In a conversation with Katie Pavlich of News Nation aired July 3, 2026, James Giordano, the military neuroweapons scientist and simultaneous so-called neuro-ethicist [Can Military Neuroscientists practice Neuro Ethics? A question the Military believes they can answer in the affirmative.] now a professor emeritus at Georgetown University confirmed that the anti-personnel directed energy weapons being used to attack people inside their homes and in public are now small enough to be hidden in backpacks and mounted in vehicles, “which then makes them very viable for clandestine, even covert attacks.”
Which is precisely what hundreds of thousands of Americans, Europeans, English and people worldwide have been reporting for over three decades now, while their families treat them to skepticism, denigration, and dismissal as Mentally Ill people in throes of a “collective delusion”–that they are being attacked with pulsed microwave weapons and acoustic neuroweapons inside their homes and outside in public, in buildings everywhere and on the street. Families of all reporting electromagnetic weapon and neuroweapon attack need to wake up and listen instead of participating in crimes against humanity on their own kith and kin, subjecting them to social isolation and further, intensified abuse.

Anti-Personnel or Counter-Personnel Directed Energy Weapons, News Nation!
While this conversation carefully skirts the obvious, that these are Anti-Personnel or Counter-Personnel weapons being spoken about, and that the US Air Force has recently declassified a ton of scientific and technical reports revealing Field Weapons Testing of these essentially anti-human directed energy weapons on Americans all across the US, and world, plausibly, judging by NATO and foreign government involvement, this on top of other revelations from the US Army and US Navy on radio dosimetry projects testing these weapons on people and animals and revealing what they are and what they do, it is notable that James Giordano concedes here that these weapons are now small devices being carried in backpacks and vehicles and that they are being used domestically inside the USA and by their very nature and now diminished size lend themselves to clandestine, even covert use on people.

He doesn’t acknowledge however the scale of the assaults on the American populace, which DOD and CIA cybernetics scientist Robert Duncan placed at around 10,000 at one time and around 2 million at another time, saying instead that “several” domestic cases of “individuals being hit with sonic energy and forms of rapidly pulsing microwave energy” had surfaced in Florida, in Delaware, Maryland and the Washington DC area, and a few on the West Coast, not merely minimizing what is occurring nationwide and worldwide but refusing to address the report of such attacks by thousands to many public figures, including himself–something he has surfaced prior yet not addressed as vital to address.
Nor does he state that it’s the US Military which has been testing these energy weapons on American bodies and brains, unasked, and the US Department of Justice as well, accounting for the tight police-and-FBI hold on all disclosure, disappearing reporters of this crime as “Targeted Individuals” a label for the damned, allowing Police-run Mental Health Fraud to proliferate and colluding psychiatrists probably working with the CIA to rush to label their suddenly “sectioned” patients as delusional, paranoid, and schizophrenic–so the loop closes in and the Military and DOJ predators continue to prey on their targets.
Many Reporters of These AP-DEW Crimes Report Backpack Stalkers and Parked Cars and Vans in Their Neighborhoods
But in response to Katie Pavlich’s question on whether the weapons can be placed in backpacks and in drones which are surely scaleable and can be used in stadiums or on people in Government buildings–why would she imagine only Government buildings are susceptible?–he offered all worldwide a very important crumb, one this writer has been exposing for several years now, that these devices can be carried in backpacks and are being mounted in the chassis of cars, vans, SUVs, (and sides of houses, and in landscaping equipment, and on roofs).
“Now the scaleability of these weapons is certainly one of the areas that have progressed over the past 6 to 10 years. Now at this point they’re not scaleable to the point of being mountable on very small-scale drones.”
Note here that he does not mention slightly larger drones, which may well be being equipped with these devices, as reported by many reporting EMF weapon abuse.
“But, to your point, they’re backpack-mountable and certainly mountable in vehicles, vans, automobiles which then makes them very viable for clandestine, even covert attacks in public, on the street, on the sidewalk, domiciles.”
AP-DEWS Are Being Used Domestically and Can Be Shielded From
Giordano also confirms the weapons are being used domestically, even as he prevaricates about the technology being weaponized by anyone but the US military, rather, its “peer competitors and adversaries.”
He reveals that defenses to such insidious invisible weaponry on the human body can be made by blocking or jamming the externally-originating pulses or signals, using shielding in clothing, and identifying early bioeffects in people so as to treat them “early, promptly, and continuously.”
AP-DEWS Are Bioweapons: Do We “Regulate” or Do We Ban Such Bioweapons?
And he surfaces the military stance on seeking to “guide, govern, control and regulate” such weapons instead of banning them outright, a matter he suggests has found some traction at “the Biological Toxins and Weapons Convention”–another example of an egregious, military construct being casually rolled into the conversation as if it had always existed there–where he reports some progress has been made to include Directable Energies as “a viable form of Bioweapon.” Anti-personnel Directed Energy Weapons in fact include neuroweapons and are indeed neuro bioweapons, which no one had any business developing but did anyway–putting all of humanity in danger.
Not one of us has a chance of staying healthy when these insidious bioweapons can be used on us clandestinely, covertly, invisibly through-wall, as indeed they are being used today.
Giordano: “So the question is what do we do about it?
“Well this means the first part is very important.
We have to define that these things are real, the technology is there, it’s not science fiction, it’s not fictional fantasy Ray Gun stuff.
The technology exists, and exists at a point that it can be weaponized.
And it is being weaponized by our peer competitors and adversaries.
And now these are being used domestically, Number One.
Number 2, we’re developing mechanisms of detecting these–at a distance, in architecture, and then personal detection systems as well.
Number 3, we defend against those types of things in a number of ways: by blocking the actual signal in the wave, by producing types of garments that would deflect them if individuals are targettable, but also, an early stage detection of the biological effects if the individuals can be treated early, promptly and continuously is needed.
Now, the next stage is a larger scale of defense will be sometimes called Left of Bang. In other words, what can we do on a global scale to begin to guide, govern, control and regulate these types of weapons. And there’s been some progress being made on international signatory treaties, for example, the Biological Toxins and Weapons Convention to include Directable Energies as a viable form of Bioweapon.”
Now, what does it mean when he says “if individuals are targettable”? So some individuals are “targettable” by weapon-wielders? And who would those be? Up to now, media such as News Nation–locked in Propaganda Space, essaying the party line, reporting government and military news as if sacrosanct and unquestionable–have continued to drum out the lie that only diplomats and CIA officers have been blasted with neuroweapons and Directed Energy Weapons, in fact, exactly how Katie Pavlich starts this show with, completely ignoring the endless reports of ordinary Americans on social media and on their own websites online, and to journalists and media groups, of such attacks for years, permitting the FBI, DOJ, and local law to get away with labeling such reporters of crimes mentally ill “Targeted Individuals.” Targeting for no reason has certainly been going on–but how on earth can anyone, even a military neuroscientist, label anyone as “targettable”? Does Giordano perhaps mean those individuals who have been lawlessly covertly and clandestinely implanted with RFIDs which permit wifi GPS-stalking through-wall, making them “incidentally targettable”? That would mean people unlawfully selected by military, Intelligence, and Justice agencies for dangerous non-consensual experimentation.
Earlier, both mentioned Catherine Herridge’s coverage of this subject, re-asserting that two types of energy weapons were in question as used mostly on diplomats and some civilians, ultrasonic weapons and laser-directed high energy pulsed microwave weapons.

Dr. Giordano agreed that the weapons could be “deadly” and stated there were two generations of weapons, the first “seem(ing) to be sonic weapons working in the ultrasonic range.” These, he said, “tend to produce over-excitation in hollow cavities and in fluid-filled cavities like the inner ear, but that can also communicate through the bloodstream to the brain, to create something like a mini stroke-like effect—the original injuries in Havana as you may recall, were originally referred to as The Immaculate Concussion–but then subsequent generations of these types of weapons, these types of devices also use very rapidly pulsed microwaves that don’t have a thermal signature and utilize a laser to pulse the microwaves very very quickly so the wave-form is preserved, but without the necessary thermal signature, no heat and without the need for large power sources that make these very, very scalable. Now these operate very differently, they actually disrupt the neurological integrity of the nodes and networks in the brain, both in the short term, and certainly in the longer term where you’re then seeing sub-acute, and more chronic effects on your autonomic system, heart rate, immune system, endocrine function, and these can be very debilitating in the long term.”

Are Neuroweapons Ethical? Well, Is Brain Damage Ethical?
Dr. James Giordano has given many presentations and talks on neuroweaponry, much of which appears to be being positioned by the military as a legitimate “biopsychosocial” means of “mitigating violence and terrorism”–an unacceptable rationale for deliberate brain damage, particularly since it is being used currently not on terrorists* but on normal people and educated professionals, as previously reported by this writer. Electrical and electromagnetic neurotechnologies can be seen to be a subset of AP-DEWs.
[*: Not that it would be acceptable to use these bioweapons on “terrorists” either, or anyone at all; the whole point here is they are Inhumane, they need to be Banned.]
Dr. Giordano’s background–covered here at a doctoral Defence student’s site–shows that he has worked with the Pentagon, DARPA, and NATO, with other international agencies including with the UK Ministry of Defence, German Bundeswehr, Interpol, and The European Union Human Brain Project Program on Dual-Use Neuroscience on neuroweapons and bioweapons development, and served as senior advisor to the NATO Program on Cognitive Warfare.
