ETK Introduction: In this December, 2017 interview, Kev Baker and I discuss the material laid out in Cheryl Welsh’s post: (Psychotronic War and the Security of Russia (compiled September, 2001). Welsh asserts that this information, gleaned from translated Russian books and articles, is the best evidence to date that a similar mind control program must have been simultaneously conducted in the United States. Furthermore, the symptoms experienced by Russian “targeted individuals” are identical to those reported in the United States and elsewhere.
