“(Regarding the weaponization of neuroscience): That level of deep surveillance… examines the idea of what type of surveillance and its informational transfer and ultimately actionability, would obtain and entail. One of the things that we argued for very strongly is that the very least of what is necessary is a cooperative, collaborative “whole of government approach”. But although that is necessary, we argued that that is not sufficient.
What is really required in that type of deep surveillance that carries it through for the acquisition of information all the way to actionable entities that would then target certain things to be able to then mitigate our strategic competitors’ and/or adversaries’ (Webmaster: targeted individuals) efforts in this area would require more “a whole of nation approach.” Where now we have almost a seamless triangulation between government entities, research entities, and commercial entities that are then able to mobilize those resources in the deep surveillance that is necessary for acknowledging, addressing, and assessing relative risks that may become threats, quantifying the risk to threat index, and then identifying what aspects of those quantifiable risks are mitigable and/or preventable, and then engaging the resources that are necessary to do that (i.e, “mitigate”/”take out” the “threat”/”targeted individual.”)”

At least thousands of people, including me, are complaining about being tortured and mind-read with neuroweapons. A number of whistle-blowers from the DOD also confirmed these war crimes and revealed that it is a new kind of MK-ultra to eliminate dissidents. How could a neuroewpons ethics specialist not hear about this issue and not make it his first and foremost priority?

In part one of this two-part podcast, HDIAC analyst Mara Kiernan interviews Dr. James Giordano, a Professor in the department of Neurology and Biochemistry at Georgetown University Medical Center. The discussion begins with Dr. Giordano defining neuroweapons and explaining their applied technologies. He provides insight into the manner in which international weapons conventions govern the use neuroweapons and discusses the threats presented by neuroweapons in today’s environment. Dr. Giordano goes on to review the need for continuous monitoring, including his views regarding challenges and potential solutions for effectively understanding global developments in neuroweapon technologies.
The second installment of this two-part podcast continues the conversation with Dr. Giordano on the implications of weaponizing brain science. In an article he wrote for HDIAC in 2016 titled ‘Battlescape Brain’, Dr. Giordano hinted at the possibility of a neuroweapons arms race that could follow from international surveillance. Dr. Giordano provides an updated look at these concerns in the context of today’s environment. He concludes by describing ethical frameworks that could regulate future policies for biotechnology as the world moves forward in this dynamic area.

Great podcast! We need more transparency, ethics, and oversight in development and use of weaponized neuroscience. The lawmakers have not been updated on the quantum leap in the neurosciences. Neuroscience will be greatly beneficial for humankind, but abuse could be a disaster.
It is alleged weaponized neuroscience has been used against US Embassies and diplomats. We know neuroscience research is booming world-wide. Who has the best technology? China allegedly spends the most on AI interfaces. All the secrecy is dangerous. Surely, humans have been used in developing neuroscience, building meta databases and AI programs. Some say not-consenting individuals has been used in developing and testing of neuroscience. There is a lot of questions we need answered.
We see how weaponized biological science could have been behind the Covid-19 pandemic. Both weaponized neuroscience and biological science can have a devastating effect on humans and destroying economies. Do we have any control these weapons do not get into the hands of hostile nations or non-state actors? It seems we have NO control or oversight. Not so easy to regulate and control weapons when lawmakers seem to be clueless these weapons exist. Use of these weapons has been banned multiple times, but still research going on world-wide, and some research labs is not even secret.

Uhm… a force that masked armed robs trillions of dollars along with complicit minions in the U.S. alone along with even worse more epitome of all evil acts to murder out in the World. Think about how Ted Gunderson, a former FBI Senior Special Agent In Charge and almost Director… was most likely poisoned Soviet/Russian style… albeit without radio-isotopes.
Think about who he works for… I’m sure he’s doing what he can to get the message out while still maintaining his career and character, craft and candor. Think about how different someone in maybe a lower level position who did work and disclosed his work like Dr. Patrick Flanagan. See what his new act looks like now days. Reminds me of reporter or someone at one of the stations with the ritualistic terrorist cult satanists or whatever the group is in Southwest Michigan and out in the most useless world, who worked in the news station and blew the whistle. Then after blowing the whistle had to move out west and appearantly turned into a west coast UFO Aliens different culture writer who didn’t accomplish as much as
I think Dr. Giordano has with his presentations acknowledging the existence of the tech. Plus on the inside helping to tame the wild and witch craft… since you have to realize trauma based programmed whether inbreeds or not and on narcotics or not are highly deadly and dangerous with highly dangerous systems intentionally trained that way. That’s their continuing criminal enterprise business. What is worse is the loss of jurisdiction and extra-jurisdictional out of bounds activities happening along with attorneys and health care that are blatantly malicious in intent and desperate to look official with official titles and keep their jobs by further maintaining illegal and ill acts with their pandered and trafficked minions or victims.

Excellent topics and areas of interest and concern. A lot of key topics discussed and worth reading through the transcript for use with advocacy work to help advocate more Electromagnetic Spectrum Crimes Laws Enforcement along with more Amateurs Detecting to support forensics and evidence collection to support victims because I’m sure there are more around.

Great program and an interesting topic. It could be too late to regulate and have global ethical guidelines for neuroscience. It looks like Russia want guidelines, but China and other countries might have another agenda. It seems there is few ethical rules for weaponized neuroscience and no overview. An attempt to stop this technology to fall into the hands of non-state actors and rogue regimes should be made. First obstacle would be to convince our lawmakers this technology exists. The lawmakers are always the once last to know and understand what Dr. Giordano talk about. These sciences has dual usability. The bad use of weaponized neuroscience and biological-science are scary.
While we are at it, biological weapons ethics should also be on the agenda. With the Covid-19 pandemic raving the world it could be timely to suggest some overview. Amazing to see how much havoc a virus can create not only in deaths, but the economic damage, and how biological warfare can become a key ingredient in covert regime change operations. There are conflicting theories if this virus is an act of nature or a modified man made Corona virus. This uncertainty might make the politicians see the need for ethics and overview.

Not conflicting theories, I have papers on gain of function research of bat Sars where they spliced spike protien from HIV onto a bat Sars virus to make it more virulent in humans.

@Psyop Dancer Hi There have been at least six bat viruses but Covid 19 is a man-made virus. I guess it originated from Langley Virginia then brought to China by a Canadian.

Hansson there’s hundreds of bat Sars like viruses but they do not naturally spread to humans, the gain of function research is where it became covid 19 and yes it was collected by the bat lady scientist in China at their huge caves from bat guano and the isolated natural strains were categorized and sent abroad for multiple avenues of study, the Langley VA was obvious military tinkering then it went to Canada after modification, and then a fake ploy that Chinese scientist “stole” it and take it to wuhan virology level 4 lab. It was freely traded over there by the bill and melinda gates foundation in their web of NGOs they have based around vaccines and immunology research. But yeah they are crazy
