Microwave torture, war crime against targeted individuals and inmates

… there have been such powerful (electronic) weapons that can be used to monitor, incapacitate, torture and murder, all without evidence. The ones owning and exploiting this technology will rule the world if we do not stop them, not tomorrow but NOW . ~ Peter Mooring, Human Rights Reporter

The lethal laser gun, a “People Cooker” used to torture and kill innocent Iraqis and innocent Targeted Individuals is now ready to aim at Los Angeles inmates, 75% of whom have committed no crime. ACLU of Southern California sent a letter to Sheriff Baca and asks the public to join it in demanding that the “Pain Ray Gun” will not be used in country jails, raising questions about why ACLU has not filed suit for planned torture and war crimes using the weapon. This weapon is lethal and is a torture weapon according to ACLU, although given the misnomer, “Non-lethal weapon.”

Los Angeles County Jail is to be first of U.S. prisons to use the Assault Intervention Device (A.I.D.), a 7 ½ foot tall military grade weapon to microwave inmates, what Los Angeles Truth Movement head, Chuck Noyes identifies as a war crime. This is one of many new weapons that can be used to torture and kill Americans in Obama’s authorized targeted killings of Americans program. (See: Directed Energy Weapons aimed at American targets: Learning opportunity, Examiner)

This and similar weaponry causing “intolerable heat” are used remotely on many Targeted Individuals (TIs) who have alleged for years that they are being tortured with remote weaponry, their reports dismissed by family and professionals, including their local police, most of whom call he victims “delusional.”

An estimated hundreds of thousands of innocent American civilians are collateral… in the U.S. led so-called “war on terrorism,” actually a war of terror against innocent men, women and children, including America’s “greatest people,” Most of these targets are not in traditional prisons but suffer crippling and deadly effects of the well-hidden form of state-sponsored terrorism and targeted killings sweeping American communities, invading homes as invisible prisons targeted with high-tech weaponry. Interconnected contracted extremists keep targets under covert surveillance and assault them with weapons including Directed Energy Weapons and psychological warfare. (See: Targeted man wants investigation of corrupt ‘security’ program and …

Th Pain Ray is only one among an arsenal of the most feared, controversial and best hidden weapons of modern age. They are designed to incapacitate, torture and assassinate. From the Netherlands, Peter Mooring, who reports on human rights violations of the secret service and calls the new weapon a “People Cooker, writes:

Probably the most horrible consequence of these (electronic) weapons based on radio waves is that you can NOT protect yourself, your children, your loved ones anymore. You can no longer say: stay in this room, you are safe here. Attackers simply look and cook/burn through walls, with intensities that can be deadly. Police cannot protect you, security services cannot protect you. That is why these weapons must be banned, not tomorrow but NOW .

The ACLU and Center for Constitutional Rights (CCR) have filed a lawsuit challenging government’s asserted authority for “ta… of U.S. citizens far from armed conflict zones.

Why is ACLU not filing another lawsuit against Raytheon and the government for planning to commit torture and war crimes with military grade weaponry? asked Los Angeles Truth Movement coordinator, Chuck Noyes.

Noyes stated this morning, “ACLU should be filing a lawsuit against the companies and government agencies involved because this is a war crime, a military grade weapon used on Americans.”

The ACLU Southern California attorney was unable to immediately answer the writer’s call about this.

After the Los Angeles 911 event, Noyes plans to start “No Fry Zone,” a new campaign to ban energy weapons.

ACLU of Southern California’s letter to Sheriff Baca demands assurance that he will never use the high power microwave device against the inmates of Los Angeles County Jails – of whom 70% have not been convicted of a crime but are there awaiting trial or other procedures.

The public is urged to join ACLU/SC in asking Sheriff Baca not to deploy this military weapon intended to cause intolerable pain — and capable of causing lethal injury when used for crowd control — against jail inmates.

Sheriff Lee Baca unveiled this giant robot-like device noting that it will “allow us to quickly intervene without having to enter the area and without incapacitating or injuring either combatant.”

Not true says the ACLU/SC Take Action Team:

“While this “Pain Ray” device was being tested by the Air Force, a miscalibration of its power settings caused five airmen in its path to suffer lasting burns, including one whose injuries were so severe that he was airlifted to an off-base burn treatment center.

“It is all the more disturbing that the use of the Pain Ray is being entrusted to the deputies of L.A. County Jail, with its long-troubled history of deputy violence, retaliation and abuse against inmates.

The ray gun shoots blasts of heat energy at prisoners that penetrate beneath the skin to the pain receptacles reports Times NewsFeed.

ACLU attorney told Associated Press that the device is “a weapon that can cause serious injury that is being put into a place where there is a long history of abuse of prisoners.”

On September 2, 2010, Dupré reported:

“Since the 2001 September 11 attacks and Bush’s so-called “war on terror,” there was a soar in number of Targeted Individuals reporting covert assaults by black operatives, thugs, extremist cells, “stalkers.” Some TIs are reporting assaults with remotely applied, military grade, lethal weaponry. These reports have been from both overseas and U.S. self-identified targets. In early August, Sharon Weinberger explained the reason for the escalated reports:

“After the attacks of September 11, the Pentagon began a shift away from its late Cold War–era ‘two-war strategy,’ premised on maintaining the ability to conduct two major military operations simultaneously, and began to focus instead on irregular warfare against individuals and groups.” (Emphasis added; Sharon Weinberger, Black Ops: Secret Military Technology in the Age of Terrorism, August 3, 2010)”

In an exclusive interview with Targeted Individual, Robert Wood, he told the writer, “I’m not a criminal. I’m not a terrorist. I’ve been charged with no crime, nor am I connected to anyone who is, to my knowledge….Considering severity of these crimes, it’s a wonder anyone survives at all. There is almost complete secrecy surrounding this horrendous situation.” (See: Dupre, D. Human Target, Examiner, January 29, 2010)

Following that interview, Targeted Individuals from the U.S. and abroad sent a steady stream of comments and emails conveying the same that Robin Webster wrote, “Exactly. Almost word for word what has happened to me. Excellent article because it captures the both the horror and the process that a TI goes through as they gradually awake to a destiny not of their choosing.”

In February, the writer reported on the The High Energy Laser Joint Technology Office co-sponsoring the partial… 2010 Directed Energy Professional Society Directed Energy Symposium in Monterrey, California, some of which was held behind closed doors. (See: Directed Energy Weapons aimed at American targets: Learning opportunity)

Until the recent lawsuit that CCR and ACLU filed, challenging Obama’s targeted killings authority, innocent civilians on the government hit-list had been publicly unrecognized by major organizations, health workers and media. (See: Dupre, D. APA’s CIA torture complicity. Is American ready for the whole truth?, Examiner, August 14, 2010)

Each passing week, TIs consistently reporting remotely applied weaponry burn marks on their person and belongings plus psychological war weapon effects, appear less “delusional” than those re-victimizing them with such name-calling, even institutionalizing some of them, without investigating high-tech weaponry effects and the government programs designed to persecute, torture and kill them.

If the reader knows a Targeted Individual, rather than shun or possibly even follow secret orders against the person, the U.S. Constitution and Declaration of Human Rights, reach out to hold his or her hand, listen to his or her horror stories, and stand with them. It is past time to compassionately reach out to these broken people and together, work to end the evil government persecution, torture and assassination program and its equally evil new weapons with invisible ammunition.

The IndictBushNow movement is conducting a nationwide campaign to oppose
domestic spying, mass surveillance and data collection on the people of the
United States who broke no law, Targeted Individuals (TIs), many of whom
have been harassed and tortured in the covert domestic terrorism campaign.

People in every state of the union report being targeted for abuses such as
ongoing spying many refer to as “stalking,” unforced house entries, mail
tampering plus some allege directed energy weapons assaults that include
shocks, stings, burning, nausea and disorientation.

Independent researcher, Marshall Thomas provides the history of this
computerized database program in the Monarch, the New Phoenix Program video
below.

Illegal secret spying

Bush and Cheney’s secret spying program broke the law. This has been
admitted and some of those programs were suspended. This new national
campaign insists that the data that was collected on millions of people
through these illegal spying operations should not be retained by the
government.

This nation-wide effort called Expose and Expunge was initiated by the
public interest legal organization, Partnership for Civil Justice Fund.

The national Expose and Expunge campaign has launched a sign-on letter for
all to participate. Initial signers of the letter, including former U.S.
Attorney General Ramsey Clark, have come together to take a stand against
these continuing violations of fundamental rights. The initial signers
represent a broad and diverse cross-section of leaders, human rights
advocates, attorneys and legal scholars (see the initial list of signers).

To join this urgently needed campaign, Sign the Letter and forward the link
to this article widely to friends and family members.

“If we all work together we can succeed in defending and advancing our basic
rights,” states campaign organizers.

Letter to Obama Administration and Congress

We the undersigned call on the Obama Administration and Congress to
immediately begin identifying and expunging from all government databases
the massive accumulation of information collected by the Bush administration’s
illegal domestic spying operations on millions of people who broke no law.

Some of these illegal spying programs were suspended and yet the government
maintains the illegally collected data. These databases should be expunged.

We also oppose the continuation of other programs initiated during the Bush
era which continue on in wholesale data collection and mass surveillance,
unchecked and unabated. For instance, federal agents, local law enforcement
and U.S. military personnel, with input from private right-wing political
groups, continue to collect and report surveillance data, including
fabricated disinformation, to the 72 government Fusion Centers around the
United States. Fusion Centers have been found to target political, student,
and religious organizations and activities.

The people of the United States have a legal right to be free from
government surveillance, the type of which was initiated by the Bush
administration on an enormous scale. Using the Sept. 11 attacks as a
pretext, the Bush White House permitted the FBI, the National Security
Agency, the CIA, Pentagon and other law-enforcement and military agencies to
conduct unprecedented data collection against the people.

Thousands have been targeted because of their political beliefs and
activities, their religious beliefs, their race and ethnicity, or because
they inadvertently fell into one of the many broad categories to justify and
execute the sweeping data collection programs. This is the modern-day
variant of the discredited witch-hunts of the 1950s.

We call on the Obama Administration and Congress to order a complete audit
of law-enforcement and military data and record-keeping systems and to
disclose to the public the scope and parameters of data-collection on people
and organizations in the United States.

The people’s rights protected under the Constitution are fundamentally
diminished unless these illegal operations are halted and the rights of all
people are restored by the identification of data collection programs, and
the expunging of those databases.
