Over the past two years (2015-2017), I have printed up and posted the following 15 educational fliers on gangstalking on bulletin boards and kiosks in my hometown, Crestone-Baca, Colorado. It invite others to use them liberally and to modify them as they see fit!

“Gang Stalking” Primer
Gang Stalking, or more accurately, “counter-intelligence stalking,” involves covert surveillance, stalking, harassment, torture, and murder of Americans designated as “targeted individuals.” These programs constitute extra-judicial psychological and electronic warfare against private citizens waged by private groups, utilizing the power of the State. Gang stalking is illegal, unconstitutional, and immoral. It is “used as a weapon to assassinate the characters of those who expose (these and other illegal) practices” (Rich, 2008). Use of citizen informant networks date as least as far back as the Roman Empire and has been employed in communist or fascist dictatorships, including the Soviet Union (Cheka), East Germany (Stasi), Poland (PIDE), Czechoslovakia (StB), Hungary (AVH), Portugal, and the United States (FBI’s Cointel-pro). Today, gang stalking combines these methods with mind control technologies developed by CIA “spychiatrists” that include the use of drugs, chemicals, and (invisible) directed energy weapons, aka “non-lethal weapons.” In other words, a potential Hell has been constructed on earth.
This pamphlet includes basic information about this global program. Federal, state, and local agencies and private contractors are now receiving billions of dollars in funding to execute these programs under the pretext of combating terrorism. Millions are targeted worldwide. In order to preserve our nation and our liberties, citizens need to stand up for their rights and those of others and fight these diabolical programs.
A main purpose of the U.S. Constitution is to protect the personal liberty of citizens from intrusions by the government. These programs are completely antithetical to our Constitution: They are characteristic of totalitarian dictatorships. Unless American citizens oppose and dismantle these programs, their implementation could result in the loss of our personal liberty and national sovereignty. This may well be the battle of the 21st century.

Ten Facts Regarding Tracking and “Electronic Surveillance” Today
1) This person you are tracking has been targeted because of their INTEGRITY—their writing, whistleblowing, activism, or/and innocence, integrity, morality, community spirit, not because they are “suspected terrorists”, mentally ill, violent, or foreign spies.
2) This person has, by speaking out, exposing corruption, or community activism crossed paths with corrupt criminals in Homeland Security: DHS/FBI/CIA/DIA/Military; or the local corporate/corrupt band of FreeMasons; or the local covey of Satanists—or all three. Corrupt Police and Corrupt Local Govt are permitting attacks on innocents.
3) This tracking using apps, cell phones, GPS, and covertly-implanted RFID chips, is hiding behind Law but is the action of CRIMINALS in government; it is part of a program by Criminals, to conceal Covert-Ops Crime, under “Classified” labels.
4) Classified covers hide both Crime and Payment for Crime: Local Governments, local Police/Fusion Centers/Utility companies are being paid Big Bucks to human-traffick innocents/activists into Covert Ops Weapons Testing/Brain Research programs.

6) Part of the Crime being hidden is Non-Consensual, Terminal Weapons-Testing of Military Directed-Energy Weapons (microwave/sonic/scalar/electronic weapons) run by Defense contractors such as Lockheed Martin and General Dynamics—in concealed, covert operations.
7) Part of the Crime being hidden is Asymmetric and Stealth Warfare Against Unarmed, Non-Combatant Civilians. Communities are being subjugated for the “New World Order” being rolled out by the fascists at the core of this criminal operation.

Public Safety Notice: Gang Stalking
This neighborhood has ongoing “gang stalking” activity (also known as “organized stalking”). The
crime is not related to street gangs; rather it involves illegal surveillance and harassment of targeted
individuals by multiple perpetrators (called “perps” or “brown-nosers”) working together. Often the
stalking is done for vengeance or to silence potential whistle-blowers.
Perpetrators who manage organized stalking operations are usually associated with private security-
intelligence firms or they are corrupt members – or former members – of the law enforcement
community, or criminal informants.
Tactics include threats and abusive comments, breaking into the victim’s residence, slander (lying
about the victim), harassment by noise (sometimes from nearby residences), criminal invasion of
the victim’s privacy – for example, by tapping phone lines and hacking computers (the crime of
eavesdropping (a violation of California Penal Code sections 630 – 638), and other serious
violations of state and federal law.
Beware of persons who might be falsely impersonating law enforcement personnel (in violation
of California Penal Code section 538d) to recruit participants for gang stalking operations (as
distinguished from legitimate “neighborhood watch” programs). If you are in doubt about the
identity of such persons, contact your local sheriff’s office or police department.
Stalking (maliciously following, harassing, and threatening another person) is a violation of
California Penal Code section 646.9 and may be punishable by up to three years in state prison
for a first offense. Some of the tactics – such as entering a victim’s residence or conducting certain
types of surveillance without a search warrant, or punishing an American without a trial – are also
serious violations of federal law.

Crime survey statistics from the U.S. Department of Justice indicate that in 2006 there were an
estimated 445,220 stalking incidents involving three or more perpetrators stalking an individual.
History of organized stalking:
Tactics employed by gang stalkers were used extensively by communist East Germany’s Stasi (state
police) as a means of maintaining political control over its citizens. In the U.S., the tactics were
famously used by the FBI during its secret illegal counterintelligence program (“Cointelpro”) from
1956 until the program was exposed by civilian activists in 1971. The program mainly targeted
political activists. Multiple news articles (which can be found at the website below) indicate that a
more sophisticated and larger-scale use of counterintelligence crimes is now taking place.

“Gang Stalking” refers to the intense, long-term, unconstitutional surveillance and harassment of a person who has been designated as a target by someone associated with America’s security industry. Official domestic counterintelligence operations of this type are perpetrated by federal agents and contractors, sometimes with the support of state and local law enforcement personnel. The goal – in the parlance of counterintelligence agents – is to “subvert” or “neutralize” an individual deemed to be an enemy (or potential enemy) of clients or members of the security state. Arguably, the most accurate term for this form of harassment is “counterintelligence stalking.”
Perpetrators: The major perpetrators of organized stalking in the U.S. are the FBI, the Department of Homeland Security, U.S. military counterintelligence agencies, state and local Law Enforcement Intelligence Units (LEIUs), and private security contractors. All of those groups – and other federal intelligence agencies, such as the CIA and NSA – have well-documented histories of abusing their powers.
Citizen Spies and ”Surveillance Role Players:” Perpetrators of gang stalking crimes rely upon support from citizen spies who are “useful idiots,” vigilantes, and sadists. These street-level perps (aka “brown-nosers”) include a type of person used by East Germany’s Stasi – the civilian snitch (Inoffizielle Mitarbeiter) or unofficial collaborator. Although street-level thugs used in gang stalking harassment are sometimes recruited from the ranks of criminal informants, many are just un-paid civilian minions who will do almost anything to please someone in a position of authority – for example, under the guise of assisting a “neighborhood watch” program or an “investigation.” A job announcement posted in San Diego and advertised on Craigslist – was for a part-time position with an intelligence/security contractor firm as a “Surveillance Role Player.” These job listings are numerous and are mainly found on the websites of defense contractors. You can locate them easily by performing an online search for “surveillance role player job.” There is also a long history of non-governmental organizations perpetrating very serious crimes against their fellow citizens. Such organizations – for example, the Ku Klux Klan and Freemasons – have historically included members of the political and law enforcement community.
Targets: Gang stalking targets are American citizens deemed to be dissidents or whistle-blowers (and perhaps potential dissidents and whistle-blowers). It should be remembered that for over two decades the CIA performed secret illegal experiments on U.S. and Canadian citizens (the infamous MK Ultra program). Those experiments included physical and psychological torture.
Gang stalking Tactics: Include Perpetual Stalking, Invasion of Privacy, Threats, Electronic Harassment, Sleep Deprivation, Blacklisting, Mobbing, Black Bag Jobs, Gas-Lighting, Abusive Phone Calls, Computer Hacking, Framing, Threats, Blackmail, Vandalism, Baiting, Mimicking, Street Theater, Blocking/Cutting-Off/Invasion of Personal Space, Sensitization (using Neuro-Linguistic Programming (NLP), Synchronization, Financial Ruin, Public Slander, Sabotaging of Relationships, Noise Harassment, High-Technology Noise Harassment: Hypersonic Sound, and Very High-Technology Noise Harassment: the “Voice of God Weapon.”
Gang stalking is criminal and unconstitutional. Please do whatever you can to help expose the rot. Ending this cowardly and illegal practice by law enforcement agencies, intelligence agencies, and their parasitic corporate contractors will require exposing what is happening to the public. Non-Consensual Experimentation on American Citizens:
The Six Phases of Targeting of “Targeted Individuals” in the International Organized Stalking Program
(From “Guinea Pigs: Technologies of Control” by Dr. John Hall, M.D. (2014))
…. “Targeted individuals” are experiencing a form of experimentation that follows a progression of phases that include selection, surveillance, stalking, defamation, attack, and monitoring.
I. Selection: Selection of a target may be for a myriad of reasons at the local level. One must remember this technology is not available to the average person. The groups perpetrating this type of experimentation are given access to the technology as covert, independent contractors of the government agencies responsible for its development.
This research is a continuation of earlier behavioral control operations which were mostly done through front companies. The current experimentation is no different. The groups given access to the technology are allowed to choose victims for any reason they deem necessary.
Most victims are everyday people who would be considered “common” by most standards. Technology that allows for complete surveillance, stalking, and subliminal control makes sexual assault a very easy crime to accomplish. While rape has been used in the past as a part of mental programming through trauma, it appears that it is seen more as a “perk” among the current experimental perpetrators.
II. Surveillance: Surveillance of the chosen target closely follows selection. During the surveillance phase the target is unaware that it is occurring. Once selected, the target is extensively surveilled through multiple means which include background checks, credit checks, mail tampering, email hacking and direct observation, both physically and electronically.
III. Stalking: The stalking phase is done with full awareness of the target. The methods involved are directly adapted from the COINTELPRO operations run by the FBI in the 1950’s and 1960’s against groups seen as radical elements. The tactics include total inundation of the target at home and wherever they may go, breaking and entering of their domicile and physical harassment and intimidation. Electronic harassment is used during this phase with regard to email tampering, computer hacking, cell phone spoofing and cyber-bullying. More exotic forms of electronic harassment are covered as part of the attack phase but may be present in any phase of this type of victimization.
The stalking phase places the victim in a victim-mind state of hopelessness, especially once the victim has been ignored by police agencies through which the victim has sought help. Once the level of hopelessness is achieved, the perpetrators feel confident in escalating their stalking to more frequent breaking and entering as well as physical and sexual assault with less risk of arrest. Stalking may be a way of performing constant 24/7 GPS location through GPS enabled devices in the hands of the stalkers.
IV. Defamation: The stalking phase takes place hand-in-hand with the defamation phase. Since most of this type of stalking is usually done by private investigative groups, they often have former officers on their payroll or close enough relationships with local municipalities that the police question them no further. The PI groups in San Antonio, Texas would present themselves as FBI agents since their company’s owner is former FBI. Neighbors or others who notice the organized stalking will almost always believe this excuse. The defamation is much worse for licensed professionals such as doctors, lawyers, teachers, nurses, or any state licensed professional.
The technology being used to commit these crimes originates at the federal government level. Hence, it is seen being used most often by private investigative agencies that are owned and operated by former FBI agents. These individuals maintain contacts with the agency who work with them in a reciprocal relationship. These relationships are imperative to the defamation phase.
V. Attack: The attack phase is characterized by directed-energy attacks meant to disrupt normal physiological functioning. Often the victim has multiple physician visits with complaints of muscle twitching, headaches, heart palpitations, skin burning and other more obscure complaints with nothing medically abnormal found. Later in their targeting the attacks are accompanied with voice to skull transmissions that make it very obvious to the victim that their ailments are not the result of medical pathology. Once the perpetrators are certain the victim is hearing their transmissions and have noticed the stalking, the attacks will escalate. During the attack phase, the victim can expect to be assailed almost twenty-four hours per day.
The weapons used in the attack phase include microwave, millimeter wave, radio-frequency, laser and probably scalar modalities. All of these modalities have been researched extensively and weaponized for military use. While they have all been identified under the heading of “non-lethal” weapons, non-lethality in the research setting was not based on 24/7 exposure. Moreover, the exact effect of their exposure long term on the human body is not known, at least not in official research. The victims of the current experimentation may be the guinea pigs of some type of long-term exposure protocol that is too unethical to be done under a legitimate Institutional Review Board with consenting volunteers.
VI. Monitoring: It is clear that the victims have been chosen for experimentation for the duration of their lifetime. From a medical perspective, the monitoring phase is probably to denote any immune problems, cancer, psychiatric problems or diseases that may result from the long-term exposure to the electromagnetic weapons used in the experimentation. These issues will need to be elucidated before those modalities are released on the population as a whole for psycho-social control. In 1971, Dr. Jose Delgado, MKULTA researcher, published “Physical Control of the Mind: Toward a Psycho-civilized Society. ” His research required implanting the brain with a micro-chip to acquire the desired results. The development of directed energy has allowed for more efficient delivery with even better results without the need for brain implantation.

Rense: Some of them are mentally unbalanced. They’re crazy.
Stewart: Well, they do drill down into a criminal class. There are two sets of people in Infra-Gard. Let’s say you’re a target and you’ve got 15 people assigned to you per day to follow you around into stores and all around town by car. Those people are reporting the “target’s” (TI’s) every whereabouts and are saying; “Oh, she bought eggs.” And they are calling it in to a central location. Then you’ve also got people who are just sitting around basically minding their own business, but if they happen to see you they grab their phone and go to a certain social network where they go through pictures of people and then they text in: “Here’s the person, Jim Smith, and he’s on this list. It’s 3:45 pm and Jim Smith is at Dr. Jones’ office.” Then they get paid $100.
I have actually approached these people and said, “Are you getting paid to do this?” And one man was bragging to me: “Yes, the FDLE (Florida Department of Law Enforcement) recruits us, and then if we happen to see a “targeted person,” we call in their location and their time, and we get $100 on our account.” So I said:
“Do people care that a lot, if not all, of the people who are targeted are innocent people and they have not been accused of any real crime. It’s fabricated and it’s used to bloat the number people on the terrorist watch list?” And he smiled and said: “Nobody cares. It’s money.”
Rense: This is all a contrived bureaucracy to keep the Department of Homeland Security feeding at the trough, engorging itself with tax dollars. And these people are psychopaths, some of them. They have to be.
Stewart: I would agree. In fact, if you read about the DHS, you will find something shocking. They went to experts to help them design their operations and at least one was from the Soviet KGB, and another was from the old East German secret police, the Stasi.
That is very important because there was something that the Stasi did to their own people, their own dissidents, in the 1980’s. It was psychological warfare, and the German word for it is “Zersetzung,” which literally means “decomposition.” This means that you take every part of that person’s life and you destroy it. You destroy their job, their ability to make money, their relationships, their health, their mental health, and their reputation. And the goal was to force these dissidents into a position of either dying and starving on the street with nobody helping him or her or committing suicide.”

No incidents are too minor to report. If your neighbor looks at you in a suspicious manner, if his/her dog poops or walks on the street, these could indicate his/her terrorist tendencies and be a forewarning of future terrorist activity.
Come with the names of at least two neighbors whom you think might be potential terrorist threats and get $100/name.
