Targeted Individual Program: Officially justified under the auspices of “national security,” “counterterrorism,” “risk management,” “threat assessment,” “biomedical or military weapons research,” and “cognitive warfare,” the “TI program” (aka Organized Stalking-Electronic Harassment) actually comprises secret, state-sponsored warfare, no-touch torture, and terrorism against selected individuals. This illegal, world-wide, black military-intelligence-policing operation is carried out by law enforcement in concert with special, regular, and irregular (civilian) forces, private intelligence and security agencies, organized crime, and virtually all aspects of society. These covert psychotronic (psychological + electronic), civilian-military, neuro warfare ops are designed to abuse, weaken, discredit, disable, disappear, control, neutralize, enslave and/or eliminate civilians blacklisted as “potential terrorist threats”/“enemies of the state” through the DHS/FBI Fusion Center system and its equivalents in other nations.
