“GeoINT moves the military aspect of the JADE II capabilities to the private and public sectors of the global society for the purpose of Mastering the Human Domain. This is not being viewed from just a military standpoint, but from the standpoint of command & control [C2] of humanity whereby every human will become a node on the GIG from a network standpoint. From a material or technocratic standpoint, people will become a human inventory [human resource] unit. All life, production, resources and energy will be managed by AI/AGI on a global, decentralized network on the GIG.”

DJ Welsh Summary/Conclusion: “The concept of humanity being managed and enslaved by an elite technocratic society is no longer a future vision. The network centric, global AI system for human command and control is here. The geospatial intelligence program has been collecting information on every human being at an accelerated pace for the past decade. What is the neural net about to be cast over humanity?…. It’s been dubbed GEOINT…. Geospatial Intelligence.

Mastering the Human Domain.

Geospatial Intelligence System will be in charge. Vladimir Putin is an expert in this system…. And it is being used to kill people in these countries. Proponents of the system believe that sacrificing a certain number of humans is the price you pay for advancement in this technology. And they’re willing to make those sacrifices.

Doug Weinstein, office of Undersecretary of Defense/Intelligence stated: “There is a growing need for greater data collection to better define the human dimension. More cooperation for data sharing and communications.”

Centralizing command and control of humanity is what this system is intended to do. Geospatial intelligence moves the military aspect of the Jade II capabilities to the private and public sectors of global society for the purpose of “mastering the human domain.” Not from just a military standpoint but from the standpoint of command and control of humanity whereby every human will become a node on the global information grid (GIG) from a network centric standpoint. And from a material standpoint, each node (person) will be a “human inventory item.”

The system will collect biometric data on everyone. In addition to using remote sensing devices, the system will also use humans as sensors on the network. (The technology of BCI and BBI (Brain-computer-interface and brain-brain-interface) allows others to see through the eyes and hear through the ears of “targeted individuals,” that is, mind-control victims.)

The system has the ability to develop and identify directives regarding “political will” and cast a neural network on humanity. Predictive software is at the core of geospatial intelligence. This is based on harvesting all commercial data.

The Geospatial Intelligence Group was formed as a non-profit organization in 2004. One of it’s aspects was the YPG- Young Professionals Group. Their customers include DOD and global intelligence network and their problem is we, the people. Their own mission statements indicate they want to promote “our vision for a better future.”

Based on a 2010 GEOINT symposium, ninety or more companies are involved in developing the technology to “master the human domain.” (Which is the neural net cast over humanity.) These include:

1) Leidos Corp. (Subsidiary of Lockheed Martin). Produces computer analytics for dirty data dumps….. Vast amounts of data collected by NSA and stored in Bluffdale, Utah data center and underground data centers. They make “dirt boxes”- 10s of thousands of cell phone information in a single sweep.

2) IBM. Determination of trends and personal diagnostics, structural awareness and analytics, cognitive analytics, working on software that answers questions about users that have never been asked.

3) ICG Corp. who developed Lux…. Real-time soft-ware can process vast amounts of data. Runs analytics on the fly. Lux can change the natural outcomes of naturally occurring events. Used by DOD now.

4) Digital Reasoning Foundation…. Finds entities (nodes) and identify relationships (edges), has already developed cognitive machine learning technology, it interprets intent, by finding a signal amongst the noise.

5) BAE Systems…. Developing technology to handle huge data dumps and developing algorhythms to do this using ABI (Activity Based Intelligence)- which is larger dimension of the human domain. They will use social media to do this.

6) Cognitio Corporation- makes on the fly analyses of vast sums of data and drives that data to the government- developing a data-philosopher model- with cognizant software capability.

(NSA is now giving way to Geospatial intelligence and its “meta-data” fuels the GEOINT system)

ABI Activity Based Intelligence– is associated with entity, node, or person on a network. The human domain/dimension- is defined as transactions, culture, networks and relationships, including the intent, motivation, vulnerabilities and capabilities of humans as individuals and groups across all aspects of the (battlespace) environment- air, sea, space, land, cyberspace, etc.

NGA (National Geospatial Intelligence Agency): (GEOINT) coupled with human domain analytics (HDA) forms true foundation of ABI.

The system is developed to identify criminals and/or terrorists (Welsh: or patriots or militia members, etc.)

Purpose of ABI: Collect, Characterize, and Locate Activities and Transactions, Identify and Locate Actors and Entities conducting the activities and transactions (or provacateurs), identify and locate networks of actors (provacateurs), understand the relationships between networks and develop a pattern of life.

There is no mention in the documents of adversaries- criminals or otherwise.

The intention of ABI is to develop the patterns of life- to see what is abnormal and develop courses of action (to thwart the abnormal responses)- (i.e., threat response) .

ABI can be used for predicting crime before it occurs (pre-crime)….. can be used in Intelligence-led policing II. Civil affairs operations benefit from exploiting this knowledge.

Key to ABI is the concept of geo-referencing… All data is indexed to a spot on the earth (geo-referencing).

The third principle of ABI is “sequenced neutrality” or “data neutrality.” The idea of collecting and storing all this metadata is that data often holds the answer to a question that has not been asked.

Understanding the human domain….. is focused on understanding “entities” (people) at the human level.

There has been a shift in the military from concentrating on nation states to smaller groups and individuals.

ABI is also used to support COINTEL operations.

Human Domain Analytical Model relates to modelling the global understanding of anything associated with people.

Purpose of ABI: To forecast human activity.

Human Domain (Human Terrain/Geography) data includes 4 main categories:

1) Biographical information.
2) Activities; what you do,
3) Relational; who you know,
4) Contextual, which is information about the context or environment in which the node (you) are found. Demographics, social interactions, religions.

These can change rapidly.

They include patterns of individuals’ travel, communication, relational information, family friends, community involvement.

Human domain analytics support subjective interpretation. (I.e., interpretation and tentative conclusion by automated system’s algorythms based on incomplete data set.)

Geospatial location of entities present- often unidentified, at the outset due to legal implications. (In other words, they are committing a multitude of crimes and violating people’s constitutional rights in these invasive operations).

Goals include: find the entity, characterize the entity, geo-reference, correlate across data types, temporally, logically.

Among ABI key enablers are the Cloud computer architecture, as part of their neural net data base.

ABI: Major intelligence agencies such as NGA will place more and more emphasis on this kind of data collection and interpretation to solve “mysteries” that we all know are present.

In the words of Director of National Intelligence, James Clapper, when he served as Undersecretary of Defense for Intelligence: “These arrows will form the intellectual underpinning for how we conduct intelligence in the future.”

Government Agencies involved:

1) Intelligence-led Policing program of bureau of Justice.
2) Defense Science Board/ Defense Counterinsurgency COINTEL
3) Hon. James Clapper, Director of Intelligence

Welsh: This technology has already been rolled out…. The lines between government and military have not just been blurred, they have been removed.

“This new (post-9/11) world order will be characterized by an irregular balance of power between both state and non-state actors. Future threats will range from standing conventional and unconventional forces to irregular militias and paramilitaries to terrorist groups, criminal elements, and any number of hybrids.”

(Welsh: That could mean anything, or anyone, or any group.)

“It is imperative that our plans are guided by and nested within those of our national leaders and our HIGHER HEADQUARTERS(!!!?). (Welsh: Are they referring to the architects of global government?)

“Using this guidance we will have developed a strategic framework for OUR WAY FORWARD.” (“OUR WAY FORWARD = Global government).

This strategy is re-iterated in yet another report (US Army 2012 Strategic Planning Guidance)….

“Come 2020, the global SOF (Special Operations Forces) enterprise will become a globally networked force of special operations forces, services, interagency allies and partners able to rapidly and persistently address regional contingencies and threats to stability.” (i.e., referring to social unrest.)

“SOCOM (Special Operations Command) must not only continue to pursue terrorists wherever they may find them, they must re-balance the force and tenaciously embrace indirect operations in the human domain; the totality of the physical, cultural, and social environments that influence human behavior in a “population-centric conflict.

… We must think differently, seek greater understanding of local, regional, and global context and strength and trust through interagency and partner cooperation.” (Welsh: can we say “winning the hearts and minds of the people? As in the Phoenix Program in the Vietnam War?”).

While SOF is designed to contribute to or support efforts in every domain of warfare (Welsh: and I dare say, global population control), the vast majority of SOF expertise lies in the human domain of competition, conflict, and war. The Human Domain is about developing understanding of and nurturing influence among critical populaces (Welsh: that’s us).

Operating in the Human Domain is a core competency of SOF and we are uniquely suited for successful operations or campaigns to win population-centric conflicts. The emergence of the human domain demands the armed forces and other US government security agencies to analyze what it takes to win war among the people, including defeating terrorists and other VEOs.”
