The Federal Reserve is a Private Bank, and not part of the U.S. government.
When you pay your tax bill to the IRS, the funds are deposited into the Federal Reserve. Yes, it is fraud. These wealthy families control the Central Bank, the CFR (Council on Foreign Relations), and the CIA.
The CIA runs the targeting program.
