Dr. Louis Jolyon (Jolly) West, CIA psychiatrist (1924-1999):
Dr West was, put simply, an evil scientist. He was a documented experimenter in Project MKUltra, an illegal human experimentation programme designed by the CIA to identify methods of brainwashing, psychologically torturing, forcing confessions from people during interrogations, amnesia, coercive persuasion, hallucinogenic drugs. Parents: Russian Jewish immigrants.
These methods included sensory deprivation, hypnosis, isolation, sexual abuse, the covert administration of psychoactive drugs, and various other forms of torture.

Between 1974-1989, West got $5.1 million in grants through National Institute of Mental Health (NIMH)- a major CIA funding conduit. UCLA Neuropsychiatric Institute got over $14 million in federal funds in one year. Many records scrubbed.

received his M.D. from the University of Minnesota in 1948, prior to obtaining MKULTRA contracts to carry out research on LSD.
He did his psychiatry residency from 1949 to 1952 at Cornell University, an MKULTRA Institution and the site of the MKULTRA cut-out, The Human Ecology Foundation.
1954: at the age of 29, West became a full professor and chair of psychiatry at the University of Oklahoma College of Medicine.

West had TOP SECRET clearance from the CIA in order to carry out MKULTRA Subproject 43 (“studies of dissociative states”) at the University of Oklahoma in 1956. In his MKULTRA Subproject 43 proposal, Dr. West described a research plan that involved many mind control techniques used in Communist China and by what he termed “destructive cults.”

Dr Louis Jolyon West received a $20,800 CIA grant as chair of the University of Oklahoma Department of Psychiatry. His proposal for Subproject 43 was titled Psychophysiological Studies of Hypnosis and Suggestibility. The document called for studies of dissociative states. It also proposed honing techniques for implanting false information into subjects with mental disorders. It was hoped they could create hypnotic couriers.

This Subproject proposal reads: “It is proposed that the experiments begun during 1955-56 involving hypnotizability, suggestibility, and the role of certain drugs in altering these attributes, be continued and extended during 1956-57….. Experiments involving altered personality function as a result of environmental manipulation (chiefly sensory isolation) have yielded promising leads in terms of suggestibility and production of trance-like states. There is reason to believe that environmental manipulations can affect the tendencies for dissociative mental manipulations to occur. Isolation, in particular, can markedly change the individual’s response…. All the above recommended experimental procedures will require special equipment, special methodologies, and special skills… a unique laboratory must be organized and constructed. This laboratory will include a special chamber, in which all psychologically significant aspects of the environment can be controlled. In this setting the various hypnotic, pharmacological, and sensory-environmental variables will be manipulated in a controlled fashion and quantitative recording of the reactions of the experimental subjects will be made (from Ross, 2000).”
(“suggestability,” trance-like states” and “altered personality function” are the desired ends. These ends are to be achieved by “environmental manipulations,” “certain drugs,” and “dissociative mental manipulations” in a laboratory with “special chamber” that facilitates control of “hypnotic, pharmacological, and sensory-environment variables.”)
1956: West had reported to the CIA that the experiments he’d begun in 1953 using LSD had, at last, come to fruition. West also claimed to be able to replace “true memories” with “false ones” in human beings without their knowledge by administering “new drugs” effective in “speeding the induction of the hypnotic state and in deepening the trance that can be produced in given subjects.”[9]
In 1963, one of the most controversial animal experiments in history occurred, resulting in the death of Tusko, a 14-year-old Indian elephant at Oklahoma City Zoo.
By way of a dart gun shot into his right buttock, Tusko was injected with 297 milligrams of the hallucinogenic drug LSD. Almost 3,000 times greater than the normal human recreational dose, this remains the largest single dose of LSD administered ever.
The experiment was carried out by two psychiatrists, Dr Louis Jolyon West and Dr Chester M. Pierce, along with the zoo’s director, Warren Thomas
1964: West frequently worked as a court-appointed psychiatrist and examined Jack Ruby (1964), Sirhan Sirhan (1968), and Patricia Hearst and Timothy McVeigh (1995) during their trials.
West examined Ruby and concluded he was paranoid and mentally ill and should be sent to mental institution. Ruby: 2019 book Chaos: Charles Manson, the CIA, and the Secret History of the Sixties, Tom O’Neil pointed out West was with Ruby alone in his cell and emerged to report Ruby suffered an “acute psychotic break.” “He could never fully explain why he’d decided to kill Oswald,” O’Neill wrote.[4]
In Ruby’s trial, the judge, who had spent many hours in the court observing him “never witnessed anything resembling the behavior West described,” wrote O’Neill. Accusations arose that West had tampered with Ruby, including pharmacologically.[5]
From its inception in 1969, CCHR scrutinized West, largely because of his brainwashing and LSD experiments; a racist program called “the violence initiative;” his use of psychosurgery, and his links to well-known assassins, to evaluate their “mental states.”
Psychiatrist Colin A. Ross, writing in The CIA Doctors: Human Rights Violations by American Psychiatrists, said West was cleared as “Top Secret for his work on MKUltra. West’s numerous connections to the mind control network illustrate how the network is maintained, not through any central conspiracy, but by an interlocking network of academic relationships, grants, conferences, and military appointments.” Their work was of “direct relevance to mind control, non-lethal weapons development, creation of controlled dissociation and the building of Manchurian Candidates”—those who harm their own country because they are under the control or influence of another.
In 1967, West operated in San Francisco’s Haight-Ashbury district to conduct research into the hippie movement there. Manson and his cult women were frequent visitors.
1968: West was psychiatrist of Sirhan Sirhan, Palestinian. Said he was a lone nut. Perfect patsy. Sirhan was very susceptible to hypnosis. William Jennings Bryan was Sirhan’s handler. He disassociated, heard voices. West big purveyor of lone nut theory.
From 1969 to 1989, West served as chair of psychiatry at the University of California, Los Angeles School of Medicine and director of the UCLA Neuropsychiatric Institute.
1960s: UCLA Center for the Prevention of Violence proposal for UCLA Neuropsychiatric Institute to take over facilities of a Nike missile base located in the Santa Monica Mountains near UCLA , we could put it to very good use. Comparative studies could be carried out there, in an isolated but convenient location, of experimental or model programs for the alteration of undesirable behavior.
“Among the programs that Dr. West foresaw taking place at the Violence Center were genetic, neurophysiological and biochemical studies of violent persons, studies on so-called”hyperkinetic” or “hyperactive” children, “hormonal aspects of passivity and aggressiveness in boys” and surveys of “norms of violence among various ethnic groups.” Also proposed was”implanting tiny electrodes deep within the brain” for the monitoring and control of violent subjects. In other words, the manufacture of Manchurian Candidates.”
7) 1976 (1975-1977): Dr. West, along with other CIA psychiatrists, Martin Orne, Margaret Singer, and Robert Jay Lifton, did pre-trial psychological evaluations in trial of Patricia Hearst. Donald DeFreeze was connected to Project Phoenix- was controller of Patty Hearst. Drugs plus Neuro Linguistic Programming.

“Dr. West devoted four decades to study, writing, and experimenting on dissociation, hypnosis, Communist mind control, hallocinogens, sensory deprivation, and methods of social influence; he concluded that the methods used by destructive cults result in the creation of new identities and dissociated states (West and Martin, 1994). The same methods, when applied to experimental subjects under BLUEBIRD, ARTICHOKE and MKULTRA, also resulted in the creation of amnesia, new identities, and dissociated states. This was the Manchurian Candidate program.”
12) 1995 Timothy McVeigh- in US Army- used as under cover agent inserted into right wing groups- patriotic militias- was perfect patsy- very dedicated, followed orders- in Oklahoma City bombing- considered “one more lone nut.” Deep state operation.
