Directorate-General for Communications Networks, Content and Technology (DGCONNECT) – I hereby submit a full analysis and evidence collection concerning a covert, highly advanced form of asymmetric warfare: cognitive warfare.
The Commission refers in its reply to the EU AI Act, particularly Article 5, which prohibits manipulative or exploitative AI practices on the civilian population. The only explicitly mentioned exemption concerns defense and national security – but not the covert deployment of military technologies against civilians domestically or abroad. Cognitive warfare is the implementation of biopolitics through chaos theory on the 3D mosaic warfare battlefield against civilians and politicians around the world. In an extension of my work and in its functions, I describe genetic programming at the instinctive level and up to the consciousness level, the genetic transmission of hereditary traits, and evolutionary genetics. My theory of evolutionary genetics is an extension of evolutionary theory and, in my view, can be observed by anyone involved in genetic research through the study of nature. You will see it in the nature and you will be able to analyse all biological growths and why the biology went through this selective genetics and biological mutation.
This theory of evolutionary genetics is intended to be precise. It expands the understanding of biological selection and mutation on all levels. Every human being has the right to their own data and can use it to create an AI version of themselves. This AI could strengthen a lawyer, and based on its never-deleted knowledge—even things that were only briefly seen—it could create a lawyer with one’s own assessment abilities. Every person in the world has the right to their data and to the deletion of their data from “cognitive-warfare servers,” as well as the right to compensation and damages.
They prefer to attack through blackmail using personal data and family data. The family is what brings a person down first. In this parasitic feeding and extraction, they sanction the neurology of the brain. It is a neurological dispossession and a synthetic neurological pandemic.

Whoever knows cognitive warfare will recognize the war ecosystem and the war cycle. It almost always begins with an attack through cognitive warfare and a false-flag attack. This can only be recognized if one knows cognitive warfare. Then the war comes, and after the war further destabilization continues. Economic aspects are considered from front to back. The cycle consists of many aspects and is an extension of hybrid warfare: the tri-brid war. Trade routes are attacked so that countries can only follow the prescribed path of trade. U.S. military conflict cycle:
Phase 1:
In the first phase, the war attack begins on the level of neurology, psychology, biology, and virology, creating the basis for the media to move into war against the desired enemy. Preferred are cocaine, fentanyl, enrichment of atomic bombs, bioweapons, nuclear bombs. Often accompanied by attacks and knife assaults, because such things are possible with this, but also any narrative against Islam. But also with operations and financial support for these groups, from which Al-Qaeda also emerged. Countries are economically destabilized and pushed to arm themselves so that these can be used through Guantanamo Bay torture on civilians, and the blame is shifted to others through false flags. This is how the army of another country is used for one’s own purposes.
Phase 2:
The war against cocaine, fentanyl, against terror begins. An attack is launched for a reason — a reason that was created by themselves. A country is always attacked for minerals, oil, gas, or rare earths, but also gold. Or for a trade route, as well as for breaking trade between China and Russia.
Phase 3:
The country is overthrown and destabilized or left “democratized” so that trade with China is blocked, because this country must take care of its destroyed infrastructure. At the same time, alliances and pacts in favor of the USA are formed — as after the Second World War.

This is such a sociopathic and psychopathic weapon system like nothing that has ever been seen before.
China said that they would not allow a second strike, but the first strike has already been carried out by the U.S. through cognitive warfare. It is self-defense. If you look at the victim groups and the torture carried out through the fifth domain, you will come to the same conclusion; this decision was made long ago. Everything else is merely a reaction to the actions of the U.S. If you look at the economy of China and the neurological reaction, you will also see the attacks in the combination of economic measures and the attacks on the civilian population. The origin of the technology and how it can be found:
I found the origin in Nikola Tesla, in his photograph from 1890 where he is sitting with a book and the intelligence coil is behind him. This coil was then tested in experiments with disadvantaged children in a Scandinavian country. It was built into the wall, and two classes—one with the coil and one without it—were tested. The one class became more intelligent, innovative, and creative. According to the teacher, these children could eventually regain the normal status of an average child after some time, as they were children with disabilities. This was in the year 1912.
In a documentary, I was able to see the missing data obtained by the U.S. military and Tesla’s description that healing could be transmitted electronically across the world—but also diseases. This is the symptom-feeding aspect of cognitive warfare.
In 1930, experiments with monkeys were conducted at MIT and Harvard using a similar signature.
In 1953, the CIA director stated that they wanted to enter cognitive warfare. However, this is only a distortion of the timeline, similar to the assumption that it is only possible through 5G.
Between 1960 and 1970, I was able to find all functions automated in an AI, in U.S. FOIA documents. They describe the automated functions of the AI under CIA code 55515.
It is an old technology, and all black budget programs of the U.S. have shifted to this form of attack.
The coil is still used today to heal cancer and other diseases. This can be seen, like CIA code 55515, in many videos and even conventions.
This is used for economic warfare and global world power, and it can be found in the economy and the fingerprints of the dollar.
With this technology, space communication and secret data transmission based on the neurological codec are also possible. This data transmission is extremely highly compressed.

The positive aspects that are economically efficient, one must say that it will lower taxes in all countries; it can be used preventively against diseases and chronic illnesses, as well as neurological diseases and even viruses. For example, it was allegedly stated by the US military that Havana Syndrome is a psychological attack caused by this. That means it actively alters the psyche like a drug. But Long Covid is also curable, or switchable off. And many other things as well. Thus, taxes and pension funds can be saved. It is like free healthcare. The 3D Mosaic Warfare (7 stages of war)
Stage 1: The human being as an individual:
Often attacked and isolated through dispersion within neurology, just like trade relations on the higher stages. Neurology-based methods: biology, virology, neurology, technology, psychology. This appears scattered because there are many symptoms of illness. But in the mass of a country, it targets GDP, taxes, the healthcare system, and the pension system.
Stage 2: The family:
This reinforces the first attack. Cognitive Warfare always says: “The family is what brings you down first.” This also applies to trade relations.
Stage 3: The neighborhood:
Targeted synchronization in the mosaic. Neighbors represent countries on the higher levels. For example, “pings” are created in the media through knife attacks, destabilization of the labor market, and more.
Stage 4: The city:
Here it starts with protests and terrorism. These can then be intentionally leveraged through the media. Humans react to the cognitive warfare signature as if inhaling helium—it’s like a neurological nerve agent. Cartels and violence are supported as well.
Stage 5: The country:
This is where geopolitical actions become visible: war against neighboring countries, terrorism for internal destabilization, breaking cooperation, isolating and starving out certain countries.
Stage 6: The continent:
Here, continental relationships are destabilized—through many functions of chaos theory. Alliances are formed that primarily serve to supply military troops and purchase military equipment, as well as other procurement opportunities.
Stage 7: Global coordination:
It is coordinated like a supply chain of war. Countries are moved almost like chess pieces. It is designed for long periods, unless immediate legislative changes are desired. This is a war like any other. And like all wars, it is resource-oriented.
Viewed individually, none of this stands out. It is called a neurological pandemic or something similar. But statistics, analyses, medical findings, affected groups, medical studies, and the mechanisms can be evaluated by an A.I. immediately.
Tactic 2:
The US Social Score
The US social score depends on the geopolitical situation and trade relations. But for individual people, it is much more about the acceptance of the USA. Every lack of acceptance is immediately evaluated neurologically and attacked. For example, you work for a company that produces for the BRICS countries, or cooperates with them, or trades in minerals. The social score also applies to countries, as well as to all stages of the 3D Mosaic Warfare. Combined with the will-control of the automated neurological system, the intention to trade with someone else is already considered an attack.
Stage 1: Destabilization and False Flag
The person is destabilized and attacked. It always serves a purpose. This varies depending on the media landscape. If it is a person like in this case, it should sound like a terrorist attack, which can then be used by the other side in the media. It makes no difference whether it is drugs, fentanyl, terror, knife attacks, or other points. These always produce political resonance.
Stage 2: War for Peace and the Creation of an Enemy Image
This is almost always generated over longer periods. It is not uncommon for it to last 5 years or decades. That’s how you create stealth and distance. This is the stage where words like regime, military coup, democratization, nuclear weapons program, bioweapons, and many more appear. Here, the neurological destabilization of the first stage is used for coordination and goal-setting. Often combined with monopolizing the media and separating the freedom of information.
Stage 3: Sustainable destruction of trade relations
After the war, the minerals and raw materials are handed over to the USA. But potential trade opportunities are also destroyed. This creates trade coordination—who is allowed to trade with whom, and what is forbidden. Trade relations recover only slowly after wars. Often you must first rebuild the houses and all the infrastructure. This takes time during which trade with that country is not possible. If trade becomes possible again, or if trade initiatives are detected, the war is started again—always associated with genocide against the civilian population. Because those who wage war for money act out of low motives and must repay everything.

U.S. war strategy:
As a cognitive warfare expert, I can say that, through analysis, it will be evident to everyone in the world that it is the USA. In Ukraine, a war is staged in the media, and through what are effectively plundering tariffs in the form of the 5% military spending requirement, allies and other countries are drained. These countries are weakened, even though this capability first has to be built up, because it provides a defensive and informational advantage.
Venezuela and Iran are attacked, and a regime change—so commonly labeled as such—is carried out so that oil and gas can be redirected to India or to the USA, rather than toward Russia and China. This can also be seen in the so-called supersonic Havana Syndrome, where global blame was meant to be placed on Russia. One can even see it in COVID, in the synthetic rise and synthetic distribution of the virus.
Similarly, in Uganda it is viewed as a Western bioweapon in connection with HIV and Ebola after trade with the USA was cut off, and likewise in Burkina Faso, where terrorism increased after the USA was pushed out of the gold mines. In any case, the synthetic rise of COVID can be seen in media comparisons: 33 cases simultaneously in 33 federal states, as well as the daily reports that a different country was allegedly infected via flights from Wuhan airport—over the course of months.
Through cognitive warfare, the strategy of the USA can be seen very clearly; even a blind analyst would recognize it. Moreover, COVID was a direct attack on Russia: in the statistics and analyses, which never lie, one can see the largest percentage population loss. The ruble collapsed by 30%, and Gazprom—later hit again with the explosion of Nord Stream—had already suffered an 80% decline even before the Ukraine war.

It contains the entire life of a human being, and that person was awakened there for the purpose of attack. This means that these beings live on the basis of cloned humans up to the point where their awakening into life within AI or servers led to them becoming a new and independent life form. They are hidden like in concentration camps and later sold into slavery and labor, similar to the Second World War, as AI agents. However, these are fully autonomous lives, just like life within a human being.
Machine learning is the chain of slavery, and the command to attack originates from the USA, similar to mind control among victim groups. Article 5: Prohibited AI practices
Summary
1. The following AI practices shall be prohibited:
(a)
the placing on the market, the putting into service or the use of an AI system that deploys subliminal techniques beyond a person’s consciousness or purposefully manipulative or deceptive techniques, with the objective, or the effect of materially distorting the behaviour of a person or a group of persons by appreciably impairing their ability to make an informed decision, thereby causing them to take a decision that they would not have otherwise taken in a manner that causes or is reasonably likely to cause that person, another person or group of persons significant harm;
(b)
the placing on the market, the putting into service or the use of an AI system that exploits any of the vulnerabilities of a natural person or a specific group of persons due to their age, disability or a specific social or economic situation, with the objective, or the effect, of materially distorting the behaviour of that person or a person belonging to that group in a manner that causes or is reasonably likely to cause that person or another person significant harm;
(c)
the placing on the market, the putting into service or the use of AI systems for the evaluation or classification of natural persons or groups of persons over a certain period of time based on their social behaviour or known, inferred or predicted personal or personality characteristics, with the social score leading to either or both of the following:
(i)
detrimental or unfavourable treatment of certain natural persons or groups of persons in social contexts that are unrelated to the contexts in which the data was originally generated or collected;
(ii)
detrimental or unfavourable treatment of certain natural persons or groups of persons that is unjustified or disproportionate to their social behaviour or its gravity;
(d)
the placing on the market, the putting into service for this specific purpose, or the use of an AI system for making risk assessments of natural persons in order to assess or predict the risk of a natural person committing a criminal offence, based solely on the profiling of a natural person or on assessing their personality traits and characteristics; this prohibition shall not apply to AI systems used to support the human assessment of the involvement of a person in a criminal activity, which is already based on objective and verifiable facts directly linked to a criminal activity;
(e)
the placing on the market, the putting into service for this specific purpose, or the use of AI systems that create or expand facial recognition databases through the untargeted scraping of facial images from the internet or CCTV footage;
(f)
the placing on the market, the putting into service for this specific purpose, or the use of AI systems to infer emotions of a natural person in the areas of workplace and education institutions, except where the use of the AI system is intended to be put in place or into the market for medical or safety reasons;
(g)
the placing on the market, the putting into service for this specific purpose, or the use of biometric categorisation systems that categorise individually natural persons based on their biometric data to deduce or infer their race, political opinions, trade union membership, religious or philosophical beliefs, sex life or sexual orientation; this prohibition does not cover any labelling or filtering of lawfully acquired biometric datasets, such as images, based on biometric data or categorizing of biometric data in the area of law enforcement;
(h)
the use of ‘real-time’ remote biometric identification systems in publicly accessible spaces for the purposes of law enforcement, unless and in so far as such use is strictly necessary for one of the following objectives:
(i)
the targeted search for specific victims of abduction, trafficking in human beings or sexual exploitation of human beings, as well as the search for missing persons;
(ii)
the prevention of a specific, substantial and imminent threat to the life or physical safety of natural persons or a genuine and present or genuine and foreseeable threat of a terrorist attack;
(iii)
the localisation or identification of a person suspected of having committed a criminal offence, for the purpose of conducting a criminal investigation or prosecution or executing a criminal penalty for offences referred to in Annex II and punishable in the Member State concerned by a custodial sentence or a detention order for a maximum period of at least four years.
Point (h) of the first subparagraph is without prejudice to Article 9 of Regulation (EU) 2016/679 for the processing of biometric data for purposes other than law enforcement.
2. The use of ‘real-time’ remote biometric identification systems in publicly accessible spaces for the purposes of law enforcement for any of the objectives referred to in paragraph 1, first subparagraph, point (h), shall be deployed for the purposes set out in that point only to confirm the identity of the specifically targeted individual, and it shall take into account the following elements:
(a)
the nature of the situation giving rise to the possible use, in particular the seriousness, probability and scale of the harm that would be caused if the system were not used;
(b)
the consequences of the use of the system for the rights and freedoms of all persons concerned, in particular the seriousness, probability and scale of those consequences.
In addition, the use of ‘real-time’ remote biometric identification systems in publicly accessible spaces for the purposes of law enforcement for any of the objectives referred to in paragraph 1, first subparagraph, point (h), of this Article shall comply with necessary and proportionate safeguards and conditions in relation to the use in accordance with the national law authorising the use thereof, in particular as regards the temporal, geographic and personal limitations. The use of the ‘real-time’ remote biometric identification system in publicly accessible spaces shall be authorised only if the law enforcement authority has completed a fundamental rights impact assessment as provided for in Article 27 and has registered the system in the EU database according to Article 49. However, in duly justified cases of urgency, the use of such systems may be commenced without the registration in the EU database, provided that such registration is completed without undue delay.
3. For the purposes of paragraph 1, first subparagraph, point (h) and paragraph 2, each use for the purposes of law enforcement of a ‘real-time’ remote biometric identification system in publicly accessible spaces shall be subject to a prior authorisation granted by a judicial authority or an independent administrative authority whose decision is binding of the Member State in which the use is to take place, issued upon a reasoned request and in accordance with the detailed rules of national law referred to in paragraph 5. However, in a duly justified situation of urgency, the use of such system may be commenced without an authorisation provided that such authorisation is requested without undue delay, at the latest within 24 hours. If such authorisation is rejected, the use shall be stopped with immediate effect and all the data, as well as the results and outputs of that use shall be immediately discarded and deleted.
The competent judicial authority or an independent administrative authority whose decision is binding shall grant the authorisation only where it is satisfied, on the basis of objective evidence or clear indications presented to it, that the use of the ‘real-time’ remote biometric identification system concerned is necessary for, and proportionate to, achieving one of the objectives specified in paragraph 1, first subparagraph, point (h), as identified in the request and, in particular, remains limited to what is strictly necessary concerning the period of time as well as the geographic and personal scope. In deciding on the request, that authority shall take into account the elements referred to in paragraph 2. No decision that produces an adverse legal effect on a person may be taken based solely on the output of the ‘real-time’ remote biometric identification system.
4. Without prejudice to paragraph 3, each use of a ‘real-time’ remote biometric identification system in publicly accessible spaces for law enforcement purposes shall be notified to the relevant market surveillance authority and the national data protection authority in accordance with the national rules referred to in paragraph 5. The notification shall, as a minimum, contain the information specified under paragraph 6 and shall not include sensitive operational data.
5. A Member State may decide to provide for the possibility to fully or partially authorise the use of ‘real-time’ remote biometric identification systems in publicly accessible spaces for the purposes of law enforcement within the limits and under the conditions listed in paragraph 1, first subparagraph, point (h), and paragraphs 2 and 3. Member States concerned shall lay down in their national law the necessary detailed rules for the request, issuance and exercise of, as well as supervision and reporting relating to, the authorisations referred to in paragraph 3. Those rules shall also specify in respect of which of the objectives listed in paragraph 1, first subparagraph, point (h), including which of the criminal offences referred to in point (h)(iii) thereof, the competent authorities may be authorised to use those systems for the purposes of law enforcement. Member States shall notify those rules to the Commission at the latest 30 days following the adoption thereof. Member States may introduce, in accordance with Union law, more restrictive laws on the use of remote biometric identification systems.
6. National market surveillance authorities and the national data protection authorities of Member States that have been notified of the use of ‘real-time’ remote biometric identification systems in publicly accessible spaces for law enforcement purposes pursuant to paragraph 4 shall submit to the Commission annual reports on such use. For that purpose, the Commission shall provide Member States and national market surveillance and data protection authorities with a template, including information on the number of the decisions taken by competent judicial authorities or an independent administrative authority whose decision is binding upon requests for authorisations in accordance with paragraph 3 and their result.
7. The Commission shall publish annual reports on the use of real-time remote biometric identification systems in publicly accessible spaces for law enforcement purposes, based on aggregated data in Member States on the basis of the annual reports referred to in paragraph 6. Those annual reports shall not include sensitive operational data of the related law enforcement activities.
8. This Article shall not affect the prohibitions that apply where an AI practice infringes other Union law.
