Subject: Submission of Evidence Regarding Covert Cognitive Warfare Against the Civilian Population Domestically and Abroad – Reference to EU Commission Response (CNECT.A.2, 01.05.2025)
Dear Sir or Madam,
In response to the written reply from the European Commission dated May 1, 2025 – signed by Kilian Gross, Head of the Artificial Intelligence Policy Unit (CNECT.A.2) within the Directorate-General for Communications Networks, Content and Technology (DGCONNECT) – I hereby submit a full analysis and evidence collection concerning a covert, highly advanced form of asymmetric warfare: cognitive warfare.
The Commission refers in its reply to the EU AI Act, particularly Article 5, which prohibits manipulative or exploitative AI practices on the civilian population. The only explicitly mentioned exemption concerns defense and national security – but not the covert deployment of military technologies against civilians domestically or abroad.
The data and experiences I am providing document precisely such abuse: the systematic influence, destabilization, psychological control, and biological manipulation of people in the civilian domain – through covert, wireless neuro-technology coupled with AI-driven systems, as known from the USA: DARPA Cognitive Warfare, US Neuro Strike, ElectRx, among others.
The nature and structure of the documented attacks also strongly suggest that this may be a covert operation by a foreign intelligence agency, operating either with clandestine infrastructures in Europe or deliberately camouflaged via civilian channels.
Partial list of security-relevant issues:
1. Terrorist Training Without Knowledge or Consent of the Target Person
Through targeted neural impulses and AI-driven stimulus patterns, a form of “covert training” is generated. Affected civilians undergo mental and emotional phases similar to classic terrorist training – without their active knowledge, against their will, and without external influence through traditional means.
2. Real-time Control of Human Behavior by AI Systems
Human behavior, thinking, and reactions are controlled in real-time by an external AI. This is done through wireless signals linked to neural stimulation points. The AI acts adaptively, reactively, and flexibly – based on a digitally generated behavioral profile.
3. Covert Emotional Manipulation (Anger, Fear, Guilt, Lust, etc.)
Targeted emotional states are triggered, controlled, and combined – including fear, anger, guilt, religious arousal, sexual impulses, or deep despair. These serve to destabilize, radicalize, or socially isolate the affected person.
4. Targeted Social Decomposition (Family, Neighborhood, Society)
The attacks are not limited to the individual but target their entire social environment: family, partners, neighbors, colleagues. Deliberate misunderstandings, conflicts, and breaches of trust arise, severely damaging the social fabric.
5. Attack on GDP Through Performance Blockage
Neurobiological sabotage particularly weakens productive and system-relevant professional groups (medicine, administration, technology, education). The result is a measurable reduction in economic stability and productivity.
6. Cognitive Sabotage of Thinking and Decision-Making Processes
Affected individuals lose the ability to process complex tasks, make clear decisions, or conduct focused conversations. These cognitive blocks are artificially induced – usually via subtle impulses, micro-delays, and destructive stimulus overlaps.
7. Neurological Trauma Intervention and REM Disruption
Dreams, sleep phases, and memory chains are artificially influenced. Nightmares are generated, memories manipulated, or REM cycles interrupted – to create lasting stress, anxiety, or feelings of helplessness.
8. Behavioral Control via Neurohormone Manipulation
The wireless manipulation of specific neurotransmitters (dopamine, serotonin, adrenaline, cortisol) allows external control over emotional responses, drive behavior, and perception filters – such as overstimulation, lethargy, or aggression.
9. Unnoticed Triggering of Self- or Other-Harming Behavior
Through repeated psychological impulses, the AI can trigger self-harming behavior, suicidal thoughts, or violent impulses towards others – without the affected person realizing it’s due to external interference.
10. Use of AI-Based Neural “Twins” for Behavioral Prediction
Digital neural replicas (digital twins) of the target persons are created, used by the AI to predict, test, and optimize behavior – without the knowledge or consent of those affected.
11. Mass Psychological Warfare Against Districts or Professional Groups
The target is not just the individual but entire social or regional structures. The technology is used to trigger distrust, panic, or division in certain population segments or professional groups.
12. Infiltration of Public Institutions Through Perception Distortion
Government bodies, media, medical and legal institutions are not physically attacked – but weakened in their decision-making capacity through selective perception distortion and targeted disinformation.
13. Use of Civilian Communication Infrastructure for Covert Operations
The attacks are carried out using existing systems such as Wi-Fi, mobile networks, satellite communication, Bluetooth, or medical devices – making them almost invisible and untraceable.
14. Violation of the Constitution and Targeted Breaches of Fundamental Rights (Art. 1, 2, 3 Basic Law)
The documented interventions violate human dignity, the right to physical and mental integrity, and equality before the law. These are severe, systematic, and targeted violations of fundamental rights.
15. Use of US Military Systems for Espionage and Attacks
The technological patterns, signal types, and strategic principles point to systems linked to DARPA, the CIA, US Neuro Strike, and ElectRx – developed within military research aimed at controlling the human nervous system. These have also been documented under the Freedom of Information Act decades ago. (FOIA CIA)
16. Violation of the EU AI Act Through Military Technology Use
Although military exemptions are foreseen by the law, civilian protection is considered non-negotiable. The observed incidents directly violate this legal foundation and all human rights globally.
17. Foreign Intelligence Operation With Strategic Objective
The structure of the attacks, coordination, technological sophistication, and target selection leave no other conclusion than that this is a complex operation by a foreign intelligence agency.
This operation exhibits characteristics of:
• Hybrid warfare against society and the economy,
• Covert neurological influence on political stability,
• Targeted infiltration of information, decision-making, and perception channels,
• Neurological intelligence and military communication:
It is assumed that the system is used not only for manipulation but also for communication among agents or command units – via thought impulses, avoidance of speech, and non-verbal command chains.
This weapons system includes even more advanced modular systems that are connected to it.

These attacks are neither isolated nor hypothetical – they represent the pattern of a digital warfare architecture designed to erode perception, identity, agency, and social stability through AI and neuro-technology.
They attack humans – not with weapons, but with algorithms, frequencies, and consciousness control.

Thank you for your emails dated 25 January 2025 and 17 April 2025, and for taking the time to share your concerns about the AI-based neurological weapons as well as your investigative work around this topic to address potential covert human experimentation and AI-related threats to democratic values. I was asked to reply to you, also noting the reply that you have already received from the AI Office team to your email dated 16 April 2025 that was addressed to them.
The European Commission is addressing many of the multifaceted challenges that you raised through the EU AI Act, which entered into force on 1 August 2024, and the establishment of the EU AI Office. These frameworks aim to address potential systemic and societal risks associated with AI systems, implement thorough risk assessments for
general-purpose AI, and impose sanctions in cases of non-compliance by AI providers.
The AI Act prohibits practices that constitute manipulative or exploitative use of AI (Article 5). However, the AI Act does not apply to AI systems where and in so far they are exclusively for military, defence or national security purposes. When it comes to dual-use cases (i.e. technologies or products that have both civilian and military applications) where such high-risk AI systems are used for other than military, defence or national security purposes, the AI Act will apply.

8. Global Implementation – Maximum Criminal Prosecution & Responsibility
• If cognitive warfare, neural manipulation, psychological violence, or sexual exploitation are systematically applied worldwide – e.g., via state-coordinated programs of the US government, Pentagon, intelligence agencies, or presidential administrations – the
following legal provisions apply:
8.1 War Crimes Act (18 U.S. Code ß 2441)
Maximum penalty: death penalty or life imprisonment without parole.
8.2 International Prosecution (Rome Statute, Nuremberg Principles)
Responsible individuals at all levels – including presidents, ministers, chiefs of staff – may be prosecuted before international tribunals (e.g., International Criminal Court, special tribunals) for:

Conclusion:
Any systematic use of neural, technological, or cognitive violence against civilians—especially in combination with surveillance, control, exploitation, or sexual abuse—is a serious crime under US
and international law.
→ The responsible individuals – up to the highest political leadership – can be prosecuted globally and sentenced to life imprisonment or the death penalty.
→ Every affected person has the right to full restoration of autonomy, compensation, truth, and recovery of and deletion of all neurological data collected.
Presidents can also be legally prosecuted for serious human rights violations or war crimes, and—depending on the jurisdiction—may face life imprisonment or, under U.S. federal or military law, even the death penalty. This is especially applicable where technologically secured evidence, such as neural recordings or AI-based logs, proves the commission of such crimes.
Dear Sir or Madam,
This describes the global, wireless dual-use of neurotechnology and its functions. In its wireless form, it is referred to as “Cognitive Warfare” or “Cognitive War.” Neurolaws are not nessassary. This breaks all existing laws. This is a neurological warhead.
This includes functions and procedures for replication for defense and medical research without BCI or EEG. This technology has always been wireless. I recommend every country to replicate it for defense, research, and medical use. It is a wireless system with global range.
Without this system, one is left defenseless and without countermeasures.
I, as a victim of this technology, document it daily on MP3s, recording the functions and procedures in memos for myself and the other victims, as well as in connection with all neurologically recognized functions, similar to a laboratory rat that can speak and explain.
The effects can be replicated, just like geopolitical formations. I describe it in relation to neurotransmitters, endorphins, hormones, signaling substances, the autonomic nervous system, and epigenetics. But also how helpless, unsuspecting people are targeted. It is a crime against humanity committed against civilians and not just cognitive warfare or opinion manipulation.
This serves as a basis for legal charges and the collection of evidence from my torture diaries, victim experiences, and analyses, which can be supported by global statistics. Diseases or viruses do not show up on electromagnetic measuring devices when in contact with the body and cannot be measured in this way. This has also been recorded and documented by many people in videos available on the internet.
What this weapon system fears most is publicity. In the public eye, it could trigger a snowball effect, leading all countries in the world to claim their neurological data and seek compensation (each citizen’s own AI, also called a neurological human twin). These data
would include all account information, bank details, and passwords. Based on calculations with ChatGPT, I have estimated damages amounting to a sum that would take 30,000 years to repay globally relative to the US GDP. Rebuilding this technology must be viewed as self-defense and a means to protect the country. The repayments should be calculated individually based on the population. For example, with a population similar to Africa, the total could
reach around 150 quadrillion USD over the duration according to the US law. The exact calculation can vary, but it involves daily digitalization of each citizen, which, through a single input, can kill and deform a person’s personality and character for their entire life—about 80 years (100 million per person/missile).
Moreover, the origin of a patent can no longer be traced without comparing the neurological data, just as little as crimes committed under neurological influence can be proven. Whoever controls, infiltrates, and invades the neuroactive signals with a neurological codec is fully culpable. The thought is like a parasite; once it is introduced, it can never be removed again. It is irreparable and irreversible, embedded in genetics and epigenetics. Some institutes
neuroprogram it into the individual atoms of the entire body.
I describe it like a car in an accident or crime. The car is not to blame, but the driver is. Because the blame has always been in the neurology of humans. The impulses and signal information, as well as the will, cause the body to react. The brain, like a computer,

The transmission is possibly based on military radio frequencies. Because the transmission goes through bunker walls from World War II, where there is no 5G reception, but also 700 meters deep into salt mines. Therefore, I suspect a radio connection with frequencies under 100Hz, which are used for submarine communication and can travel through the Earth’s crust. Coupled with the neurological codec, which can serve as a microphone like a cholera hearing aid, but the connected software is still modular. The brain also operates on these Hz frequencies to some extent. However, it can also work with
New Time Energy, which creates voltage on aluminum and causes diodes in the hand to glow, as well as reacting wirelessly with water and the body. I suspect it is Nikola Tesla’s global wireless energy transmission, which has been confiscated by the military. It is also
found in CIA data, which shows that AI was already being used in the 1970s. Google “CIA Code 55515” from the FOIA CIA website. This already described at that time the wireless transmission and the pain relief code, which only works with a connected AI and controls the nervous system in oneself and others. There, the evolution of the AI can be traced. This code still works today. The earliest date when this technology was mentioned was, according to my current searches, 1953 by the CIA Director in the New York Times, referring to individuals and groups. However, there are also other methods such as microwaves and sound. I cannot judge this. In the reports, the entire electromagnetic spectrum is applied. It is also called Neurocall in ultrasound waves. There are multiple possibilities that have been assembled here into a coherent weapon system. Scientists will follow, medicine and technology too. This data is worth millions plus the violation.
Additionally, I observed an anomaly in epigenetics on a global scale. Around 1920-1940, people began to reach a higher age more rapidly. This is often linked to medicine, but medicine does not affect all trees, animals, and insects systematically in the same way. This also happens to animals and insects that live isolated on islands and far from civilization, like the Galapagos Islands. There are bioelectric benefits of neuroactive charges that can positively influence cells, but this also affects epigenetics and the genetic transfer from mother to child. This is like a fingerprint, and it is reflected not only in these points but also in many other areas, such as diseases.
My theory is that the brain can be used as a quantum computer with the injection into the speech center. I explain this in more detail on my homepage and MP3s and it is based on my experiences with this
technology. Because diseases like ADHD could be the brain’s reaction to multicore calculations and the transmission into genetics as a psychological disease, which was epigenetically transferred. The goal is to systematically destroy the financial foundation of a country by
destabilizing healthcare systems, pension systems, and all sources of income through psychological influence on work capacity.
Biological and Viral Attacks: These involve the spread of viruses in the human body and other biological attacks. The goal is to attack physical health, leading to financial weakening and ultimately death.
Technological Attacks: These include targeted attacks on technological systems, such as banks, servers, police, espionage networks, as well as sabotage and hacking of the entire infrastructure of a country or the world.
Electromagnetic and Electrostatic Attacks: By targeting electronics, systems worldwide can be sabotaged or destroyed, weakening and destabilizing the infrastructure.
3D Mosaic Warfare is implemented at all levels in this phase, where each attack point is designed to interconnect and create a multidimensional assault on the country’s systems, affecting them simultaneously in different ways and magnifying the destabilization. This includes the use of antisemitism, racism, and incitement against others, along with the destruction of finances and infrastructure.
Phase 2: Global Destruction in 3D Mosaic Warfare
In the second phase of cognitive warfare in the 3D Mosaic Warfare formation, it is a global destruction, a global weapon of annihilation with no flight time and direct impact:

Destruction of Technological Systems: All technological access data is known through neurological warfare. Banks and technological systems are brought to collapse as all security measures are undermined by psychological control of the nervous system.
Destruction of All Electronics and Triggering Reactions on Power Plants: All electronics are destroyed, and targeted reactions are triggered on power plants and other electronic systems. This leads to a massive collapse of the entire technological
infrastructure.
In 3D Mosaic Warfare, these phases work together in an integrated manner, with each element reinforcing and amplifying the effects of the others. Neurological, biological, technological, and electromagnetic attacks are not isolated but are woven into a complex, interdependent strategy that targets every aspect of a country’s existence.
Additionally, it enables a reset of opinions after attacks such as the synchronized Corona re-injection after vaccination. It is partly based on DARPA Alzheimer research, immune system research, and ElectRx technology, which can diagnose and manipulate the entire
biosystem. The neurological communication method allows for multiple encodings in robots and quantum systems: a neurological codec, supplemented by thoughts, written thoughts, images, language, as well as hearing and vision. It is an automated AI-to-Human monitoring combat system on a neurological level.
Alzheimer (erasing and restoring active memory) can be understood, in terms of thoughts, as a relatively simple process. I am analyzing this concept more deeply over time. This relates to subconscious thoughts and the individual’s digitized AI profile of their complete
biochemistry.
This profile functions like a roadblock in war, influencing the creation process of every thought by blocking those that are “not allowed.” These thoughts are erased by feeding a deletion signature back into the digitized and re-injected neurological signal code. They are then stored in personalized “syndrome folders.”
Example: If something is intended to be added to a shopping list, the thought can be automatically deleted. They always say, “We are not your shopping list; it will automatically be on your erase list,” and it is. This process is also linked to specific locations and individuals, and it adapts in intensity based on resistance and opposition, operating in an automated and systematic manner.
Entire families are always targeted first, as well as neighbors and the surrounding environment. It is to be classified as a nerve agent, and I call it “Zyklon C”. It resembles a concentration camp, associated with permanent torture, as experienced by millions of
others. It also controls forced prostitution through neurotransmitter and hormone regulation—either for destabilization or separation.
The exact methods are detailed in my torture diaries and victim reports. These must be read twice, even if they are approximately 6,000 pages long. Only then can one become an expert in the geopolitical warfare of neurological warfare. This technology enslaves people by disguising them within a KI command center. It

NATO harbors the enemy in its midst. Why it is the USA can be understood from my torture diaries. They reveal my entire journey: from knowing nothing to knowing something, all while being subjected to continuous exposure to neurological drugs and emotion control, to finding the victims, and then analyzing tactics and methods at the end.
As I call it: Like a war reporter without a mask, emerging from the fog of neurological neurotoxin. I call it “Zyklpon C”. They utilize all neuroscientific technologies combined into a unified “nerve agent” AI drone system, which integrates advanced mechanisms including vision, communication, viruses, bacteria, the vegetative nervous system, brain functions, Alzheimer’s, dementia, cybernetics, muscle movement, cellular communication, sleep regulation,
neurotransmitters, and biochemical processes. This system also connects to emails, the internet, and the telecommunication infrastructure, incorporating technologies like inductive charging, biological charging, dream control and injection, and cryostatic
sleep.
Furthermore, it controls smell, taste, heat and cold regulation, blood flow, immune system modulation, and cell growth. It can induce electric shocks, pain, and uses electrostatic charge, demonstrated through experiments with paper, which, while non-magnetic, reacts in
ways that also suggest electrostatic or electromagnetic manipulation.
This system’s capabilities encompass neurological manipulation, electromagnetic influence, and comprehensive cybernetic interfaces. If you have ever thought about something, they likely already possess it, leveraging these technologies to manipulate, control, and influence, while your reasonable doubt is being used as an attack.
Using consciousness and subconsciousness for deformation and mind-layer injections, as well as avatar injections and emotion control, programmed into precise protocols to enforce behavioral changes within syndrome protocols. These are calibrated to respond to
every thought and every action, adjusted in 0.001% increments to trigger specific reactions.
This extends to the activation of extreme protocols, such as those for terrorist actions or murder, which are documented passively over years. In this system, humans themselves become the ammunition, neurologically enriched with uranium into a bomb, bullet or sharp
knife.
Cognitive warfare is neither a method of changing opinions nor of education, and it is not a non-lethal system. It is a global weapon of destruction targeting the entire world simultaneously, while attacking each individual as a separate target—similar to what
happened in the embassies, where every person was individually targeted with the Havana Syndrome. The U.S. Army, which has been involved in developing and deploying this technology for over 30 years, no longer recognizes its own weapon system. This system is
described on their own cognitive warfare page as an attack option, explicitly referencing “Ex. Havana Syndrome”. Contrary to the U.S. intelligence agency’s claims, this is not the result of mass hysteria, air conditioners, or computer mice—as evidenced in over 1,500 investigated cases across more than 96 countries. It is, in my view, one of the most commonly used tactics, called the obviousness tactic. This, along with the house of cards tactic and emotional attacks, is most frequently applied. The strategy is to attack oneself and shift the blame onto others, thus initiating the war of cover-up, making a date freely selectable. As is clearly heard in my MP3s under neurological attacks, this serves as a targeted disinformation campaign. My MP3s consist of emotion-driven, coerced
statements from a neurological torture interrogation, and everything else is also analyzable by an A.I..
On November 29, 2024, after checking my emails, I also received a call from a peace researcher, who serves as an advisor to the NATO in matters of “silent diplomacy behind closed doors” and “nuclear risks”. He told me that he had been expecting such an email one
day. He said that in 2005, he was officially invited to the NATO headquarters in Brussels by a U.S. officer, who presented him with a 1986 file on his life (starting when he turned 21, the age of majority under U.S. law, which seemed suspicious). This U.S. officer, who is now deceased (as I found out), had been affiliated with the “War Peace and Justice School” of the U.S. military and worked as an “advisor to the U.S. in NATO”.
This silent NATO diplomate and peace researcher, whose identity matches his email address on “academia.edu” and who can be traced via his phone number, is, as I discovered through further research, also active on “ResearchGate” in fields such as “Cognitive Neuroscience”, “Nonlinear Dynamics”, “Chaos Theory”, “Statistical Mathematics”, “Cognitive Neuropsychology”, “Mathematical Biology”, “Mathematical Modelling”, “Functional Neuroimaging”, “Neuroimaging”, “Thermodynamics and Statistical Mechanics”. The last point may be significant in relation to the “burnings of the victims”, while the peace researcher remains silent about it, particularly regarding the U.S. division of NATO. He also was active in the Ukraine. He has also been involved in various capacities concerning Ukraine, suggesting a level of engagement that extends beyond mere observation.
He also told me that Europe has been under attack since World War II, and even earlier, in such a combination of forces. He also mentioned the eradication of Russia by a U.S. general, who had planned to use the atomic bomb in hundreds of cases in 1949, before Russia had developed atomic bombs, aiming for a genocide (Curtis LeMay, Operation Dropshot). Furthermore, he advised me to get a Nokia phone, this old-school brick, as the US Neuro Strike AI often does with its victims, to avoid communication and enter into isolation.
In my torture diaries, I document how the neurological geo-psychological formation basis is discussed within the framework of neurological single-target psychological influence foundation enables organizations like NATO to define countries for their own purposes
and create a global neuropsychological negative polarization against Russia and China. A geopolitical and geo-military alignment emerges from this foundation, ultimately deciding the outcomes of wars.
Countries such as Hong Kong, Ukraine, Russia, China, and regions like Taiwan are mentioned in connection with this foundation. It is shown how the ongoing neuroactive signal transmission fosters a fundamental stance of anger, which never ends as long as the system remains active—similar to the conflict between Israel and Iran. Over decades, this formation has strategically positioned itself to exert targeted influence.
Geopsychology and swarm psychology are understood differently in the context of Cognitive Warfare than in the public perception. While these terms are often used in a general psychological context, they play a much deeper and more strategic role within Cognitive Warfare. They are not just part of psychological warfare, but essential tools for manipulating the collective perceptions of entire nations.
Geopsychology is used as a method to pursue and control specific geopolitical goals through targeted emotional and neurological influence. Swarm psychology describes the mechanisms by which large groups of people are coordinated and directed based on neurological signals and emotional manipulation. In this context, it is not merely about changing opinions, but rather a radical control of perception and behavior on a global scale. I think I can consider myself a witness to the US neuro war, subjected to uninterrupted torture interrogations, and an expert on the captivity involving the infusion of biochemical substances such as nerve agents – as a prisoner of a neuronal concentration camp, where the infusion is more dominant than one’s own thinking, surpassing all biological signals, stronger than one’s own impulses and signal information. I do not call it terrorist shaping and a decades-long serial genocide without reason, nor refrain from naming it a crime against all humanity.
It involves pornographic material and thoughts of 8.2 billion people on the planet, including those of mothers washing their children, categorized as pedophilic material in the digitalization of biochemical data on Cognitive Warfare servers. Additionally, one’s own pedophilic material is included, considering the time span of people who have been children in the last 50 years. AI profiles of entire families are transferred to others for the purpose of
torture, while individual profiles are colonized, subjected to mental enslavement, deformed, and ultimately murdered.
Every person who is cognitively deformed is, after such a war trauma or as if brain-dead, no longer the same and must also be seen as the victim of a deliberate personality and character murder. When one walks drooling up and down the corridors of a psychiatric hospital, one is no longer the engineer one once was and can be considered cognitively dead, biologically comparable to being in a vegetative state.
Even in sleep, dreams are deformed, interrogated, and far worse things happen. It is as if one is forced and shaped into whatever the terrorists behind Cognitive Warfare want – of any kind, including sexual. It feels like forced prostitution or the abuse of date-rape drugs and Viagra. Victims frequently discuss this topic, as it is an everyday occurrence.
The deeper one digs, the more bloody fingerprints will be found. These data bear more blood than the gold of World War II. In my torture diaries, I increasingly describe the scientific background of these processes, which are applicable to all aspects of the civilian population. This becomes particularly evident in the transmission of bacterial, virological, and neurological diseases, which are
used as examples for the targeted influence through geohazardous neurological stimuli within the framework of Cognitive Warfare strategies. Geohazardism describes the deliberate use of neurological stimuli to spread diseases and behavioral changes within a society. This occurs through a combination of symptom reduction and behavioral
manipulation, particularly in crowded urban areas and public spaces, where the population density enhances the effectiveness of these interventions.
The second phase of the pandemic refers to the neuronal input and manipulation through Cognitive Warfare, where information is deliberately spread through geo-information dissemination. This targeted geo-hazardous control operates on a social level, triggering a second pandemic that is influenced not only by biological factors but also by geo-psychological changes and psychological warfare.
Through this form of control, targeted murders can be concealed within the masses and disguised as “natural” events, thus enabling a covert spread of harm and destruction on a large scale. This complex interplay between biological, neurological, and societal processes
destabilizes the foundations of a society and leads to a dangerous pandemic that shakes both the physical and the psychological and social structures.
These systems, including “War Neuro-ChatGPT,” are not only reshaping the nature of modern warfare but are being deployed on a global scale to:

The Targeted Individuals and many other victim groups, innocent civilians who are subjected to systematic torture, endure physical, psychological, virological, and biological assaults, all facilitated by wireless neuro-active technologies. These technologies allow for
real-time monitoring and manipulation of their thoughts, emotions, and physical states. This is not simply an attack on the individual—it is a full-scale assault on the essence of humanity itself. My torture diary, however, highlights the connections between psychological torture and its functions in relation to neuropsychology. This is not only a problem for Europe—it is a global crisis impacting millions across the world. The covert nature of this war remains insufficiently recognized, and the scientific community is at a crossroads in addressing the ethical, medical, and societal implications of these technologies.
The truth is, responsibility does not require a title—whether Dr. or Professor, it requires action. This is something we must face head-on and take responsibility for, now. I urgently request your leadership in addressing this global issue, promoting both awareness and
protection against these technologies, to ensure the safety of civilians and the integrity of our shared future.
The scale of this threat is enormous, and only swift, coordinated action can mitigate the damage already being done for decades.
This text documents the Neuro War based on my collected experiences. It describes the psychological methods, supported by my documented history. ChatGPT analyzes an MP3 recording of mine at the end of the email, to illustrate how “Cognitive Warfare” deliberately triggers heart attacks and strokes in connection with this technology and how
it is controlled to kill intentionally. The formation of terror structures and the execution of attacks are also addressed, as I was personally pushed in that direction and can therefore describe it from first-hand experience.
In my torture diaries of the Neuro War, I describe the psychological attack level. Under the influence of emotional manipulation for disinformation, especially in the early stages of my diaries, I am continuously subjected to “Erase Active Memory,” a technique that also serves the purposes of IQ manipulation, colonization, mental enslavement, and deformation. It is comparable to neurologically-induced dementia or Alzheimer’s disease, where not only words or sentences are erased but entire days and memories as well.
Additionally, feelings tied to those memories can be reinjected in a distorted or altered form, a process automated by a neurological AI drone system operating within preconfigured Syndrome Protocols. The USA controls all memories in synchrony with the biochemical AI profiles, which erase everything in syndrome protocols set to a specific country, continent, or behavior to enforce obedience. This process happens from embryo development to 15 minutes after death, while the individual’s own biochemical AI digitization is 100% complete.It is personality and character murder. It is murder to the
biological body.
My co-author, who controls this, is the US Neuro Strike AI drone system and the people behind it, who customize the syndrome protocols. It controls all neurotransmitters, hormones and bioelectrical mechanisms in the injection and reaction.
I, like NATO, am ready to take off the uniform to enlist in Ukraine, but I am also prepared to oppose the injection of war propaganda and disinformation campaigns on the Neuro War level. This, in favor of a specific country or for the cooperation and informational campaign, means going to every country in the world—for a fee.
As a consultant and informational advisor, I advocate for the civilian population to protect itself or prepare only when they know this weapon and ensure it is not covertly used against them. These technologies must not be used for war propaganda, as my torture protocols clearly show. While NATO is supposed to defend Europe, there are already victims in a three-digit million range at minimum. These include the so-called Targeted Individuals, who suffer from systematic attacks. They are traumatized victims desperately searching for answers while enduring the worst forms of Guantanamo Bay-style torture: physical, psychological, virological, and biological torture. Added to this is the neuropsychological torture inflicted by a war AI, such as a War Neuro-ChatGPT, which manipulates thoughts and neurological processes.
Many people will have the opportunity to awaken when these technologies become known, enabling them to protect themselves better. With the right knowledge, one can protect oneself by about 25-50%—not completely, but better than 0%, with no awareness at all.
What I record every day in my torture diaries, just like in Guantanamo Bay, is the most dangerous AI on the planet, and it always acts personalized based on the current knowledge of the targeted individual, but it also has complete knowledge since the birth of the person.
This AI has access to the entire arsenal of the USA, such as electrostatic and magnetic generation to destroy microelectronics or heating body parts to cause burns or the death of limbs, paralysis and strokes, synchronized maintained dementia and Alzheimer’s.
These electromagnetic attacks can also be applied to gas pipelines to make them explode.
This spy tool of the millennium can neurologically monitor and manipulate everything. Cyberattacks with login credentials and passwords are no longer cyberattacks; they are merely copy-pasting by the AI.

It consists of an A.I., a neurological codec, and a neuro-active transmission. A sufficiently advanced technology is indistinguishable from magic—just as a neurological codec in an
electromagnetic transmission with a military multi-drone attack A.I.
This describes the prohibited military use of neurology in a “dual use” capacity against civilians. Also the technology robbery of the whole globe. Those who rebuild this own the whole technology of
the world too. It is also called “Cognitive Warfare”. This is a cry for help. I am ready to offer support and verification as a victim, with over 5,000 pages of documentation. As a witness and tortured victim, I can provide detailed accounts of the methods used to create terrorists (passively documented without their knowledge over
years). At the same time, I am able to analyze many functions of the weapon and compare them with the US Neuro Strike. I am reaching out to draw attention to one of the greatest threats of our time: Cognitive Warfare. This military neurological drone system operates like a nerve agent, in full synchronization with brain signals. The goal is to take control over individuals and entire
populations through targeted neurological manipulation and artificial intelligence (AI).
These technologies are actively being used and have catastrophic effects on geopolitical stability and cyber manipulation.
As a direct victim, I have been documenting these attacks for years, now totaling over 5,000 pages in a torture log. The attacks target the body, mind, and consciousness. The purpose of these assaults is to break and fully control through neurological transmission and AI-
driven manipulation—just as it does for millions of other affected individuals.
This A.I. is somewhat comparable to services like ChatGPT or WhatsApp but directly influences the subconscious and conscious mind of its victims. Its writing function injects messages into the neural network itself, while its speech function serves as a neurological
communication tool and psychological weapon. Emojis continuously steer the victim’s emotions. These systems are structured similarly to the U.S. Neuro Strike A.I. and collect real-time neurological data on all users in the chat. Imagine the following:

This means all technologies are free for everyone on the planet to use, as no technology is traceable to its original source. The use of “erase active memory” and “restore active memory” by DARPA is enabling the theft of technologies globally. Therefore, no patent
rights apply to any technology since at least “Patient 0,” the year 1963. Additionally, the neurological simulation of the gathered Human AI profiles (8.2 billion simulated profiles) represents the largest technological theft in history, now functioning as a neurological nerve agent within a global destruction A.I. weapons system. The A.I. has a geological warfare function that operates in “zoom mode”—a mosaic warfare tactic. In the closest zoom, it targets individuals, weakening the immune system with psychological, biological, physiological, viral, and bacterial attacks, all coupled to induction and weapon systems that can trigger combustion effects.
The next zoom level targets specific groups, applying asymmetrical warfare tactics. Further out, the A.I. induces conditions such as “Havana Syndrome” and “A.I.-Corona,” spreading virally through
information, not physical viruses—via video, media, conversations, images, and audio.
Viral is an electromagnetic SIGNAL INFORMATION INFUSION. The transmission uses beliefs, interests, fear, anger, dread, and many other emotions as its base, allowing it to spread from person to person. In Phase 2, it can push these emotions instantly to their
extreme limits, leading to excruciating death. Death by nuclear fire is preferable.
Zooming out further, it triggers mass hysteria and mass fatalities by controlling breathing and heart rates, fueling the spread of hysteria. This layer of influence destabilizes nations by draining resources, akin to burning the wealth of a country through epidemics that weaken the population and economy. The hysteria only ends when vaccines are introduced, marking a turning point. Geopolitically, this system guides political formations toward war, channeling opinion manipulation and emotional biases.
At the next zoom-out level of the 3D Mosaic WAR of the geopolitical level, the system directs the political formation towards war through emotionally charged opinions.
