Asociacion Pro Derechos Humanos – APRODEH, Comisión Andina de Juristas y Coordinadora nacional de derechos humanos. (Exhibir J) Cuando regrese al estado de Pensilvania, continuaron las torturas por parte de la policía. Pero disminuyo la frecuencia de disparos que me causaban dolor. Ya no era atacado todos los días, varias veces al día. Ahora lo hacían cuando realizaba algo que les desagrade o hacia algún tipo de queja. Esta disminución de la frecuencia de tortura, trajo como consecuencia que se normalice mi presión arterial. Presentando como pruebas los siguientes documentos:
Relación de medicinas usado por mi persona después de regresar del viaje que hice al Perú. Donde se puede apreciar, ningún doctor me vuelve a receta medicinas para lograr disminuir la presión arterial alta. Por haberse regulado mi presión arterial. (Exhibir G)
· Certificado médico del neurólogo Carlos Marrero del 23 de enero del 2020. Donde tengo presión arterial normal de 120/80 (Exhibir H)
En conclusión, la policía del estado de Pensilvania, tenía como intenciones iniciales, el asesinarme. Mediante la tortura diaria y varias veces al día. Usando para esto, sus armas de tortura de última tecnología, también conocidas como Armas de Energía Dirigida. (DEW, por sus siglas en inglés).
Yo sufría acoso constante por parte de la policía del condado de Westmoreland (en Pensilvania). Incluso el 23 de noviembre de 2015, recibí una carta amedrentadora e INJUSTIFICADA del alguacil del condado de Westmoreland, Jonathan Held, que decía: “El juez emitió una orden de arresto para mi arresto y posible encarcelamiento en la prisión del condado de Westmoreland…”. ( Exhibit 33 ) Tenga en cuenta, la policía del condado de Westmoreland. Es una organización criminal uniformada, entrenada y organizada. Digo esto, porque las máximas autoridades de esta institución son delincuentes, han sido juzgados y condenados por varios delitos. [1] [2]
Las armas sónicas y ultrasónicas están dentro de la categoría de Armas de Energía Dirigida (DEW, por sus siglas en inglés), que también incluye una variedad de armas en el espectro electromagnético. Pueden ser utilizadas con varios propósitos, incluyendo que una persona se sienta enferma, dañar los órganos internos de una persona o destruir equipos electrónicos. [17]
Al igual que las tecnologías de las armas de fuego, los misiles y las bombas, las DEW pueden ser utilizadas contra personas, materiales e infraestructuras”, dijo en un email el Dr. Robert J. Bunker, profesor de investigación adjunto del Instituto de Estudios Estratégicos del Army War College de EE. UU. [17]
“Cuando se las dirige hacia humanos tendrán como resultado diferentes bioefectos”, dijo el Dr. Robert J. Bunker . “Por ejemplo, las microondas de alta potencia apuntadas hacia humanos pueden elevar la temperatura del cerebro, lo que provoca convulsiones y daños, mientras que el infrasonido puede crear vibraciones en el cuerpo humano, causar desorientación e incapacidad, o potencialmente incluso causar fallas en los órganos”. [17]
A nivel sónico, los humanos generalmente pueden escuchar entre los 20 Hz y los 20.000 Hz. Por encima de este rango se considera ultrasonido y por debajo se llama infrasonido. [17]
Por otro lado, en el espectro electromagnético, los humanos generalmente ven un rango de luz extremadamente angosto conocido como espectro visible, entre el infrarrojo y el ultravioleta. Después del ultravioleta hay rayos X y rayos gamma. Por debajo del infrarrojo están las microondas y las ondas de radio, seguidas de las “frecuencias muy bajas” y las “frecuencias extremadamente bajas”. [17]
Estados Unidos ha desarrollado tecnologías utilizando estos espectros diseñando varias armas dentro de estas categorías. [17]
Los documentos fueron publicados recientemente por el Centro de Fusión del Estado de Washington, obtenidos mediante una solicitud de MuckRock en base a la Ley por la Libertad de la Información, y detallan el uso de tecnología y armas de frecuencia electromagnética para llevar a cabo dichos ataques, además de sus impactos en el cuerpo humano y la consciencia humana. [17]
Entre los efectos descritos, según los documentos, están la “pérdida de memoria forzada e inducción de acciones erróneas”, varias formas de “dolor intenso” en diferentes partes del cuerpo humano, “palpitaciones salvajemente aceleradas sin causa”, “cambios inducidos en la audición”, “sueños controlados”, y muchos otros. [17]
Otro documento muestra cómo tales ataques se pueden llevar a cabo mediante redes de telefonía móvil, vehículos, helicópteros y emisores. También enumera las frecuencias de resonancia de varias partes del cerebro humano y declara que la tecnología puede utilizarse para “sonido que evita el oído”, “imágenes en el cerebro que evitan los ojos”, “imponer pensamientos subconscientes” y otros propósitos. [17]
Un tercer documento detalla el campo bioelectromagnético del cuerpo humano y las diferentes frecuencias de las ondas cerebrales humanas. [17]
De acuerdo con Dr. Robert J. Bunker, este tipo de armas se están volviendo un foco principal en el desarrollo militar de todo el mundo. “La guerra del siglo XXI está cambiando gradualmente de las tecnologías convencionales de armas de fuego, misiles y bombas –que derivan de lo mecánico– a tecnologías exóticas y avanzadas de DEW que literalmente ‘convierten a bandas del espectro electromagnético en armas’ y luego las dirigen a fuerzas opositoras”. [17]
El doctor Robert O. Becker, en su libro “El cuerpo eléctrico, el electromagnetismo y la formación de la vida” –publicado en 1985- escribió: “Una señal fuerte de microondas genera una presión de 120 decibelios, aproximadamente el nivel cercano a un motor a reacción en el momento del despegue. Evidentemente tal haz podría causar a los humanos dolor severo e impedir toda comunicación a través de la voz [11]
El coronel Marcus Brown, un ex oficial de policía de Baltimore y superintendente de la Policía Estatal de Maryland. Quien Fue nominado por el gobernador de Pensilvania, el sr. Tom Wolf para dirigir la policía estatal del Estado de Pensilvania. El coronel Marcus Brown fue sometido a ACOSO ORGANIZADO POR PARTE DE LOS POLICÍAS DEL ESTADO DE PENSILVANIA. Este acoso origino que el señor Brown se moleste y derribe las señales que decían: “No se lo ganó y no debería usarlo”. Porque el señor Brown no asistió a la Academia de Policía Del Estado de Pensilvania. Esta acción violenta le origino una acusación con respecto a la eliminación de estas señales desfavorables, pudiendo resultar en cargos por delitos menores. Respecto a este incidente, el coronel Marcus Brown sostiene: [16]
“es una cosa atacarme, pero finalmente llego al extremo cuando un individuo descubre dónde vivo, donde mis hijos esperan el autobús, mi ruta de viaje, el momento en que dejo mi casa, PONIENDO SEÑALES QUE ME ATACAN Y ME GRABAN DESDE LEJOS. “[16]
“Después de ver las señales y darme cuenta que alguien había invadido la privacidad de mi familia, actué apresuradamente sin considerar mi papel y la posición de liderazgo que tengo en la mancomunidad. Mis acciones claramente no reflejaron bien mi persona o la organización que represento, y lo lamento.” Mi familia fue puesta en el miedo; Reaccioné como padre para proteger a mis hijos y a mi familia. La policía local fue notificada inmediatamente y las señales se entregaron a ellos”. [16]
La molestia de la Policía de Pensilvania, lo cual les llevo a organizar un acoso contra el comisionado interino; es decir, contra del sr. Marcus Brown. Se debe al compromiso que demostró el sr. Brown de reclutar minorías para la fuerza policial. Es decir, buscaba reclutar más personas de otras razas en la policía de Pensilvania. Incluso en el buzón de su casa, el sr. Brown recibió una nota que decía: “Ningún amante de N……GRO usará mi uniforme”. [16]
Respecto a este último incidente, el senador estatal Vincent Hughes envió una carta al gobernador del estado de Pensilvania, Tom Wolf donde sostiene:
“Como sabemos, la Policía Estatal de Pensilvania tiene un historial deficiente con respecto a cuestiones de diversidad racial y prácticas de contratación. Ha sido largo y preocupante”, dijo Hughes en una nota al gobernador. “De hecho, se presentó una demanda y se ordenó un decreto federal para mejorar las prácticas de contratación de la agencia. La demanda fue presentada en 1974 por William Bolden y resultó en el ‘decreto Bolden’ que estuvo vigente hasta 1999”. [16]
El caso Bolden v. Pennsylvania State Police fue una demanda colectiva por discriminación racial destinada a abordar la contratación y promoción dentro de las filas de la agencia. El gobierno federal implementó el Decreto Bolden para que hubiera un control regular de alto nivel y, durante más de 20 años, la diversidad racial aumentó. [16]
“De hecho, el 20 por ciento de todos los policías estatales eran personas de color y servían en todos los niveles de la organización de la policía estatal”. Dijo Hughes. “Eso hizo que se levantara el decreto, lo que resultó en que el porcentaje de soldados no blancos cayera a un sombrío 6.25 por ciento. A partir del 1 de diciembre de 2014, solo 280 miembros de la fuerza policial estatal de 4,479 son minorías. Ahí es donde estamos hoy. Esto no refleja la diversidad de la población de Pensilvania y es un retroceso a una era en la que las personas de color fueron excluidas de las oportunidades de empleo en el gobierno estatal, especialmente en los campos de la aplicación de la ley”. [16]
Hughes dijo que la preocupante carta se remonta a esos tiempos y algunas personas que se oponen a la nominación de Brown como comisionado tienen miedo de la historia de Brown de crear una agencia de aplicación de la ley diversa. Según Hughes, un poco más del 6 por ciento de los miembros de la policía estatal son minorías, frente al 12,5 por ciento en 1998. “Su apoyo a su candidatura debería ser inquebrantable ahora más que nunca”, dijo Hughes, y agregó que estaba con el gobernador”. [16]
Estados Unidos, a través de la ley patriótica, comete violación masiva de la privacidad. Incluso Edward Snowden reveló la vigilancia masiva de las comunicaciones. Por lo cual se viola la privacidad e intimidad de los ciudadanos. Por este motivo , cuando elaboraba cualquier documento o comentaba algo que ellos consideraban desagradable o podría afectar sus intereses, inmediatamente procedían a torturarme mediante el uso de estas Armas de Energía Dirigida (DEW, por sus siglas en inglés) y destrucción de mis pertenencias. Porque la función de la policía en USA, no es solo combatir la delincuencia. Sino mantener a la población bajo su control.
respecto a este tema Human Rights Watch sostiene : “ Human Rights Watch ha documentado cómo la vigilancia masiva, sumada a la ofensiva gubernamental contra las filtraciones de información, también han menoscabado la posibilidad de los periodistas de informar sobre temas de interés público, ya que la vigilancia ha intimidado a fuentes, que dudan de hablar incluso sobre temas no confidenciales. De esta forma, la vigilancia masiva ha debilitado la libertad de los medios de comunicación, el derecho de la población a saber y la capacidad de los estadounidenses de exigir que su gobierno rinda cuentas. [3] “
En mi opinión, toda esta violación de los derechos humanos, es en un programa gubernamental para controlar a la población. Para someter a los enemigos internos. Para someter a personas que no se comportan de acuerdo a las reglas sociales, las cuales, en muchos lugares de USA estas reglas, son más restrictivas que las leyes. También para todas las personas que han tenido problemas o han molestado a personas influyentes. La policía los agrega a una lista. Algunos policías lo llaman: “lista de pandillas”. La policía estadounidense tiene un trato especial con las personas de esta lista dondequiera se encuentren.. Por lo tanto, la policía iniciará un plan de ataque físico y psicológico que será diferente para cada persona que está en este listado y continuará dondequiera que vaya el individuo objetivo. Se critica esta lista de pandillas de la policía, porque se dice que hay personas de 60, 70 y 80 años en este listado. Cuando el pandillaje es propio de los jóvenes.[9] En mi caso, como soy un inmigrante hispano que trabaja como custodian, los policías se muestran en sus diversos ataques, mientras en caso de tratarse personas que ellos consideran más respetables, tienden a usar a terceras personas.
Como Kyle Lydell Canty, un afroamericano quien persigue el estatus de refugiado en Canadá debido al acoso policial en USA .Lydell es neoyorquino, pero ha vivido en Arizona, Texas, Arkansas, Washington, Oregón, Pensilvania y Florida. No ha dejado de desplazarse de un sitio a otro, en parte debido a sus problemas con la policía. Diseñado para su uso contra los alborotadores, está destinado a dejar a las víctimas ilesas. Pero los investigadores del dolor están furiosos porque el trabajo destinado a controlar el dolor se ha utilizado para desarrollar un arma. Y temen que la tecnología se utilice para torturar. [10]
“Estoy profundamente preocupado por los aspectos éticos de esta investigación”, dice Andrew Rice, consultor en medicina del dolor en el Chelsea and Westminster Hospital en Londres, Reino Unido. “Incluso si el uso de dolor severo temporal puede justificarse como una medida de restricción, que no creo que pueda, los efectos físicos y psicológicos a largo plazo son desconocidos”. Este documento revela la existencia de un contrato firmado en julio del 2003 entre la Oficina de Investigación Naval y la Universidad de Florida en Gainesville (EEUU) que forma parte de los proyectos puestos en marcha por la Joint Non-Lethal Weapons Directorate–JNLWD (Dirección Conjunta de Armas no Letales) creada por el Congreso de Estados Unidos en 1997 bajo el comando del famoso Marine Corps (Cuerpo de Infantería de Marina). Bueno, pues en el apartado Suministros y Servicios del contrato puede leerse: “Estudio de armas no letales. Consecuencias sensoriales de pulsos electromagnéticos emitidos por plasmas inducidos por láser”. La simple lectura de los apartados del contrato permite comprender perfectamente las intenciones finales del proyecto. Así, en el apartado“Objetivos/Tareas/Conceptos” se empieza por reconocer que los nuevos adelantos tecnológicos en “armas de energía dirigida” permiten graduar su impacto convirtiendo una misma arma de no letal en letal. Los pulsos de energía pueden ser configurados para producir plasmas de alta energía. (…) En los estudios descritos abajo determinaremos la viabilidad de usar el plasma derivado de los Pulsos Electromagnéticos a fin de inducir el dolor necesario para desarmar y detener individuos o formar barreras ante el movimiento de grandes grupos hostiles. (…)[11]
Las propiedades no balísticas e instantáneas de los Sistemas de Energía permiten precisar el objetivo fácilmente. Pueden emitirse cantidades terroríficas de energía a grandes distancias con exactitud precisa. (…) El dolor inducido sería relativamente instantáneo y su duración se limitaría al tiempo de aplicación”. [11]
Según una revisión de 2003 de armas no letales realizada por la Junta de Estudios Navales de EE. UU., que asesora a la marina y al cuerpo de marines, las PEP produjeron “dolor y parálisis temporal” en pruebas con animales. Esto parece ser el resultado de un pulso electromagnético producido por el plasma en expansión que desencadena impulsos en las células nerviosas. [10]
El contrato, fuertemente censurado antes del lanzamiento, pide a los investigadores que busquen “parámetros de pulso óptimos para evocar la activación máxima de los nociceptores”, en otras palabras, causar el máximo dolor posible. Los estudios sobre células cultivadas en el laboratorio identificarán cuánto dolor se puede infligir a alguien antes de causarle lesiones o la muerte. [10]
Amanda Williams, psicóloga clínica del University College London, teme que las víctimas se arriesguen a sufrir daños a largo plazo. “El dolor persistente puede resultar de una variedad de estímulos supuestamente no destructivos que, sin embargo, cambian el funcionamiento del sistema nervioso”, dice. Le preocupa que los estudios de células cultivadas no lleguen a demostrar un nivel seguro para un estallido de plasma. “No pueden hablarnos sobre el dolor y las consecuencias psicológicas de una experiencia tan dolorosa”. China al igual que USA, también ha desarrollado este tipo de “armas no letales”. Pero a diferencia de EE. UU, el gobierno chino usa el periódico oficial de Hong Kong: South China Morning Post. Para comunicar a su población la creación de estas armas de última tecnología, las cuales se van a utilizar para controlar a la población. [6] El cual es descrito de la siguiente manera:
· China ha creado un rifle láser llamado: ZKZM-500 que puede eliminar un objetivo a casi un kilómetro de distancia, según los investigadores involucrados en el proyecto. está clasificado como “no letal”, produce un haz de energía que no puede verse a simple vista, pero puede atravesar las ventanas y provocar la carbonización instantánea” de la piel y los tejidos humanos. [6]
· El arma de calibre 15 mm pesa tres kilos (6,6 libras), casi lo mismo que un AK-47, y tiene un alcance de 800 metros, o media milla, y podría montarse en automóviles, barcos y aviones. Los rifles están alimentados por una batería de litio recargable similar a las que se encuentran en los teléfonos inteligentes. Puede disparar más de 1000 “disparos”, cada uno de los cuales no dura más de dos segundos.
· “El dolor superará la resistencia”, según el investigador que participó en el desarrollo y las pruebas de campo de un prototipo en el Instituto Xian de Óptica y Mecánica de Precisión de la Academia de Ciencias de China en la provincia de Shaanxi. [6]
· En el caso de una situación de rehenes, podría usarse para disparar a través de las ventanas a los objetivos y desactivar temporalmente a los secuestradores mientras otras unidades se mueven para rescatar a sus cautivos. . [6]
· Debido a que el láser se ha sintonizado a una frecuencia invisible y no produce absolutamente ningún sonido, “nadie sabrá de dónde vino el ataque. Se verá como un accidente”, dijo otro investigador. Los científicos solicitaron no ser identificados debido a la sensibilidad del proyecto . [6]
· Wang Zhimin, investigador asociado del Centro de Investigación de Física y Tecnología del Láser en la Academia de Ciencias de China en Beijing, dijo que las mejoras tecnológicas en los últimos años significaron que los científicos pudieron desarrollar dispositivos más pequeños y potentes de la misma manera que lo hicieron los fabricantes de teléfonos móviles. “Esto ya no es ciencia ficción. Ya son un hecho de la vida”, dijo. [6].
· En los primeros días, debido a limitaciones técnicas, era necesario disparar varios rayos y hacer que convergieran en un objetivo para causar algún daño. También necesitaban una lectura precisa de la distancia para tener alguna posibilidad de funcionar. Además, los únicos dispositivos disponibles eran lentos, voluminosos y pesados, tenían un alcance corto y requerían enormes suministros de energía. Pero los últimos dispositivos disparan un solo haz y pueden causar tanto daño como lo habrían hecho los grandes cañones láser montados en camiones. [6]
· Los láseres no pueden matar a un objetivo con un solo disparo, pero si disparan a una persona durante el tiempo suficiente, las armas comenzarían a quemar un agujero en su cuerpo, atravesándolo como un bisturí. Los investigadores enfatizan que los científicos en este campo generalmente están de acuerdo en que sería inhumano usar armas más poderosas que podrían “carbonizar” a una persona viva. [6]
La policía de Pensilvania pone en práctica el experimento del neurofisiólogo José Manuel Rodríguez Delgado, cuyo envidiable currículo incluye una etapa de docencia de más de veinte años en la universidad de Yale (Connecticut, EEUU) y quien es autor de un conocido experimento en el que a un toro de lidia con unos electrodos en la cabeza escapa repentinamente del capote rojo al que se dirigía. [7]
También este científico ha experimentado con humanos. En una ocasión, por ejemplo, irradió a cuatro personas con microondas y según explicaría eso les provocó muy diferentes emociones, sensaciones y visiones. Llegando por ello a hacer afirmaciones como: “estas armas son más dañinas que una bomba nuclear”, que “con conocimiento del cerebro podemos transformar, manipular, dirigir o robotizar seres humanos” y que “el principal problema en el futuro será que se robotice a seres humanos sin que se den cuenta de ello”. [7]
Regresando al experimento en el cual un toro de lidia con unos electrodos en la cabeza, escapa repentinamente del capote rojo al que se dirigía. En la vida práctica, la policía de Pensilvania al toro de lidia lo reemplaza por el individuo objetivo. Los electrodos son reemplazados por los disparos con las Armas de Energía Dirigida (DEW, por sus siglas en inglés), el cual se hace contra el individuo objetivo. Y el capote es reemplazado con cualquier objeto, ruido o persona que la policía quiera que el individuo objetivo lo asocie con el dolor causado por los disparos que recibe realizado con Armas de Energía Dirigida (DEW, por sus siglas en inglés). Es decir, la policía busca crear un reflejo condicionado en el individuo objetivo.
la que fuera Fiscal General de Estados Unidos, Janet Reno, confirmó que “las agencias acordaron desarrollar en común armas que sean válidas tanto para el campo militar como para la seguridad interna”. Así, por ejemplo, la compañía aeronáutica Lockheed Martin afirma sin reparos en la web de su división de Ciencia e Ingeniería -www.seabase.com- lo siguiente: “Proveemos al Gobierno de tecnologías como láseres, sensores espectros trópicos, microondas de gran potencia, campos electromagnéticos y armas no letales” (el subrayado es nuestro). [7]
También Vector Microondas Investigaciones está contratada por el Gobierno norteamericano para desarrollar estas tecnologías. Como muestra basta mencionar el premio de investigación otorgado por la CIA que en 1996 recayó en el científico John Craven por dos proyectos: uno llamado Microondas para computadores y otro con el título Láser para comunicación. [7]
Por lo tanto, cualquier juicio que se haga en un tribunal de Estados Unidos sobre intimidación, Acoso Organizado o Gang Stalking y tortura nunca será favorable a la víctima. Porque estos métodos, son parte de la política utilizada por el gobierno de USA para controlar a la población.
en 1984, el capitán Paul Tyler -médico de la marina norteamericana responsable de la investigación sobre los efectos de las radiaciones en humanos- reconocía en el Centro Universitario para la Doctrina Aeroespacial sito en Alabama (EEUU) que “se podían alcanzar efectos biológicos precisos con la ayuda de ondas electromagnéticas” Es más, Tyler dijo que habían identificado ya esas ondas pero que para poder usarlas de forma operativa tenían que solucionar el problema de cómo transmitirlas con la potencia suficiente (por supuesto ondas ELF). [7]
El director del DARPA – USA durante el Proyecto Pandora fue Richard Cesaro -personaje que trabajó cuarenta años en ese campo para la Marina y la NSA, agencia especializada en telecomunicaciones y espionaje- y terminó haciendo público sus objetivos: “Para conseguir un salto tecnológico en el campo militar hay que ir más allá de las bombas y llegar a controlar las mentes de los enemigos”, afirmaría. Añadiendo: “La posibilidad de ejercer cierto grado de control sobre el comportamiento humano mediante microondas de baja intensidad es, a la luz de nuestras investigaciones, algo razonable”. Por lo que instó a continuar las investigaciones. [7]
el psicólogo, neurocientífico y profesor universitario en la Laurentian University de Ontario (Canadá) Michael Persinger quien investigó los efectos de las radiaciones electromagnéticas sobre el cerebro para un programa de armas del Pentágono. Persinger perfeccionó los métodos para realizar experimentos de inducción de experiencias subjetivas . Persinger publicó el estudio en 1995 con el título Sobre la posibilidad de acceder directamente a cada cerebro humano mediante inducción electromagnética de algoritmos fundamentales . donde sostiene cada individuo puede ser identificado en función de los característicos outputs de su cerebro” o que “la identificación de estas secuencias puede permitir llegar directamente a las más complejas funciones cognitivas asociadas a la personalidad, la conciencia humana y la agregación de representaciones de experiencias”. Es decir, Persinger está hablando de la capacidad para modificar la conciencia de un individuo, su personalidad o su memoria (agregando recuerdos falsos)… mediante ondas electromagnéticas. Lo que propone el doctor Persinger es que, virtualmente, cualquier estado mental puede ser generado artificialmente desde una fuente exterior. Y lo más aterrador es que los medios para conseguirlo existen ya y son operativos a nivel global. “Los niveles paralelos de potencia para estas amplitudes –explica Persinger- son similares a los que utilizan las señales de radio y los sistemas de telecomunicaciones. En las pasadas dos décadas el potencial para realizar esto se ha desarrollado tanto que lo improbable ya puede ser factible”. [7]
La doctora Elisabeth Rauscher -física nuclear que dirigía el Laboratorio de Investigación Tecnológico de San Leandro en California (Estados Unidos)- llevó a cabo concienzudas investigaciones sobre las posibilidades de las ondas ELF (siglas en inglés de extremadamente baja frecuencia) y consiguió encontrar frecuencias específicas que permiten inducir a distancia en alguien tanto náuseas como un estado de euforia. Fueron tales sus hallazgos que llegó a afirmar: “Si se me dieran suficientes fondos, en tres meses sería capaz de modificar el comportamiento del 80% de los habitantes de esta ciudad sin que lo sepan. la doctora Barbara Hatch Rosenberg recogió ya en 1994 en el Boletín de Físicos Atómicos en el que se puede leer que “las armas no letales utilizan energía electromagnética en frecuencias de láser, microondas, radiación de radiofrecuencias o luz visible pulsada a la frecuencia en la que emite el cerebro”. Agregando que “sus resultados son: ceguera temporal, desórdenes en el pensamiento, dolor severo, náusea, diarrea y disfunciones en los órganos internos”. [7]
La Escuela de las Américas instaladas inicialmente en Panama, trasladándose posteriormete a Fort Benning, Georgia, al cual se le denomina: Instituto del Hemisferio Occidental para la Cooperación en Seguridad. Es una base de entrenamiento militar norteamericana. Donde USA entrena a militares y policías de países de América Latina. Determinadas fuentes han denunciado que en este lugar se ha «adiestrado y entrenado en métodos de tortura, asesinato y represión a miles de represores de toda Latinoamérica». [12] [13] Algunos de ellos son de especial relevancia futura, acusados por crímenes de lesa humanidad, como : Leopoldo Fortunato Galtieri(Argentina), Manuel Antonio Noriega(Panamá) , Manuel Contreras Sepúlveda(Chile), Vladimiro Lenin Ilich Montesinos Torres (Peru), Hugo Bánzer Suárez (Bolivia), Roberto D´Aubuisson (El Salvador), etc.
El capitán Vladimiro Lenin Ilich Montesinos Torres ex alumno de la Escuela de las Américas, se convirtió en jefe del servicio de inteligencia del Peru y asesor del gobierno del presidente Alberto Fujimori Fujimori, El sr. Montesino llego a controlar todo el Perú usando el chantaje. Entregaba dinero a los políticos y congresistas para que lo apoyaran. Si no aceptaba, buscaba la manera de poder chantajearlos. Todos estos sobornos y acciones indebidas lo tenían filmando en videos. Se descubre el accionar de Vladimiro Montesinos, porque a una de sus colaboradoras, quien trabajaba para él, la señora Matilde Pinchi Pinchi, sustrae uno de sus videos y hace que lo trasmita por televisión para todo el Perú. Donde se muestra cuando Montesinos entregaba 15 000 dolares americanos al congresista de la oposición Alberto Kouri para que se pasara a las filas del partido del gobierno. Actualmente Vladimiro Montesinos se encuentra en la cárcel condenado por crímenes de lesa humanidad. El expresidente de la Corte de Lima y ex miembro supremo provisional Alejandro Rodríguez Medrano. También estuvo preso por ser el nexo del ex asesor presidencial Vladimiro Montesinos en el Poder Judicial para obtener fallos favorables a los amigos de Vladimiro Montesinos. Como usted pueden apreciar, muy probable, esto sea parte de las diversas técnicas y métodos que ensenan a los militares en esta escuela de los Estados Unidos de América, para que los gobiernos puedan controlar a la población.
