Monarch- the Phoenix Program parts 1-5

1: Phoenix Program conceived in white house and carried out by CIA. Began in 1967, run by Ted Shakley and Dr. Robert Komer,

Aimed at neutralizing through assassination, kidnapping and torture, the civilian infrastructure that supported the Viet Cong of S. Vietnam. This Final Solution violated Geneva Conventions. They went after tax collectors, supply officers, political cadre, suspected sympathizers, military officials. But program murdered many innocent civilians (between 20,000 according to CIA head William Colby (1971), and 40,000 according to Vietnam). CIA Ted Shakley managed 600 military and 50 CIA liason officers working S. Vietnam officers in 44 provinces. Shakley and Robert Komer played key roles in recruiting personnel for Phoenix. Many covert officers were Cuban refugees from Bay of Pigs. They ran CIA’s counter terror teams, which were assassination squads.

Colby, Komer, Shakley reported to CIA director Richard Helms. Phoenix called for neutralizing 1800 civilian targets per month. About 1/3 of those targeted for arrest were executed. Green Beret and Navy Seals did the work.

In 1982, ex-Phoenix officers, revealed that sometimes American military personnel were killed as “security risks” – he suspects the orders came from CIA or the Office of Naval intelligence.

All Vietnamese over 15 had to carry ID cards.

Strategic Hamlet program failed, then Phoenix Program, a terror campaign, used a state of terror to defeat North Vietnamese. Many Vietnamese were in effect forced into the N. Vietnam army.

Phoenix Program architect, Robert Colmer, said after leaving the program: “I would have done a lot of things different.” The war was a “strategic disaster which cost us 50,000 lives and half a trillion dollars.”

Many CIA and military personnel viewed dissent as treason. Counter-insurgency strategy is now applied to US.

Technology kills by ionizing and non-ionizing radiation of civilians leaving little or no trace. Indiscriminate killing of Phoenix program continues on American soil. The terms Soft kill, slow kill, and silent kill refer to new way of killing the enemy in conflicts short of war and in small wars of future. The Counter-insurgency doctrine has now been applied to the home front, so that the perceived betrayal of military in Vietnam will not be repeated. The generation of CIA and military intelligence led by Shakley, Helms, Casey Abrams, Singlaub, Secord, John B. Alexander Aquino, Paul Vallily, and others, have built the perfect beast using selective assassination that leaves no trace. The ability to cull the human herd with silent kill technology allows a few personalities to remake the entire society in their own image. ELF technology slowly drives the target crazy with silent sound similar to the CIA/MKULTRA psychiatrist Ewen Cameron’s psychic driving technique used to break down the target’s personality. The new buzzwords at the Pentagon are synthetic telepathy and psychotronics.

Another means of attack on targets is the Smernoff patent that uses subliminal suggestion to manipulate human behavior. This patent was purchased by the remote viewing company, Psytech Corp. Military intelligence officers involved in developing these non-lethal weapons, including Aquino, Alexander, Puthoff, and others, also control Psy Tech. Monarch 2:- Human Radiation Experiments: To understand the new Phoenix Program, it is necessary to begin at the beginning of US government human experimentation, the Manhattan Project. July 16, 1945, ‘Gadget was detonated.

Firebombing of Dresden and Tokyo.

Radiation experiments. Military experimented on effects of dosages of plutonium on unwitting civilians. 350 rads is lethal. Military exposed individuals to 100 to 2000 rads. Many died. Nuclear test ban treaty signed in 1963.

About 253 nuclear above ground tests were conducted over ocean and land by US. Over 200,000 Americans deliberately exposed to between 1945-62.

Atomic Veterans stated: “We were the victims of radiation experiments too. They exposed over 200,000 of us in over 200 atmospheric atomic and hydrogen bomb tests between 1945 and 1962. They deliberately bombed us with nuclear weapons and exposed us to deadly radioactivity to see how it would affect us and our equipment in nuclear warfare on land sea and air. They didn’t need out informed consent because we were under military discipline. They devalued our lives too. They made us sterile. They crippled and killed our children. They made widows of our wives. Then denied repeatedly and publically that there was ever any danger. Say the lie often enough and people will believe it.”

Third group of victims are “downwinders”. This group includes entire U.S. and the entire world. All humans exposed to plutonium and strontium 90.

US Government agencies involved stated that all subjects were going in hospitals were informed.

Testing was secret. Few victims compensated. Institutions involved claimed ignorance. These are same acts for which Nazi scientists were hung.

1995 government hearings exonerated government agencies. But paid out some money to victims. ($100,000 for instance).

Alter personalities. Only 20% of general population is easily hypnotizable. But trauma at early age (by 6) makes people vulnerable to dissociation and therefore easily hypnotizable. Programmer typically wears a costume like a rabbit suit and sacrifices a rabbit in front of victim, before physical trauma is applied. Image of rabbit or phrase from Alice in Wonderland are used as triggers to call forth the alter personality. A few years later, child’s IQ and personality test used to decide if the child is used as assassination, for sexual blackmail, drug courier, or other use.

Dr. Sidney Gottlieb (MKULTRA) employed these early (Nazi) programmers and used LSD for mind control for political assassinations– he personally gave LSD to Frank Olson of Army Chemical Corps at Fort Deitrich Maryland. He worked with bio-weapons. His death was secret until Church committee investigations 20 years later.

Dr. Ewen Cameron, Pres. Am. And Can. Psych. Association, ran Allen Memorial Institute founded by Rockefeller Foundation, in 1943. Nazi Paperclip scientists joined CIA’s military mind control experiments in US and Canada. Some were his friends. Money came to Cameron from CIA funneled through Cornell society for Investigation of Human Ecology. Systematic annihilation destruction of a subject’s mind and memory (de-patterning) was accomplished by overdoes of LSD, barbiturate sleep for 65 days at a time, electroshock therapy at 75 times recommended dosage. Psychic driving, the repetition of a recorded message for 24 hours a day programmed the emptied mind.

MKULTRA was a mini-Manhattan Project with the conviction that the keys to brainwashing lay in technology. In 1953, CIA officer Richard Helms chose Dr. Sidney Gottlieb to run the Technical Services Staff (TSS) and MKULTRA. Through Office of Research and Development, TSS was given job of developing poisons to assassinate political opponents, truth serum drugs to interrogate spies, and hypnotic techniques to create unwitting double agents, couriers, and robot assassins. Dr. Gottlieb used Nazi scientists and their state of the art mind control techniques perfected in the Nazi concentration camps. Gen. Eisenhower gave personal approval to exploit work of Nazi death camp doctors.

The German doctors were brought to the U.S. under Project Paperclip. They were insulated against war crimes charges. Under leadership of Dr. Strughold, 34 German scientists accepted contracts from Project Paperclip and were moved to Randolf Air Force Base in San Antonio, Texas. They began to work in human radiation studies, aviation medicine, microwave technologies, and MKULTRA mind control experiments.

Authorization to hire these Nazi scientists came from Joint Chiefs of Staff. Operation Paperclip eventually recruited 9,000 Nazi scientists and technicians to help US destroy the USSR.

Some scientists were known as Mind programmers- like Dr. Joseph Mengele and others experimented with children and adults using mescaline electroshock therapy, sensory deprivation, hypnosis, drugs, rape, starvation, torture, trauma-bonding, in an effort to control the human mind.

The Canadian government settled class action lawsuit

250 of Cameron’s former patients decades later but no person or institution has been disciplined or punished for these activities. Cameron was premier psychologist of the 20th century. He studied Nazi scientists at Nuremburg trials, and he later replicated many of their methods. His experiments were just some of many programs run by CIA, Navy, Air Force, Army and others.

Richard Helms ran dirty tricks department after Bay of Pigs and became DCIA in 1966. He destroyed MKULTRA archive when he left in 1972 and covered up MKULTRA crimes. He used Paperclip scientists, he advocated low intensity warfare, transmitting strategic subliminal messages to the brains of enemy populations, and using high frequencies to affect memory and the unconscious mind.

In 1964, he wrote a memo to the Warren Commission where he mentions “biological radio communication: “ “Cybernetics can be used in molding of a child’s character, the inculcation of knowledge and techniques, the amassing of experience, the establishment of social behavioral patterns, all functions which can be summarized as control of the growth processes of the individual.”

In 1953, MKULTRA relied on LSD, but by the 1960’s, the emphasis had changed to biological radio communication. MKULTRA had 149 subprojects that encompassed nearly every aspect of human behavior and social science.

In 1977 Senate hearings, former CIA director, Admiral Stansfield Turner admitted that MKULTRA program took place at 80 institutions, including 44 universities, 15 private companies, 12 hospitals and 3 prisons.

MKULTRA subproject 119 laid foundation for all non-lethal weapons programs, included a summary of five areas, one of which is “techniques of activation of the human organism by remote electronic means.” (Memo dated August 17, 1960). (Study of radio frequency weapons and direct control of human behavior at a distance).

By 1960, CIA dropped its emphasis on LSD in favor of electronic influence. This aspect is where the greatest research has been, rather than chemical or biological agents, both of which violate existing treaties and leave physical traces.

In 1962, a CIA manual focused on Radio Hypnotic Intra-cerebral Control (RHIC) which was developed by Pentagon. “When a part of your brain receives a tiny electrical impulse from outside sources such as vision, hearing, etc., an emotion is produced, anger at the sight of a gang of boys beating an old woman, for example. The same emotions of anger can be created by artificial radio signals sent to your brain by a controller. You could instantly feel the same white hot anger without any apparent reason.”

Electronic Dissolution of Memory (EDOM) refes to the ability to erase memory at a distance.

Christine Acola, born 1962, subject in radiation, drug and mind control experiments (1966-76) by Dr. Green. Experiments controlled in Tucson, AZ. Green’s objective was to train her to be a spy-assassin. It looked like a laboratory. There seemed to be other children. Dr. Green placed electrodes on her head. She was strapped down, naked, spead-eagle on a table. He was burning different images into her brain. In between each sequence, he used electric shock on her body. He drugged her before he started the procedure. She was 4 years old. Dr. Green used trauma, drugs, post-hypnotic suggestion, he also used her in radiation experiments. In effort to gain total control of her mind. He also terrorized her/ trauma. She was taught how to pick locks. Green wanted her to kill children. Used pain induction techniques. Dislocated her joints.

In 1953, Russians began to bombard American Embassy in Moscow with electronic frequencies. Jose Delgado experimented on 4 human subjects using radio waves, reporting they experienced different emotions, sensations, colors, etc. “These weapons are more dangerous than atomic destruction. “With knowledge of the brain we may transform, we may shape, direct, roboticize man. I think the great danger of the future is that we will have roboticised human beings who are not aware that they have been roboticized.”

He developed a brain transponder used to roboticize human subjects. (stimoceiver).

Women peace campers at Greenham Common England, claim they were attacked by US electromag weapons emitted by American air base. Patterns of illness began emerging in 1984. In Britain, female demonstrators were targeted with directed energy. They experienced vertigo, extreme tiredness, retinal bleeding, burnt face, nausea, sleep disturbances, disorientation, severe headaches, faulty speech coordination, palpitations, loss of memory and concentration, disorientation, irritability, sense of panic.

Dr. Robert Becker’s report confirms that these symptoms mirror those you’d expect with microwave weapons.

5A: MKULTRA cults

Anton Levey- first headed the Magic Circle, then the Church of Satan, 1966. He studied criminology in SF. And was informant with Interpol. Gen. Michael Aquino of NSA wrote Mind War, in 1980. In 1973, he became the first executive office of 306th Psychological operations battalion. He also founded the Chruch of Set.

In 1980, he wrote From Psy-Op to Mind War: The Psychology of Victory, he believes that psychotronic or (EM) weapons that could ELF waves piggy backed on radio or TV waves to manipulate thoughts and feelings of domestic population. Enemies could be induced to capitulate without firing a shot by ELF waves.

Aquino rules though a Council of 9 who are his luetenants (at least 2 members are army intelligence officers). In late 1980’s, SF police dept accused Aquino of being involved in Satanic child molestation ring centered on day care of Presidio military base where he was stationed. There were some 68 probable victims, many of whom had contracted venereal disease. 22 families filed $66 million in claims against the Army, claiming that criminal charges against Aquino were dropped due to pressure from the Army.

Aquino admitted to renting the German castle were NAZI SS were formed. And they re-enacted the secret ceremonies amongst intelligence officers in full Nazi regalia.

He is an expert in psy-ops and counter-insurgency with over 40 years of military intelligence experience.

General Aquino’s psychological warfare campaign has started or infiltrated cults and other closed systems as part of a concerted effort to control large numbers of people and to destabilize the centers of constitutional and legal authority in the US and all over the world. This methodology is part of concerted plan that spans several generations. The Church of Satan and the Church Set and others are closed systems with their own belief systems that are insular and separate from the reality that most people take for granted. These closed systems allow large numbers of people to be manipulated into performing antisocial acts that most members of the greater society would not contemplate.

Aquino first participated in MKULTRA related activities in Vietnam as part of as part of the Phoenix program in the 1960’s. These ongoing MKULTRA operations are functioning as a counter-insurgency and infiltration operation aimed at destabilizing the US and other industrialized nations.

The following cults have been used by Gen. Aquino or his associates to continue MKULTRA operations outside of the laboratory.

The mass suicide at Jonestown of 890 people had similar threads- .a cult with sinister connections Jim Jones, who had CIA connections, set up utopian experiment on same land that CIA used to train mercenaries to fight in Angola. The Jonestown experiment was conceived of by Dr. Lawrence Laird Layton- staffed and financed by Layton. It was an African American community but at the core, it was ruled by an inner council composed of Layton and his family.

Layton was chemist in the Army’s Manhattan Project in 1950’s and head of army’s chemical warfare research division. The People’s Temple cult took over the Mendocino State Hospital as part of government pilot project to evaluate the feasibility of de-institutionalizing mental patients. After a reduction of state funding, most of the patients at Mendocino State Psychiatric Hospital released were released into the custody of the People’s Temple. Congressman Leo Ryan was assassinated due to his attempt to investigate the cult. The pathologist in Guinea, reported 80 to 90% of the victim’s bodies had fresh needle marks; other victims had been shot or strangled. In 1981, the survivors sued the former head of the CIA for “enhancing the economic and political powers of James Warren Jones and of conducting mind control and drug experimentation on the Temple flock.

The Manson family was associated with the Process Church which according to the Utah Dept of Public Safety moved to southern Utah and changed their name to the Foundation. In a 1990 internal memo, authored by church authority Glen L. Pace, allegations were made of ritual abuse and human sacrifice. Pace writes that he is met with 60 victims of ritual abuse. But there were probably 2 to 3 times as many victims. 53 were female and 7 were male, 8 of which were children. All are members of the Mormon church. 45 victims allege they witnessed or participated in human sacrifice. The majority were abused by relatives. All had developed psychological problems such as MPD.

“The memories come in layers. The first might be of incest. Another layer might well be the memory of seeing people hurt or even killed. Then they remember having seen baby’s killed. Another layer is realizing that they participated in the sacrifices. One of the most painful memory might be that they even sacrificed their own babies.”

Dr. Joseph Mengele found that trauma bonding and mind control work best when the victim is forced to kill someone they love, usually a twin.

‘The Franklin Conspiracy refers to that sexual blackmail operated and Savings and Loans fraud that began in Omaha, Nebraska in the early 1980’s. Larry King, a 300 pound (black) pedophile, operated a national child prostitution network that catered to wealthy patrons and Republican Party insiders. King was one of the fastest rising stars in the Republican party. He sang the national anthem at the Republican National Conventions in 1984 and 1988. King and his associates defrauded Franklin Savings and Loan of $40 million and used the residents of Boys Town and other children to video tape powerful and influential men and women engaged in sex acts with minors. These blackmail operations took place during fund-raising for the Republican party. Those involved stayed late for the after-party that included drugs and sex with minors.

The consistency of the stories the links to MKULTRA and SRA, but victim testimony is very consistent and the association of both programs to high level Masons has been repeated many times.

Many of the people who were involved in the original MKULTRA experiments were high level masons, including Dr. Sidney Gottlieb, Dr. George Estabrooks, Dr. Ewen Cameron and others in the intelligence community.

‘But it is equally likely that the Masons were infiltrated by CIA perpetrators of MKULTRA in an effort to control a closed system and have access to experimental subjects. Remote Viewing began as Operation Scanate and Operation Grill Flame run by NSA and Enscom at Fort Meade under:

Thomas Beardon, Albert Stubblebein, Ingo Swan, Ed Dames, Harold Putoff, Russel Targ, Paul Smith, John Alexander and others.

Operation Scannate leader Thomas Beardon went on to lead the American Psychotronic Association. Project Grillflame leaders Ed Dames and Albert Stubblebein started Psi-Tech company a private remote viewing company which holds the Smernoff patents f or a psychotronic weapon. Remote viewers Harold Puthoff and Ed Dames have counciled traumatized victims of death cults mass shootings (Jonestown and Columbine) even though they are not councilers but pysicists and military intelligence officers by training. Dr. Harold Puthoff is a former NSA officer who developed the pulsed microwave laser. He’s a remote viewer and a high level Scientologist who likes to council traumatized victims of cults.

The concept of ‘remote viewing’ is being used as a cover, a psychological warfare operation, in order to screen the development of psychotronic weapons and conduct MKULTRA operations.
The same people involved in remote viewing programs for the NSA and Enscom at Fort Meade and Psi-Tech Corporation, are also closely tied to psychotronic weapons development and religious cults that use MKULTRA methodology to induce multiple personality disorder. These strange threads, such as non-lethal psychotronic weapons development, remote viewing operations, and cults engaged in ritual abuse, are all woven together, suggesting that MKULTRA and non-lethal psychotronic weapons development have evolved into an elaborate psychological war campaign that functions as an infiltration operation and a counter insurgency aimed at the people and government of the United States.

Frank Church was victim of dirty tricks and targeted after Church committee hearings. His career was destroyed.

Cointel Pro of 1960’s run by William Sullivan. Left-wing groups were targeted- feminist, anti-war, environmental groups, etc. Most prominent target of Cointel pro in 1960’s was MLK. J. Edgar Hoover wrote letter to MKL Jr. detailing his extra-marital affairs and suggesting he should suicide himself. Surveillance of dr. King included 112th military intelligence unit and use of U-2 spy planes to take photographs. He was marked one month before his murder for elimination. He was considered potential messiah who could unite different movements.

Civil rights activist, Jean Seaberg, was suicided. It is the perfect crime. 2300 official cointel programs admitted to Church committee. But thousands more have come to light. Ultimately, FBI docs disclose 6 major programs. FBI operators did the dirty tricks. Domestic terrorist campaign directed mostly against blacks and Native Americans. Infiltration and psy-ops should be used before any groups can get strong. Anti-war movement was targeted.
