Dick Cheney had an apparent addiction to the “thrill of the sport”. He appeared obsessed with playing A Most Dangerous Game as a means of traumatizing mind-control victims, as well as to satisfy his own perverse sexual kinks. My introduction to the game occurred upon arrival at the hunting lodge near Greybull, Wyoming, and it physically and psychologically devastated me.
I was sufficiently traumatized for Cheney’s programming as I stood naked in his hunting lodge office after being hunted down and caught. Cheney was talking as he paced around me, “I could stuff you and mount you like a jackalope and call you a two legged dear. Or I could stuff you with this (he unzipped his pants to reveal his oversized penis) right down your throat, and then mount you. Which do you prefer?”
Blood and sweat became mixed with the dirt on my body and slid like mud down my legs and shoulder. I throbbed with exhaustion and pain as I stood unable to think to answer such a question. “Make up your mind,” Cheney coaxed. Unable to speak, I remained silent. “You don’t get a choice, anyway, I make up your mind for you. That’s why you’re here. For me to make you a’ mind, and make you mine/mind. IV. How the Doomsday Project Led to Warrantless Surveillance and Detention after 9/11

How did the deep state, in one fell swoop after 9/11, hand the government powers of warrantless surveillance and detention? Easy: it substituted “terrorism” for “nuclear attack” to activate the Atomic-Age machinery created to help the government operate after a catastrophic nuclear strike.
In this third exclusive excerpt from author Peter Dale Scott’s new book “The American Deep State: Wall Street, Big Oil and the Attack on U.S. Democracy,” the professor emeritus of English at Berkeley and former Canadian diplomat details a power grab so fantastic in scope that it could easily pass off as fiction. But it isn’t.
Scott is considered the father of “deep politics”—the study of hidden permanent institutions and interests whose influence on the political realm transcends the elected. In “American Deep State,” he painstakingly details the facts lurking behind the official histories to uncover the real dynamics in play.
Here, he details the resurgence of the so-called “Doomsday Project” after 9/11. Since World War II, secrecy has been used to accumulate new covert bureaucratic powers under the guise of emergency planning for disasters, planning known inside and outside the government as the “Doomsday Project.”
Known officially (and misleadingly) as “Continuity of Government” (COG) planning, the Doomsday Project, under the guiding hands in the 1980s of Oliver North, Donald Rumsfeld, Dick Cheney and others, on 9/11 became the vehicle for a significant change of government. The extreme repressive powers accumulated under the guise of the Doomsday Project were first developed to control the rest of the world. Now, to an unprecedented extent, America itself is being treated as an occupied territory.
In 1994, Tim Weiner reported in The New York Times that “The Doomsday Project” had “less than six months to live.” (1) Weiner’s language was technically justifiable, but also very misleading. In fact COG planning now simply continued with a new target: terrorism. On the basis of Weiner’s article, the first two books to discuss COG planning, by James Bamford and James Mann, both reported that COG planning had been abandoned. (2)
What Weiner and these authors did not report was that in the final months of Reagan’s presidency the purpose of COG planning had officially changed: it was no longer for arrangements “after a nuclear war,” but for any “national security emergency.” This was defined in Executive Order 12656 of 1988 as: “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” (3)
In this way a totally legitimate program dating back to Eisenhower, of planning extraordinary emergency measures for an America devastated in a nuclear attack, was now converted to confer equivalent secret powers on the White House for anything it considered an emergency.
V. Cheney and Rumsfeld in from the Start
From its beginning in 1982, two of the key planners on the secret COG planning committee were Dick Cheney and Donald Rumsfeld, the same two men who implemented COG on 9/11. (4) The committee had been established by Reagan under a secret executive order, NSDD 55 of September 14, 1982. Despite what Weiner implied, the committee continued to meet without interruption until the George W. Bush presidency in 2001. (5)
An expanded application of COG was apparently envisaged as early as 1984, when, according to Boston Globe reporter Ross Gelbspan,
Lt. Col. Oliver North was working with officials of the Federal Emergency Management Agency… to draw up a secret contingency plan to surveil political dissenters and to arrange for the detention of hundreds of thousands of un-documented aliens in case of an unspecified national emergency. The plan, part of which was codenamed Rex 84, called for the suspension of the Constitution under a number of scenarios, including a U.S. invasion of Nicaragua. (6)
In other words, extreme measures, designed originally to deal with an externally directed and devastating nuclear attack, were being secretly modified to deal whenever desired with domestic dissenters: a situation that still pertains to today. (7)
The revival of Doomsday Project planning under Reagan was an important but invisible part of the Reagan Revolution. It was explicitly designed to roll back what some of the Doomsday planners, notably Richard Cheney, regarded as the mistakes committed after Watergate.
COG plans were implemented on 9/11, before the last plane had crashed in Pennsylvania. The 9/11 Report confirms this twice, on pages 38 and 326. (8) It was under the auspices of COG that Bush stayed out of Washington on that day, and other government leaders like Paul Wolfowitz were swiftly evacuated to Site R, inside a hollowed out mountain near Camp David. (9)
But the implementation of COG went beyond short-term responses, to the installation of what Professor Shirley Anne Warshaw calls a 90-day alternative “shadow government” outside Washington.
Cheney jumped into action in his bunker beneath the East Wing to ensure continuity in government. He immediately began to create his shadow government by ordering one hundred mid-level executive officials to move to specially designated underground bunkers and stay there twenty-four hours a day. They would not be rotated out, he informed them, for ninety days, since there was evidence, he hinted, that the terrorist organization al-Qa’ida, which had masterminded the attack, had nuclear weapons. The shadow government, as a result, needed to be ready to take over the government from the bunkers. (10)
In the President’s absence, Cheney secured legal authorization for his actions by a path of deputies that would later arouse controversy:
To accomplish these goals, the vice president and his lawyer [David Addington] had to set the government’s legal direction. . . . By the afternoon of September 11, Addington had made contact with Timothy Flanigan, the deputy White House counsel. Flanigan’s boss, Alberto Gonzalez, was stranded in Norfolk . . . . Flanigan was in the [White House] Situation Room on September 11. When Addington reached him from the [underground] bunker, Flanigan patched in the Justice Department Command Center across town. There he found [sic] a young attorney named John C. Yoo . . . [who] had taken leave from university life to join the [Justice Department’s] Office of Legal Counsel as a deputy. (11)
Apparently by accident, Cheney and his legal counsel had set in motion on 9/11 the ongoing secret back channel of deputies that would later produce the notorious memos justifying torture and warrantless surveillance. (On surveillance, “among those kept out of the circle were Jay Bybee, ostensibly John Yoo’s boss . . . and two successive deputy attorneys general”.) (12)
The next 90 days after 9/11 saw the swift implementation of the key features attributed to COG planning by Gelbspan and Chardy in the 1980s: militarization of homeland security, warrantless detentions, warrantless deportations, and the warrantless surveillance that is their logical counterpart. The clearest example was the administration’s Project Endgame—a 10-year plan, initiated in September 2001, to expand detention camps, at a cost of $400 million in Fiscal Year 2007 alone. (13) This implemented the central feature of the massive detention exercise, Rex 84, conducted by Louis Giuffrida and Oliver North in 1984. (14)

I began reading but decided to stop as I pre ordered Scott’s book and will read this in context. What I get after reading one of Scott’s books is a feeling that I’ve just read fiction; a LeCarre saga or some such….except Scott’s revelations are true life and deadly serious.

Also of great concern is National Security Presidential Directive (NSPD) #51, 9/14/01, which brought 400 dormant laws to life. Strange that it shares the same date as NSDD #55, only 19 years apart.(9/14/1982 & 9/14/2001). Congress is supposed to review every 6 months & it takes a Joint Resolution to bring us out of it- but it’s been classified & no one even gets to review NSPD #51. Thank you, Mr. Scott & WWW for bringing this info into the light.

The contract of the Halliburton subsidiary KBR to build immigrant detention facilities is part of a ten-year Homeland Security plan titled ENDGAME, which sets as its goal the removal of “all removable aliens” and “potential terrorists.” In the 1980s Richard Cheney and Donald Rumsfeld discussed similar emergency detention powers as part of a super-secret program of planning for what was euphemistically called “Continuity of Government” (COG) in the event of a nuclear disaster. At the time, Cheney was a Wyoming congressman, while Rumsfeld, who had been defense secretary under President Ford, was a businessman and CEO of the drug company G.D. Searle. [1]
These men planned for suspension of the Constitution, not just after nuclear attack, but for any “national security emergency,” which they defined in Executive Order 12656 of 1988 as: “Any occurrence, including natural disaster, military attack, technological or other emergency, that seriously degrades or seriously threatens the national security of the United States.” Clearly 9/11 would meet this definition, and did, for COG was instituted on that day. As the Washington Post later explained, the order “dispatched a shadow government of about 100 senior civilian managers to live and work secretly outside Washington, activating for the first time long-standing plans.” [2]
What the managers in this shadow government worked on has never been reported. But it is significant that the group that prepared ENDGAME was, as the Homeland Security document puts it, “chartered in September 2001.” [3] For ENDGAME’s goal of a capacious detention capability is remarkably similar to Oliver North’s controversial Rex-84 “readiness exercise” for COG in 1984. This called for the Federal Emergency Management Agency (FEMA) to round up and detain 400,000 imaginary “refugees,” in the context of “uncontrolled population movements” over the Mexican border into the United States. BERKELEY, Calif.–A Halliburton subsidiary has just received a $385 million contract from the Department of Homeland Security to provide “temporary detention and processing capabilities.”
The contract — announced Jan. 24 by the engineering and construction firm KBR — calls for preparing for “an emergency influx of immigrants, or to support the rapid development of new programs” in the event of other emergencies, such as “a natural disaster.” The release offered no details about where Halliburton was to build these facilities, or when.
To date, some newspapers have worried that open-ended provisions in the contract could lead to cost overruns, such as have occurred with KBR in Iraq. A Homeland Security spokesperson has responded that this is a “contingency contract” and that conceivably no centers might be built. But almost no paper so far has discussed the possibility that detention centers could be used to detain American citizens if the Bush administration were to declare martial law.
For those who follow covert government operations abroad and at home, the contract evoked ominous memories of Oliver North’s controversial Rex-84 “readiness exercise” in 1984. This called for the Federal Emergency Management Agency (FEMA) to round up and detain 400,000 imaginary “refugees,” in the context of “uncontrolled population movements” over the Mexican border into the United States. North’s activities raised civil liberties concerns in both Congress and the Justice Department. The concerns persist.
“Almost certainly this is preparation for a roundup after the next 9/11 for Mid-Easterners, Muslims and possibly dissenters,” says Daniel Ellsberg, a former military analyst who in 1971 released the Pentagon Papers, the U.S. military’s account of its activities in Vietnam. “They’ve already done this on a smaller scale, with the ‘special registration’ detentions of immigrant men from Muslim countries, and with Guantanamo.”
Plans for detention facilities or camps have a long history, going back to fears in the 1970s of a national uprising by black militants. As Alonzo Chardy reported in the Miami Herald on July 5, 1987, an executive order for continuity of government (COG) had been drafted in 1982 by FEMA head Louis Giuffrida. The order called for “suspension of the Constitution” and “declaration of martial law.” The martial law portions of the plan were outlined in a memo by Giuffrida’s deputy, John Brinkerhoff.
In 1985, President Reagan signed National Security Decision Directive 188, one of a series of directives that authorized continued planning for COG by a private parallel government.
Two books, James Mann’s “Rise of the Vulcans” and James Bamford’s “A Pretext for War,” have revealed that in the 1980s this parallel structure, operating outside normal government channels, included the then-head of G. D. Searle and Co., Donald Rumsfeld, and then-Congressman from Wyoming **** Cheney.
After 9/11, new martial law plans began to surface similar to those of FEMA in the 1980s. In January 2002 the Pentagon submitted a proposal for deploying troops on American streets. One month later John Brinkerhoff, the author of the 1982 FEMA memo, published an article arguing for the legality of using U.S. troops for purposes of domestic security.
Then in April 2002, Defense Dept. officials implemented a plan for domestic U.S. military operations by creating a new U.S. Northern Command (CINC-NORTHCOM) for the continental United States. Defense Secretary Donald Rumsfeld called this “the most sweeping set of changes since the unified command system was set up in 1946.”
The NORTHCOM commander, Defense Secretary Donald Rumsfeld announced, is responsible for “homeland defense and also serves as head of the North American Aerospace Defense Command (NORAD)…. He will command U.S. forces that operate within the United States in support of civil authorities. The command will provide civil support not only in response to attacks, but for natural disasters.”
John Brinkerhoff later commented on PBS that, “The United States itself is now for the first time since the War of 1812 a theater of war. That means that we should apply, in my view, the same kind of command structure in the United States that we apply in other theaters of war.”
Then in response to Hurricane Katrina in Sept. 2005, according to the Washington Post, White House senior adviser Karl Rove told the governor of Louisiana, Kathleen Babineaux Blanco, that she should explore legal options to impose martial law “or as close as we can get.” The White House tried vigorously, but ultimately failed, to compel Gov. Blanco to yield control of the state National Guard.
Also in September, NORTHCOM conducted its highly classified Granite Shadow exercise in Washington. As William Arkin reported in the Washington Post, “Granite Shadow is yet another new Top Secret and compartmented operation related to the military’s extra-legal powers regarding weapons of mass destruction. It allows for emergency military operations in the United States without civilian supervision or control.”
It is clear that the Bush administration is thinking seriously about martial law.
Many critics have alleged that FEMA’s spectacular failure to respond to Katrina followed from a deliberate White House policy: of paring back FEMA, and instead strengthening the military for responses to disasters.
A multimillion program for detention facilities will greatly increase NORTHCOM’s ability to respond to any domestic disorders.

The Halliburton subsidiary KBR (formerly Brown and Root) announced on Jan. 24 that it had been awarded a $385 million contingency contract by the Department of Homeland Security to build detention camps. Two weeks later, on Feb. 6, Homeland Security Secretary Michael Chertoff announced that the Fiscal Year 2007 federal budget would allocate over $400 million to add 6,700 additional detention beds (an increase of 32 percent over 2006). This $400 million allocation is more than a four-fold increase over the FY 2006 budget, which provided only $90 million for the same purpose.
Both the contract and the budget allocation are in partial fulfillment of an ambitious 10-year Homeland Security strategic plan, code-named ENDGAME, authorized in 2003. According to a 49-page Homeland Security document on the plan, ENDGAME expands “a mission first articulated in the Alien and Sedition Acts of 1798.” Its goal is the capability to “remove all removable aliens,” including “illegal economic migrants, aliens who have committed criminal acts, asylum-seekers (required to be retained by law) or potential terrorists.”
There is no question that the Bush administration is under considerable political pressure to increase the detentions of illegal immigrants, especially from across the Mexican border. Confrontations along the border are increasingly violent, often involving the drug traffic.
But the problem of illegal immigration cannot be separated from other Bush administration policies: principally the retreat from traditional American programs designed to combat poverty in Latin America. In Florida last week, Democratic Party leader Howard Dean attacked the new federal budget for its almost 30 percent cut in development aid to Latin America and the Caribbean.
In truth, both parties have virtually abandoned the John F. Kennedy vision of an Alliance for Progress in Latin America. Kennedy’s hope was that, by raising the standard of living of Latin America’s poor, there would be less pressure on them to emigrate to the United States.
That vision foundered when successive administrations, both Democratic and Republican, contributed to the overthrow of democratically elected governments in Brazil, Chile and elsewhere, replacing them with oppressive dictatorships.
Since about 1970, the policies of the U.S.-dominated International Monetary Fund have also aggravated the problem of poverty in the rest of the world, especially Latin America. U.S. programs abroad, like programs at home, are now designed principally around the concept of security — above all for oil installations and pipelines.
In consequence, the United States is being redefined as a vast gated community, hoping to isolate itself by force from its poverty-stricken neighbors. Inside the U.S. fortress sit 2.1 million prisoners, a greater percentage of the population than in any other nation. ENDGAME’s crash program is designed to house additional detainees who have not been convicted of crimes.
Significantly, both the KBR contract and the ENDGAME plan are open-ended. The contract calls for a response to “an emergency influx of immigrants, or to support the rapid development of new programs” in the event of other emergencies, such as “a natural disaster.” “New programs” is of course a term with no precise limitation. So, in the current administration, is ENDGAME’s goal of removing “potential terrorists.”
It is relevant that in 2002, Attorney General John Ashcroft announced his desire to see camps for U.S. citizens deemed to be “enemy combatants.” On Feb. 17 of this year, in a speech to the Council on Foreign Relations, Defense Secretary Donald Rumsfeld spoke of the harm being done to the country’s security, not just by the enemy, but also by what he called “news informers” who needed to be combated in “a contest of wills.” Two days earlier, citing speeches critical of Bush by Al Gore, John Kerry, and Howard Dean, conservative columnist Ben Shapiro called for “legislation to prosecute such sedition.”
Since 9/11 the Bush administration has implemented a number of inter-related programs, which had been planned for secretly in the 1980s under President Reagan. These so-called “Continuity of Government” or COG proposals included vastly expanded detention capabilities, warrantless eavesdropping and detention, and preparations for greater use of martial law.
Prominent among the secret planners of this program in the 1980s were then-Congressman **** Cheney and Donald Rumsfeld, who at the time was in private business as CEO of the drug company G.D. Searle.

Oliver North represented a minority element in the Reagan administration, which soon distanced itself from both the man and his proposals. But that minority associated with COG planning, which included **** Cheney, appear to be in control of the U.S. government today.

Top Secret Pentagon Operation “Granite Shadow” revealed. Today in DC: Commandos in the Streets?
“Granite Power” allows for emergency military operations in the US without civilian supervision or control.

Today, somewhere in the DC metropolitan area, the military is conducting a highly classified Granite Shadow “demonstration.”
Granite Shadow is yet another new Top Secret and compartmented operation related to the military’s extra-legal powers regarding weapons of mass destruction. It allows for emergency military operations in the United States without civilian supervision or control.
A spokesman at the Joint Force Headquarters-National Capital Region (JFHQ-NCR) confirmed the existence of Granite Shadow to me yesterday, but all he would say is that Granite Shadow is the unclassified name for a classified plan.
That classified plan, I believe, after extensive research and after making a couple of assumptions, is CONPLAN 0400, formally titled Counter-Proliferation of Weapons of Mass Destruction. Concept Plan (CONPLAN) 0400 is a long-standing contingency plan of the Chairman of the Joint Chiefs of Staff (CJCS) that serves as the umbrella for military efforts to counter the spread of weapons of mass destruction. It has extensively been updated and revised since 9/11.
The CJCS plan lays out national policy and priorities for dealing with WMD threats in peacetime and crisis — from far away offensive strikes and special operations against foreign WMD infrastructure and capabilities, to missile defenses and “consequence management” at home if offensive efforts fail.
All of the military planning incorporates the technical capabilities of the intelligence agencies and non-military organizations such as the national laboratories of the Department of Energy. And finally, CONPLAN 0400 directs regional combatant commanders to customize counter-proliferation plans for each of their own areas of operations.
When that “area of operations” is the United States, things become particularly sensitive.
That’s where Granite Shadow comes in. U.S. Northern Command (NORTHCOM), the military’s new homeland security command, is preparing its draft version of CONPLAN 0400 for military operations in the United States, and the resulting Granite Shadow plan has been classified above Top Secret by adding a Special Category (SPECAT) compartment restricting access.
The sensitivities, according to military sources, include deployment of “special mission units” (the so-called Delta Force, SEAL teams, Rangers, and other special units of Joint Special Operations Command) in Washington, DC and other domestic hot spots. NORTHCOM has worked closely with U.S. Special Operations Command (SOCOM), as well as the secret branches of non-military agencies and departments to enforce “unity of command” over any post 9/11 efforts.
Further, Granite Shadow posits domestic military operations, including intelligence collection and surveillance, unique rules of engagement regarding the use of lethal force, the use of experimental non-lethal weapons, and federal and military control of incident locations that are highly controversial and might border on the illegal.
Granite Shadow is the twin to Power Geyser, a program I first revealed to The New York Times in January. The JFHQ spokesman confirms that Granite Shadow and Power Geyser are two different unclassified names for two different classified plans.
In the case of Power Geyser, the classified plan is CJCS CONPLAN 0300, whose entire title is classified. According the military documents, the unclassified title is “Counter-Terrorism Special Operations Support to Civil Agencies in the event of a domestic incident.” It is another Top Secret/SPECAT plan directing the same special mission units to provide weapons of mass destruction recovery and “render safe” in either a terrorist incident or in the case of a stolen (or lost) nuclear weapon. Render safe refers to the ability of explosive ordnance disposal experts to isolate and disarm any type of biological, chemical, nuclear or radiological weapon.
The obvious question is why there is a need for two plans. My guess is that Power Geyser and CONPLAN 0300 refers to operations in support of a civil agency “lead” (most likely the Attorney General for a WMD attack) while Granite Shadow and CONPLAN 0400 lays out contingencies where the military is in the lead. I’ll wait to be corrected by someone in the know.
Both plans seem to live behind a veil of extraordinary secrecy because military forces operating under them have already been given a series of ”special authorities” by the President and the secretary of defense. These special authorities include, presumably, military roles in civilian law enforcement and abrogation of State’s powers in a declared or perceived emergency.
In January, when The New York Times reported on the Power Geyser name from my Code Names website, the Pentagon argued that “It would be irresponsible … to comment on any classified program that may or may not exist.”
I can’t see how the Defense Department can continue this line of argument post-Katrina. We see the human cost of a system of contingency planning done in complete secret, with a lack of any debate as to what should be the federal government’s priorities, emphasis, and rules.
As the Granite Shadow commandos and their federal brethren go through their paces today, some inside the system will lament that I have “compromised” their work. But the very fact that nothing in my writing damages the Granite Shadow effort should demonstrate that we can have a discussion of contingency planning priorities in the United States, and debate extraordinary special authorities granted to those in uniform, without compromising the details of the plans themselves.
There’s still time. The full-scale exercise of Granite Shadow’s capabilities and procedures doesn’t start until April 2006.

5.1.2 CINC Counterproliferation Priorities and Planning Activities.
DoD’s counterproliferation responsibilities include the application of military force, when necessary. Deriving the CINCs’ formal warfighting plans follows a deliberate and formalized “national objective- to- task” process that proceeds from top- level Presidential guidance and instructions down to specific military operational plans and activities. The National Security Strategy, Presidential Decision Directive- 13, and the Counterproliferation Policy Guidance of the Secretary of Defense have already provided the framework for counterproliferation planning. Three Joint documents that have evolved from these broad guidance documents are the Missions and Functions Study, the Counterproliferation Charter, and the CJCS’s Counterproliferation 0400 CONPLAN (concept plan). These are the key documents that serve as the prerequisites for beginning the CINCs’ formal planning process to execute U. S. counterproliferation policy.
Because the challenges of counterproliferation involve new policy considerations, the Missions and Functions Study was a special effort chartered by the Secretary of Defense and aimed at facilitating future DoD counterproliferation planning. The study was a combined effort by the Joint Staff, Services, CINC representatives, and OSD. Its key findings were: i) each geographic CINC would be responsible for executing U. S. counterproliferation policy within his area of responsibility (AOR); and ii) implementation of counterproliferation policy within each AOR would be executed via each CINC’s standard deliberate planning process. This planning process included the development of the overarching CJCS’s Counterproliferation 0400 CONPLAN, prior to each CINC developing an AOR- specific counterproliferation CONPLAN.
The findings of the Missions and Functions Study were approved by the Secretary of Defense in May 1995, and he further directed that a Counterproliferation Charter be written prior to the development of the CJCS’s Counterproliferation 0400 CONPLAN. The Counterproliferation Charter was developed as a supplement to the top- level guidance documents delineated above, providing more of a military focus with respect to the counterproliferation mission. The Counterproliferation Charter has been approved by the CJCS and the Secretary of Defense. The CJCS’s Counterproliferation 0400 CONPLAN further defines national level counterproliferation policy and guidance in terms of three national counterproliferation operational objectives and six counterproliferation operational tasks. These national counterproliferation operational objectives and tasks evolved from an in- depth analysis of the intentions of multiple top-level U. S. policy documents relevant to the counterproliferation mission. The ensuing objectives and tasks have been fully coordinated throughout the Commands and within OSD. These counterproliferation operational objectives and tasks will guide the CINCs through the development of their AOR- specific CONPLANs. The CJCS’s Counterproliferation 0400 CONPLAN was coordinated in the Joint Staff and was then given to the CINCs so that they could initiate their own AOR- specific counterproliferation planning. Thank you Rev for this very interesting article. Maybe some of the nay sayers to the *detention camp* theories will finally realize that it is indeed plausible that something as this does in fact exist.
As I´ve said a million other times in the few posts I do have, I´ve said “It´s better to be safe then sorry.” Why turn a blind eye to a potential threat no matter how minute the possibility is of it happening?
Sure, there may be a lot of other bigger events that can kill us first, but no body thinks of the little things which can play a big part in an even bigger picture.
Even after reading the article Rev posted, I´m still not 100% sure about the whole thing, I´d say closer to about 80%.
Detention centers have existed since the dawn of warfare, in one type or another. First, POW camps, then terrorist camps, and now this, American Civilian Detention Centers.
Sorry for the ramble, I´m off.

I’ve got a source I consider highly reliable who tells me that KBR has been building detention centers for a long time, some of which are already in use by INS as contrated facilities. IMHO, it’s the jails that contract to the Govt that are our biggest risk should REX 84 or any of it’s subsequent form be implemented on a large scale. We have already seen with the Blackwater incident in Iraq, that “private contractors” can and do operate well outside the UCMJ, and US Law.
I’ve also heard from one of my sources (less reliable than the first, but still credible) that the Government has lists of “dissidents” who will be rounded up with the implementation of any of the REX 84 plans…redlisted people are to be taken at night…suddenly, in the first wave of “arrests” and those on the blue list apprehended more gradually over the 14 days subsequent.

And if there is a list like that I am sure it would included all the gun owners and people that take a stand and speak out rather than the ones that sit back and do nothing. That is why it is so important to participate, pay attention to what is being done to strip you of your God given rights, the only choice I see is to strengthen the numbers rather than do nothing and be numbered.

The United States Civil Disturbance Plan 55-2
The following information was obtained under the Freedom of Information Act. The original printing was of June 1, 1984. The information herein is UNCLASSIFIED and does not come within the scope of directions governing the protection of information affecting the national security.
It took a little more than three years to obtain a full copy of Operation Garden Plot from the U.S. Government, and was done so under the freedom of information act for unclassified documents. The implications within the full context of this document should make the hair on the back of your head stand on end!!!!!
In this document signed by the Secretary of the Army, is hereby assigned as DOD Executive Agent for civil disturbance control operations. Under Plan 55-2 he is to use airlift and logistical support, in assisting appropriate military commanders in the 50 states, District of Columbia, and the Commonwealth of Puerto Rico and US possessions and territories, or any political subdivision thereof.
The official name of this project is called “Operation Garden Plot.”
Under this plan for the deployment of Operation Garden Plot, the use of CIDCON-1 will be mandatory. This direct support of civil disturbance control operations is to be used by the Army, USAF, Navy, and Marine Corp. with an airlift force to be comprised of MAC Organic Airlift Resources, airlift capable aircraft of all other USAF major commands, and all other aerial reconnaissance and Airborne Psychological Operations. This is to include control communications systems, aeromedical evacuation, helicopter and Weather Support Systems.
If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters.
Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder.
Under section D, a Presidential Executive Order will authorize and direct the Secretary of Defense to use the Armed Forces of the United States to restore order.
2 TAB A APPENDIX 1 TO ANNEX S USAF CIVIL DISTURBANCE PLAN 55-2 EXHIBIT POR:SGH, JCS Pub 6, Vol 5, AFR 160-5 hereby provides for America’s military and the National Guard State Partnership Program to join with United Nations personal in said operations. This links selected U.S. National Guard units with the Defense Ministries of “Partnership For Peace.” This was done in an effort to provide military support to civil authorities in response to civil emergencies.
Under Presidential Decision Directive No. 25, this program serves to cement people to relationships between the citizens of the United States, and the global military of the UN establishments of the emerging democracies of Central and Eastern European countries. This puts all of our National Guardsmen under the direct jurisdiction of the United Nations.
Section 3:
This plan could be implemented under any of the following situation:
(1) Spontaneous civil disturbances which involve large numbers of persons and/or which continue for a considerable period of time, may exceed the capacity of local civil law enforcement agencies to suppress. Although this type of activity can arise without warning as a result of sudden, unanticipated popular unrest (past riots), it may also result from more prolonged dissidence.
This would most likely be an outgrowth of serious social, political or economic issues which divide segments of the American population. Such factionalism could manifest itself through repeated demonstrations, protest marches and other forms of legitimate opposition but which would have the potential for erupting into spontaneous violence with little or no warning.
(2) Planned acts of violence or civil disobedience which, through arising from the same causes as (1) above, are seized upon by a dedicated group of dissidents who plan and incite purposeful acts designed to disrupt social order.
This may occur either because leaders of protest organizations intentionally induce their followers to perpetrate violent acts, or because a group of militants infiltrates an otherwise peaceful protest and seeks to divert it from its peaceful course.
Subsection C: (2) Environmental satellite products will be continue to be available. (d) Responsibilities. Meteorological support to civil disturbance operations will be arranged or provided by AWS wings.
The 7th. Weather Wing (7WW) is responsible for providing / arranging support for Military Airlift Command (MAC) airlift operations. The 5th Weather Wing (5WW) is responsible for supporting the United States Army Forces Command.
(3) SITUATION. Civil disturbance may threaten or erupt at any time in the CONUS and grow to such proportions as to require the use the Federal military forces to bring the situation under control.
A flexible weather support system is required under control. A flexible weather support system is required to support the many and varied options of this Plan.
ANNEX H: XXOW, AWSR 55-2, AWSR 23-6, AFR 23-31, AR 115-10, AFR 105-3.
Subsection B:
Concept of Environmental Support. Environmental support will be provided by elements of Air Weather Service (AWS) in accordance with refs a-f. The senior staff meteorologist deployed int the Task Force Headquarters (TFH) will be the staff weather officer (SWO) to the TFH.
Centralized environmental support products are requested in accordance with AWSR 105-18. (4) Weather support is provided by weather units located at existing CONUS bases or by deployed SWOs and / or weather teams to the objective areas.
(5) Support MAC source will be provide in accordance with the procedures in MARC 103-15. MAC forces will be provided in accordance with the procedures in AFR 105-3.

1. GENERAL Opposition forces or groups may attempt to gain knowledge of this plan and ‘use that knowledge to prevent or degrade the effectiveness of the actions outlined in this plan. In order to protect operations undertaken to accomplish the mission, it is necessary to control sources of information that can be exploited by those opposition forces or groups.
OPSEC is the effort to protect operations by identifying and controlling intelligence indicators susceptible to exploitation. The objective of OPSEC, in the execution of this plan, is to assure the security of operations, mission effectiveness, and increase the probability of mission success.
2. RESPONSIBILITY FOR OPERATIONS SECURITY (OPSEC):
The denial of information to an enemy is inherently a command responsibility. However, since the operations Officer at any level of command is responsible to his commander for the Overall planning and execution of operations, he has the principal staff interest in assuring maximum protection of the operation and must assume primary responsibility instibility for ensuring that the efforts of all other staff elements are coordinated toward this end. However, every other individual associated with, or aware of, the operation must assist in safeguarding the security of the operation.
3. OBJECTIVES:
a. The basic objective of OPSEC is to preserve the security of friendly forces and thereby to enhance the probability of successful mission accomplishment. “Security” in this context relates to the protection of friendly forces. It also includes the protection of operational information to prevent degradation of mission effectiveness through the disclosure of prior knowledge of friendly operations to the opposition.
b. OPSEC pervades the entire planning process and must be a matter of continuing concern from the conception of an operation, throughout the preparatory and execution phases, and during critiques, reports, press releases, and the like conducted during the post operation phase.
4. Specific operations orders and standard operating procedures “MUST be developed with the awareness that the opposition may be able to identify and exploit vulnerable activities.

Operation Cable Splicer is a subprogram of the Rex 84 Program, which “was established on the reasoning that if a ‘mass exodus’ of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.”
Operation Cable Splicer is “the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.”
Now, what is important about this and all of these previous “Operations” and the “New Laws” is the bills that passed the House (HR1955 and HR 1585)
and the new (S1959) will effectively transfer all of these “Powers” too the Secretary of Defence, in essence giving the President dirrect controll over everyone of us.
As the President is the commander and chief, he directly controlls the DoD and the Secretary of Defense.
All that will be required is a phone call too the Secretary of Defense to immplement any or all of these programs, with NO oversight or justifacation.
It is at the Presidents Will, with no checks or balances, and under this overall Martial Law plan, there is no recourse for the public.
Either submit, or subvert.
I would say this is just my oppinion, but I have tried too put the info into on thread for all too follow for themselves.
The biggest problem, even if S1959 does not pass, the president still has the power to do these things now, it will just take an extra day or two. Obviously, none of this really has too do with Illegal aliens, as they will not enforce the boarders.

Wyoming, Dick Cheney, then White House Chief of Staff to president Ford, later Secretary of Defense to President George Bush, documented member of the Council on Foreign Relations (CFR), and Presidential hopeful for 1996, was originally Wyoming’s only Congressman. Dick Cheney was the reason my family had traveled to Wyoming where I endured yet another form of brutality— his version of “A Most Dangerous Game,” or human hunting.
It is my understanding now that “A Most Dangerous Game” was devised to condition military personnel in survival and combat maneuvers. Yet it was used on me and other slaves known to me as a means of further conditioning the mind to the realization there was “no place to hide,” as well as traumatize the victim for ensuing programming. It was my experience over the years that A Most Dangerous Game had numerous variations on the primary theme of being stripped naked and turned loose in the wilderness while being hunted by men and dogs. In reality, all “wilderness” areas were enclosed in secure military fencing whereby it was only a matter of time until I was caught, repeatedly raped, and tortured.
Dick Cheney had an apparent addiction to the “thrill of the sport”. He appeared obsessed with playing A Most Dangerous Game as a means of traumatizing mind-control victims, as well as to satisfy his own perverse sexual kinks. My introduction to the game occurred upon arrival at the hunting lodge near Greybull, Wyoming, and it physically and psychologically devastated me.
I was sufficiently traumatized for Cheney’s programming as I stood naked in his hunting lodge office after being hunted down and caught. Cheney was talking as he paced around me, “I could stuff you and mount you like a jackalope and call you a two legged dear. Or I could stuff you with this (he unzipped his pants to reveal his oversized penis) right down your throat, and then mount you. Which do you prefer?
Blood and sweat became mixed with the dirt on my body and slid like mud down my legs and shoulder. I throbbed with exhaustion and pain as I stood unable to think to answer such a question. “Make up your mind,” Cheney coaxed. Unable to speak, I remained silent. “You don’t get a choice, anyway, I make up your mind for you. That’s why you’re here. For me to make you a’ mind, and make you mine/mind. You lost your mind a long time ago. Now I ‘m going to give you one. Just like the Wizard (of Oz) gave Scarecrow a brain, the Yellow Brick Road led you here to me. You’ve ‘come such a long, long way’ for your brain, and I will give you one.”
The blood reached my shoes and caught my attention. Had I been further along in my programming, 1 perhaps would never have noticed such a thing or had the capability to think to wipe it away. But so far, I had only been to MacDill and Disney World for government/military programming. At last, when I could speak, I begged, “If you don’t mind, can I please use your bathroom?”
Cheney’s face turned red with rage. He was on me in an instant, slamming my back into the wall with one arm across my chest and his hand on my throat, choking me while applying pressure to the carotid artery in my neck with his thumb. His eyes bulged and he spit as he growled, “If you don’t mind me, I will kill you. I could kill you—Kill you—with my bare hands. You’re not the first and you won’t be the last. I’ll kill you any time I goddamn well please.” He flung me on the cot-type bed that was behind me. There he finished taking his rage out on me sexually.

CHAPTER 10 “COMMANDER” DICK CHENEY & REAGAN’S “HANDS ON MIND-CONTROL DEMONSTRATIONS”
Please note: In order to maintain the integrity of documenting my experiences using precise and photographic detail, I have recorded events and quotes as they occurred in reality. Please excuse any offensive and foul language, but this is the way Cheney presented himself, 1 was attending another White House cocktail party where, as usual, I was taken aside for a meeting and escorted to a large office. There, Reagan and Cheney were having their “before cocktail party” cognacs, and Reagan’s cheeks were already flushed.
“You’re the kind of girl who could hold a man in line. (He was cryptically referring to the lines of military personnel I was forced to have sex with.)
That’s why I’ve selected you to tour a few Air Force Bases with the Colonel (Aquino) and demonstrate for our boys in the service what a Presidential Model is trained for, a kind of ‘hands on’ demonstration. But you’ll have to audition for the role.” Reagan drained his glass and gestured toward Cheney as he strode for the door, adding, “Do what he says. He’s your commander.”
It had been eight years since I had been hunted and brutalized by Cheney in Wyoming, and apparently he wanted to see how my programming had progressed before agreeing to use me in Reagan’s “Hands-On Mind-Control Demonstrations”. He grabbed me roughly by the hair and slung me onto a black leather chair, tipping my head backwards over the high studded arm.
“Audition here,” he snarled. Since I last saw him, 1 had undergone Wizard Of Oz Tin Man programming, which he accessed to accommodate his large, thick penis. He placed his hands on my jaw while he said, “Soon we’ll have you purring like a well-oiled machine. All of your moving parts are pivotal and gliding with ease. Melt into my hands. I’ll hold your jaw to keep it from slipping while you slip through a window in lime.” He then jerked my jaw out of joint, and roughly gratified himself in my throat.
As he lit his cigarette, I slowly regained focus enough to realize I was in pain. The back of my head hurt from being thrust into the studs on the chair, and I slowly lifted my head. My owner, Senator Byrd, had just walked in and realized Cheney had already completed the “audition”.
Referring to compartmentalizing my memory via stun gun high voltage, Byrd asked, “Did you fry her?” Cheney, ‘cocksure’ of himself as always, answered. “She can’t have fucked
all of Washington” (indicating that no one would believe me anyway, even if I did reach this point and talk). Cheney put out his cigarette and said as he went out the door, “She’ll work. Tell Ronnie she’ll work.”
When Byrd saw that my lips were bleeding, he called Cheney a “son of a bitch” under his breath, as this damage would prevent my fulfilling other assignments that were planned for me. Byrd touched his finger to my swollen lips and tasted the blood (and Cheney) several times. Then he slapped me hard across the face, which re-aligned my jaw but caused more blood to flow down my chin. He took a box of tissues from the desk and threw it at me, the corner hitting me in the forehead. “Wipe yourself up. You’re just getting started. I’ll see to it you get what you’ve got coming to you.”
Fortunately for me, Byrd had cause to return to the formal cocktail party and did not have time to brutalize me further. My face was battered, mouth torn, and my throat felt torn and stretched. I had difficulty swallowing for some time, and could not speak. I certainly was in no condition to return to the cocktail party, and was escorted out by agents/guards.
Before I could leave Washington, Byrd made good on his threat and arranged for me to meet with Cheney in a blue bedroom in a part of the White House so remote that “no one could hear my screams and moans”. But Cheney implemented Oz theme “Silence” conditioning anyway as he proceeded to brutally sexually assault me.
“Byrd tells me you need a good whipping. But I’m not certain which instrument you prefer, so I brought them all.” Cheney had a riding crop, a whip, and a cat-o-nine-tails laid out on the bed. He beat me quick and hard as though he were releasing his tensions rather than savoring my pain like Byrd did. I regained consciousness when Cheney slid a pillow under my neck, steered me by the hair, and bent my head back. Survival instinct kicked in when he positioned himself above my head, I hoped to satisfy him before he became deadly brutal again. But he quickly pulled out his liquid cocaine sprayer, sprayed my throat, then proceeded to get rough. At one point he yanked my head aside and asked, “Was that a tooth?” and grinned. It was imperative that 1 kept my teeth off him because, according to Aquino’s programming instruction, I was subject to death if a tooth was ever felt by anyone.
Cheney knew this was my programming and manipulated me with it often. I resumed “satisfying him as though my life depended upon it, because, of course, it did.” This is another Aquino programming line Cheney knew and used. When he was gratified, he flopped over and slept. I had been instructed to leave immediately because Cheney absolutely did not want me near him when he slept (some insiders say he is paranoid), and I began dressing. I was escorted out.
In preparation for ”running bases” for Reagan’s Hands-On Mind-Control Demonstrations, I underwent a great deal of programming by both Aquino and Cheney. Cheney laid the ground rules while Aquino carried out Uie programming derail and performed the demonstration with me on various military and NASA installations.
Reagan wanted the demonstrations to include all programming depicted in the “How to” films, additional programming instilled since the videos were made, delivery of drugs when applicable, and sex according to Aquino’s instruction with whomever/however many were present at the lecture. Cheney’s personal “touch” to the demonstrations was to have me programmed to vaginally internally electric prod myself with a high voltage cylindrical cattle prod-truly an example of total mind control.
I was routinely escorted arm-in-arm “Oz style” by two agents to Cheney’s downstairs office in the Pentagon. Sometimes Byrd took me in. Other times Cheney walked me through the building, particularly if we were going to his “Bunkhouse” personal quarters. Cheney’s office was equipped with black leather furniture, a huge messy brown desk, massive book shelves, and an hour glass that he always used in keeping with Oz programming, to assure me that my life was on the line under his command. As a programmed MPD, I had no concept of time. The hour glass was a visible way for me to see “my time running out” and actually grasp the concept.
The first time I reported in, Cheney shuffled through the clutter on his desk, picked up a paper and began reading: “Number one. I am NOT your friend, and I don’t want to see you unless I order you to report in. Number two. Follow the Colonel’s (Aquino) orders, as it is the chain of command. What he orders you to do, is a command from me, follow it to the letter, as though your life depends upon it, because (he looked up and grinned wickedly) of course, it does.” His cold eyes bore into mine as he walked around to the front of his desk, “Any questions?” I knew he “was NOT my friend,” but he already “saw me” sexually on other occasions. I was perplexed and hesitated. Even though I remained silent, Cheney sensed my hesitation and became enraged. He got up in my face, poked my breast bone with his finger and roared, “Don’t even THINK to question anything I say! There is no question as to what I do, what I think, or what I say, because 1 am absolutely above questions-especially YOURS!! Your orders are clear. Now get out of here! I have work to do!”
Throughout the next three years, U.S. Army Lt. Colonel Aquino used me in the Hands On Demonstrations on numerous Army, Navy, Air Force, and NASA installations across the U.S. according to Reagan’s plan and Cheney’s orders. The Top Brass privy to the demonstrations ranged from three at a time to roughly twenty. In closing, Aquino always “persuaded” them to line up while I was forced to perform sexually on command with each one. The larger groups were physically painful, while the smaller groups often involved
unapproved variance from the routine, such as revealing Reagan’s bestiality perversions. The wide array of “switching” my personalities that Aquino incorporated into the demonstrations, and the vast amount of high voltage and torture to which I was subjected, left me exhausted and physically devastated for days after each one of Reagan’s Hands-On Mind-Control Demonstrations.
VIII. Dick Cheney hunting accident: From Wikipedia, the free encyclopedia
On February 11, 2006, then-United States vice president Dick Cheney accidentally shot Harry Whittington, a then-78-year-old Texas attorney, with a 28-gauge Perazzi shotgun (S/N: 115288)[2][3] while participating in a quail hunt on a ranch in Riviera, Texas. Both Cheney and Whittington called the incident an accident.
The incident was reported to the Corpus Christi Caller-Times on February 12, 2006, by ranch owner Katherine Armstrong. The Bush administration disclosed the shooting incident to the public the afternoon of February 12. Local authorities released a report on the shooting on February 16, 2006, and witness statements on February 22.
On February 14, 2006, Whittington suffered a non-fatal heart attack and atrial fibrillation due to at least one lead-shot pellet lodged in or near his heart. He also had a collapsed lung. Cheney did not speak publicly about the incident until February 15 in an interview with Fox News. Early reports indicated that Cheney and Whittington were friends and that the injuries were minor. Whittington later clarified that he and Cheney were not close friends but acquaintances.
The shooting was widely reported to have taken place on Saturday, February 11, 2006, based on the public statements of Katherine Armstrong, owner of the 50,000-acre (200 km2) Armstrong Ranch. However, in her written statement to the Sheriff, she said that the shooting happened on February 12. Harry Whittington said shortly after the incident, “Accidents do and will happen – and that’s what happened last Friday (February 10).”
Time of shooting
Mary Matalin stated on Meet the Press that “Somebody had talked to some ranch hand”. Neither the Sheriff’s report nor witness statements identify who this first reporter was.
The Secret Service said that they gave notice to the Sheriff about one hour after the shooting. Kenedy County Sheriff Ramone Salinas III states he first heard of the shooting at about 5:30 pm from Captain Charles Kirk, and Salinas implies that he received ‘official’ notice from the Secret Service at about 5:40 pm.
The time of the shooting was not stated by Cheney.[11]
The events
Cheney had a televised interview about the shooting on February 15. On February 22, the Sheriff’s office released statements from Katherine Armstrong, Sarita Hixon, Pamela Pitzer Willeford, Oscar Medellin, Gerardo Medellin and Andrew Hubert. Cheney’s statement and all six of the other hunting party members’ statements specify that Cheney, Whittington and Willeford had shot at a covey of birds. While Whittington was searching for a downed bird, Cheney, Willeford and a guide walked towards another covey about 100 yards (91 m) away. Whittington approached to within 30 or 40 yards (27 or 37 m) of the shooters, at which point a single bird flew up, around and behind Cheney in the direction of Whittington. Cheney shot at the bird and hit Whittington.
Armstrong, the ranch owner, claimed that all in the hunting party were wearing blaze-orange safety gear and none had been drinking, and that at lunch they drank beer, which is slightly contradictory to her later statement that “there may (have been) a beer or two in [the lunch coolers], but remember not everyone in the party was shooting.” Cheney has acknowledged that he had one beer four or five hours prior to the shooting. Armstrong said she never saw Cheney or Whittington drink until later at the house where Cheney had a few cocktails. Armstrong did not actually see the incident happen, believing that the reason Cheney’s security detail was running was that Cheney had a heart problem, but Cheney described her as an eyewitness in his Fox interview.
Secret Service agents and medical aides, who were traveling with Cheney, came to Whittington’s assistance and treated his birdshot wounds to his right cheek, neck, and chest. An ambulance standing nearby for the Vice President took Whittington to nearby Kingsville before he was flown by helicopter to Corpus Christi Memorial Hospital in Corpus Christi.

On February 13, 2006, the Texas Parks and Wildlife Department (an agency once headed by Armstrong)[16] issued an incident report. According to the report, Cheney “was swinging on game”, i.e., turning to track it with his shotgun.[17] The summary of the incident given was:
Whittington downed a bird and went to retrieve it. While he was out of the hunting line, another covey was flushed and Cheney swung on a bird and fired, striking Whittington in the face, neck and chest.[5]
The report cited clear and sunny weather at the time of the shooting.
Whittington’s injuries
Whittington was injured in the face, neck, and upper torso. Whittington was reported to be in stable condition at Corpus Christi Memorial Hospital and had been moved from intensive care to a “step-down unit” on Monday. Doctors decided to leave about 30 birdshot pellets lodged in his body rather than try to remove them.[7] Each pellet was less than 2.5 mm (0.098 in) in diameter.
On February 14, 2006, at 6:30 a.m., Whittington suffered a minor heart attack and atrial fibrillation due to the shot pellets lodged in or near his heart, as well as a collapsed lung. He was immediately moved back to the intensive care unit. At about 9 a.m., Whittingon underwent a cardiac catheterization test to detect blocked or leaky arteries. From the test, doctors found a single lead pellet.
Hospital officials said Whittington was alert and stable and that he did not experience chest pain or other symptoms of a heart attack. Doctors reported signs of inflammation, and Whittington was treated with anti-inflammatory drugs.
Whittington was subsequently discharged from the hospital on February 17, 2006. At a press conference, he said: “My family and I are deeply sorry for everything Vice President Cheney and his family have had to deal with. We hope that he will continue to come to Texas and seek the relaxation that he deserves.”
Information release
Though the shooting occurred on Saturday, February 11, news of it was not released until after 2 p.m. (Eastern Standard Time) on Sunday, February 12. Kathryn Garcia, a reporter for the Corpus Christi Caller-Times, broke the story at 1:48 PM after receiving an 11 AM call from Katherine Armstrong, the owner of the ranch where the shooting occurred. Armstrong had notified Cheney earlier in the morning that she was going to inform the news media about the incident. She said Cheney agreed. Armstrong said that Whittington did not announce his location, and this led to the incident.
According to White House Press secretary Scott McClellan, news at the White House about the shooting “… was coming in to people back here, all the way at 3 AM in the morning [Sunday] and beyond.” McClellan would not state when the President first learned that Cheney had shot Whittington. When McClellan was asked if Andy Card had told Karl Rove that Cheney was the shooter, McClellan said: “… we still didn’t have all the details at that point and additional details were coming into Andy Card at even three am in the morning and beyond.”
The White House did not disclose the accident until a press conference on Sunday afternoon. McClellan said he did not know that Cheney had shot someone until that Sunday morning. He remarked that he did ask the Vice President’s office to release the information earlier. He said: “I think you can always look back at these issues and look at how to do a better job.”
On February 15, Cheney agreed to comment publicly about the accident on the Fox News Channel. He had previously avoided reporters by leaving an Oval Office meeting with United Nations Secretary-General Kofi Annan. Cheney visited Whittington in the hospital on Monday, February 13, and at other times, telephoned him.
On the Fox News interview, Cheney accepted full responsibility for the accident.
Cheney acknowledged that White House Counselor Dan Bartlett and Scott McClellan “urged us to get the story out”. Cheney said he was more concerned about accuracy and felt that Armstrong was the best person to make the announcement.
Investigations
Secret Service spokesman Eric Zahren said that about an hour after Whittington was shot, the head of the Secret Service’s local office called the Kennedy County sheriff to report the accident. Kenedy County Sheriff Ramon Salinas III receiving a call of ‘official’ notice from the Secret Service 8–10 minutes after a Saturday, February 11, 5:30 p.m. phone call from Captain Charles Kirk.
Kirk had called Salinas while en route to the Armstrong Ranch to investigate a possible hunting accident. The ensuing official investigation was performed by the Kenedy County Sheriff’s department and published in an Incident Report written by Chief Deputy Gilberto San Miguel Jr, a Supplement Report written by Salinas and several witness statements.
After Salinas finished his call with the Secret Service, Kirk called Salinas a second time to report that he couldn’t get any information about the shooting at the Armstrong gate. Salinas told Kirk: “that it was fine and I [Salinas] would contact someone at the Ranch”. Multiple news sources reported that local law enforcement officers were initially barred by United States Secret Service agents from interviewing Cheney.
After dismissing Kirk, Salinas called a Constable Ramiro Medellin Jr to ask for information about the accident. None of the police reports say why Salinas thought to call Medellin, or where Salinas thought Medellin was. In that first call to Medellin, Salinas reports Medellin saying only that he would call Salinas back. Medellin called Salinas back and said that “This is in fact a hunting accident” and that he [Medellin] had spoken with some of the people in the hunting party who were eyewitnesses and that they all said that it was definitely a hunting accident. Salinas says he [Salinas] also spoke with another [unnamed] eyewitness and he[the witness] said the same thing, that it was an accident. Salinas states in his report: “After hearing the same information from eyewitness and Constable Medellin, it was at this time I decided to send my Chief Deputy first thing Sunday morning to interview the Vice-President and other witnesses.”
On Sunday morning, Kenedy County Chief Deputy Gilbert San Miguel Jr. interviewed Cheney and other members of the hunting party. He said that Cheney characterized the incident as a “hunting accident”.
On Monday, Miguel and Lt Juan J Guzman went to Spohn Memorial Hospital to interview Whittington. Whittington requested not to be recorded ‘due to his voice being raspy’, but agreed to supply a written affidavit as soon as he returned home to his office. Whittington characterized the incident as an accident and said no alcohol was involved and that everyone was wearing proper hunting attire. Whittington described shooting at the first covey of quails, searching for a bird, then being sent by Katharine [Armstrong] to shoot the second covey. At that point, “a nurse came into the room and asked Guzman and Salinas to hurry up so Whitington could rest”. The officers then left telling Whittington “I [Miguel] would give him a call in a few days to get the written affidavit”. There is no public record of the promised affidavit being taken or released.
The Kenedy County Sheriff, Ramon Salinas III, has since cleared Cheney of any criminal wrongdoing in the matter.
Bush appointed Katharine Armstrong, a commission member of the Texas Parks and Wildlife Department. Steve Hall, education director for the Texas Parks and Wildlife Department, said that the department would classify the shooting as an error in judgment by Cheney.
The news of the shooting was not released to the press for 21 hours until 1:48 p.m. (07:48) Sunday, February 12. Kathryn Garcia, a reporter for the Corpus Christi Caller-Times, broke the story after receiving a call from Armstrong at 11am, after confirming it with the White House and hospital.
A top Republican close to the White House said to Time magazine, “This is either a cover-up story or an incompetence story.”
Controversial points
Questions have been raised regarding the shooting, even as Kenedy County Sheriff’s Office documents support the official story by Cheney and his party.
Re-creations of the incident were enacted by George Gongora and John Metz, a photographer and producer respectively for the Corpus Christi Caller-Times.[30] Also a hunter re-created it according to the Whidbey News-Times. All tests seemed to prove that the distance was much closer than the 90 feet (27 m) claimed. Local quail hunters have also argued that the range was closer, while others, such as forensic expert Jon Nordby, confirm the plausibility of the official reports.
The time of the shooting was estimated by Cheney and the other members of the hunting party to be variously between 5:30 p.m. and 6 p.m. In the Kenedy County Sheriff’s Report, Officer Ramone Salinas III states that he first heard news of the shooting from a Captain Charles Kirk at about 5:30 p.m. Kirk had heard of the shooting prior to that phone call. In Salinas’s statement, Salinas says he received official notice from the Secret Service 8–10 minutes after the 5:30 p.m. phone call. The Secret Service is reported to have said that they gave notice to the Sheriff about 1 hour after the shooting, which would put the time of the shooting at approximately 4:40 p.m., 50–80 minutes before the entire hunting party’s recollection.
In popular culture
The incident, nicknamed Quailgate in the media, was the subject of jokes, satire and public ridicule. A number of these made reference to other controversies involving Cheney.
David Letterman began his Monday show on February 13, 2006, with “Good news, ladies and gentlemen, we have finally located weapons of mass destruction … it’s Dick Cheney,” and adding that “We can’t get bin Laden, but we nailed a 78-year-old attorney.” His Top 10 list was devoted to “Dick Cheney’s excuses” and included “he thought the guy was trying to go gay cowboy on me.”
Al Franken, not yet a U.S. Senator, was a guest on Letterman’s program a short time later. He asked people in the studio audience to raise their hands if they had ever shot anyone. He then asked people in the studio audience to raise their hands to indicate if they thought they would accompany a friend to the hospital after shooting him. Franken went on to suggest that Cheney’s delay in going to the hospital may have been because he wanted to wait until all signs of his having been drinking passed.
Jay Leno also had a piece on The Tonight Show in which he pretended to host a game show with footage of George W. Bush and Pervez Musharraf that was taken during Bush’s visit to Pakistan. Towards the end of that segment, the sound of loud bird calls were played, and Leno asked Cheney to take care of the problem, with footage of the Vice President shooting a gun then shown.
Carlos Mencia references the incident in a musical segment called the “Dee Dee Dee Song” in a season 2 episode of Mind of Mencia that aired on August 13, 2006, where he says “You wanna go hunting, for quail someplace, don’t go with Cheney, he’ll put a fucking shot in your face!”[36]
Texas Monthly won the 2007 Best Cover Line of the Year Award from the Magazine Publishers of America for its January 2007 cover captioned, “If You Don’t Buy This Magazine, Dick Cheney Will Shoot You in the Face.”
Jon Stewart popularized the phrase “Cheney’s Got a Gun” (a play on the 1989 Aerosmith song “Janie’s Got a Gun”) on The Daily Show soon after the event. Stewart and the Daily Show’s correspondents repeatedly accentuated their disbelief of the absurdity of a sitting vice president shooting a 78-year-old man in the face while hunting quail which are raised in a pen and released mere seconds before they are shot. Stewart, for instance, pointed out that Whittington had been the first person to be shot by a sitting vice president since Alexander Hamilton, and that while Aaron Burr’s fatal shooting of Hamilton was during a duel over issues of honor and political maneuvering, Whittington “was mistaken for a bird.” Correspondent Ed Helms, reporting supposedly from Corpus Christi Hospital, said that Whittington’s condition had been upgraded from “stable” to “stable, but still shot in the face by Dick Cheney.” The show also used graphics from the video game Duck Hunt. After Whittington’s post-discharge press conference, Stewart noted that Cheney’s power was such that upon shooting someone, the victim would apologize.
The incident is mentioned in The Sopranos’ season six episode, “Remember When,” where Junior Soprano, living in a mental care center after shooting his nephew (whom he confused with an old enemy because of his deteriorated mental state), writes a letter to Cheney asking for help, saying that they are “both powerful men” who were brought low “by unintentional incidents involving gunplay”.
In the beta for the video game Halo 3, a medal called “Cheneymania” was awarded for killing 10 opponents with a shotgun without dying; the medal was later removed from the game.
On his first show after the incident, Stephen Colbert, host of The Colbert Report, confessed to having been involved in a hunting accident of his own over the weekend, then proceeded to show an edited version of Brit Hume’s interview with Dick Cheney, featuring Colbert in place of Cheney. Colbert later mentioned the hunting incident in his appearance at the White House Correspondents’ Association Dinner in 2006.
The incident has been parodied three times in the comedy Family Guy:
In the season 4 episode “Petergeist”, Cheney shoots Peter at point-blank range several times while hunting, and after says “I’m sorry, I thought you were a deer”
In the season 5 episode “Boys Do Cry”, Cheney guards the President’s house with a shotgun, and while sleeping says “18% approval ratings … I’ll give you 18% of my foot in your ass” in reference to the drop in approval ratings to 18% which followed the shooting.
In the season 5 episode “Meet the Quagmires”, Death says to Peter that “Dick Cheney shot “Supreme Court Justice Scalia” in a hunting accident and the bullet went right through him and killed Karl Rove and Tucker Carlson”, referencing the incident.
South Park parodied the incident in the season 10 episode “Mystery of the Urinal Deuce”. Cheney attempts to shoot a crossbow to kill Stan and Kyle but misses, leading him to exclaim: “Dang it! I missed again!”
American Dad! parodied the incident in the season 11 episode “Blagsnarst, a Love Story” when Roger takes aim at a helicopter and states: “… I just have to pretend I’m Dick Cheney and that helicopter is my friend’s face.”
In Boston Legal, attorney Alan Shore points to the incident on several occasions to show how the legal system is selective in how it looks at violent incidents involving high-profile individuals.
During a Saturday Night Live skit, Kristen Wiig as Diane Sawyer mentions the incident during a mock interview regarding Cheney’s accomplishments as vice president in which he denies feeling any regrets for the situation. In a later sketch, former President George W Bush (Will Ferrell) shows surprise when then Vice President Joe Biden did not own a shotgun, remarking “What kind of Vice President are you?”
President Obama also joked about this subject. In his speech for the White House Correspondents’ Association Dinner on May 9, 2009, he said Mr Cheney was ‘very busy working on his memoirs, tentatively titled, How to Shoot Friends and Interrogate People, a humorous allusion to the self-help classic How to Win Friends and Influence People. President Obama also joked about the incident in his final White House Correspondents’ Association Dinner as president, in 2016, when he thanked his Vice President Joe Biden “for not shooting anybody in the face”.
Episode 9 of the first season of Patriot, titled “Dick Cheney”, is about a planned duck-hunting “accident”.
The 2018 film Vice has a scene that portrays this Dick Cheney hunting accident and is shown in the movie trailer for the film.
The Mindy Project makes a reference to the shooting in Season 4, Episode 21 “Under the Texan Sun.” The main character, Mindy, is scared while on a walk at night during a visit in Texas and says: “I am walking on a dirt road in Texas in the middle of the night. Dick Cheney could be running around here looking for some pheasants.”
Legacy
For years afterwards, editorial cartoons and comedians continued to crack jokes about the incident.
Cheney was criticized for his handling of the matter. According to polls on February 27, 2006, two weeks after the accident, Dick Cheney’s approval rating had dropped 5 percentage points to 18%

Former Vice President Dick Cheney has yet to apologize to the Texas lawyer he accidentally shot in the face 10 years ago, the New York Daily News reported Thursday.
Harry Whittington suffered serious injuries and a mild heart attack after he was sprayed with more than 200 birdshot pellets from Cheney’s shotgun during a quail-hunting trip in 2006. Whittington still has pellets in his right cheek and neck.
Cheney has called the incident “one of the worst days” of his life but has not apologized — and Whittington says that’s fine with him.
“He never did need to apologize. It was an accident,” Whittington told the Daily News. “He expressed his concern about me publicly, but he never had reason to apologize because we knew how seriously he was affected by it.”
“It’s a fast-acting group that you hunt with. Birds get up fast — they are [a] rapid-rising group of birds. It’s easy for accidents to happen,” he said. “It’s unbelievable that I hunted for as long as I had with no accidents whatsoever.”
When Whittington was released from the hospital after being shot in 2006, he apologized to Cheney for the stress on the vice president and his family.
“My family and I are deeply sorry for all that Vice President Cheney and his family have had to go through this past week,” he said.
Whittington recently went on his first quail-hunting trip since the incident with his son-in-law and some friends. The trip last month was the first time he’d fired a shotgun in a decade.
“They just wanted to see if I could still operate a gun and so forth,” he said. “First shot, I got a quail. I thought that was very impressive.”

The Washington Post has this fascinating piece about what has happened to Harry Whittington, the man then Vice Dick Cheney shot in the face in a hunting accident in 2006 — leaving Whittington with scars, a somewhat changed voice, and a huge relief that he no longer has to listen to late night comedians using Cheney shooting him as a punch line.
What’s most glaring about the Post piece are the facts that (1) despite what we were told at the time, Whittington was not a Cheney best bud who had known the Veep for years (2) Whittington’s injuries were far worse than originally disclosed and, most importantly (3) it appears Cheney never apologized to the man he shot in the face.
So let’s repeat that line again: it appears Cheney never apologized to the man he shot in the face.
The shooting didn’t bring Cheney and Whittington any closer. Although Whittington says they’ve exchanged birthday greetings, they haven’t seen each other for two years. The last time they met was when they attended the funeral of Anne Armstrong, the ranch owner whose invitation drew the two men together.
Despite his scars, Whittington bears no ill will toward Cheney. He calls him “a very capable and honorable man” and adds, “He’s said some very kind things to me.”
But did Cheney ever say in private what he didn’t say in public? Did he ever apologize?
Whittington, who has been talking about his life and career for hours, suddenly draws silent.
“I’m not going to go into that,” he says sharply after a short pause.
Harry Whittington is too gracious to say it out loud, but he doesn’t dispute the notion, either.
Nearly five years on, he’s still waiting for Dick Cheney to say he’s sorry.
But is this a total surprise? Barack Obama had hardly placed his fanny on the Oval Office chair before Cheney was blasting him on terrorism and other matters. Cheney has never expressed any regrets about some of the policies he helped sculpt that turned out to be disastrous for America, or didn’t work out as planned, or may have gone over the line in terms of what other administrations did. Expressing regret — even to someone who he shot in the face — may not be in the Cheney vocabulary.
X. Cheney’s Legacy of Deception

In the end, the shame of Vice President Dick Cheney was total: unmitigated by any notion of a graceful departure, let alone the slightest obligation of honest accounting. Although firmly ensconced, even in the popular imagination, as an example of evil incarnate—nearly a quarter of those polled in this week’s CNN poll rated him the worst vice president in U.S. history, and 41 percent as “poor”—Cheney exudes the confidence of one fully convinced that he will get away with it all.
And why not? Nothing, not his suspect role in the Enron debacle, which foretold the economic meltdown, or his office’s fabrication of the false reasons for invading Iraq, has ever been seriously investigated, because of White House stonewalling. Nor will the new president, committed as he is to nonpartisanship, be likely to open up Cheney’s can of worms.
Cheney has even had a pass on torture, the “enhanced interrogation” policy that he initiated in his first months in office. “Was it torture? I don’t believe it was torture,” he told The Washington Times on Monday, a week after the release of a unanimous Senate report concluding that the policies Cheney initiated indeed were responsible for torture. In fact, the Senate committee concluded that the model for the Cheney-Bush interrogation policy was the torture practices of the Chinese communists during the Korean War. But it’s not torture when the U.S. president does it, according to the legal judgments that Cheney’s chief counsel, David Addington, pushed through the administration.
Fortunately, Cheney’s view of the unquestioned unitary power of the presidency was scorned by Vice President-elect Joe Biden: “His notion of a unitary executive” Biden said, “meaning that, in time of war, essentially all power, you know, goes to the executive I think is dead wrong.”
With Biden occupying Cheney’s old office and presumably his secret bunkers as well, maybe we will, at last, learn a bit more of the nefarious truth about the man. One place to start is with the statement of retired U.S. Army Col. Larry Wilkerson, who was Colin Powell’s chief of staff and who stated unequivocally that Cheney was the primary author of the torture policy: “There’s no question in my mind where the philosophical guidance and the flexibility in order to do so originated—in the vice president of the United States’ office.”
That lame-duck Cheney was bellowing his claim of innocence in a series of friendly interviews should have been expected. For he, like the president he served, can use the self-proclaimed “global war on terror” as a convenient cover for eight years of treachery on all fronts: “If you think about what Abraham Lincoln did during the Civil War, what FDR did during World War II; they went far beyond anything we’ve done in a global war on terror.”
Actually, neither of those presidents authorized the waterboarding of prisoners or the other explicit acts of torture approved by this administration largely under the vice president’s direction. But the true absurdity of Cheney’s self-defense is in placing the nebulous war on terror at the same level of threat as the civil war that tore apart this country or the Nazi military machine that rumbled unstoppable across most of Europe, augmented by the military might of Japan.
The invocation of a “global war on terror” is a big-lie propaganda device that has no grounding in reality. The proof that “terrorism” does not exist as an enemy identifiable by commonality of structure, purpose and leadership comparable to the World War II Axis or the Confederacy can be found in its use as a target to justify the invasion of Iraq. An invasion billed as a response to the 9/11 attacks, which had nothing to do with Iraq.
The Bush administration, with Cheney in the lead, did not so much fight the danger of terrorism as exploit it for partisan political purpose. The record is quite clear that the administration was asleep at the switch before 9/11, blithely ignoring stark warnings of an impending attack. But the hoary warmongering after 9/11 afforded a convenient distraction from the economic problems at home. As I asked in a column on June 26, 2002: “Has the war on terrorism become the modern equivalent of the Roman circus, drawing the people’s attention away from the failures of those who rule them? Corporate America is a shambles because deregulation, the mantra of our president and his party, has proved to be a license to steal.”
That is the true legacy of Dick Cheney and the president he ill-served.

Have you seen the creepy movie of 2019, “Ready or Not” ?
It is a window into a bloodline family that has an occasional hunt for humans when a new family member is added.
What is outrageous about this graphic film is that they have it billed as “comedy horror.”
There is nothing funny about it, and there isn’t even anything even remotely approaching comic relief until near the end where the realistic and horrible portrayal of satanic violence is finally broken with outrageously bloody burstings of all but one of the remaining bodies.
For most of the film, grisly murders and a satanic ritual sacrifice are portrayed realistically and seriously, with all of the illuminati symbolism and the hateful double-entendre of the psychopath, satanist family.
This film is clearly gaslighting victims of SRA (Satanic Ritual Abuse) and it is full of triggers. Again – nothing funny about it. They are rather laughing at actual victims while programming non-victims to think SRA is only a joke. Not a peep of protest from the public or so-called “critics.”
And that is sick.

Former US President George W Bush, his Vice-President Dick Cheney and six other members of his administration have been found guilty of war crimes by a tribunal in Malaysia.
Bush, Cheney, Defense Secretary Donald Rumsfeld and five of their legal advisers were tried in their absence and convicted on Saturday.
Victims of torture told a panel of five judges in Kuala Lumpur of their suffering at the hands of US soldiers and contractors in Iraq and Afghanistan.
Among the evidence, Briton Moazzam Begg, an ex-Guantanamo detainee, said he was beaten, put in a hood and left in solitary confinement. Iraqi woman Jameelah Abbas Hameedi said she was stripped and humiliated in the notorious Abu Ghraib prison.
Transcripts of the five-day trial will be sent to the chief prosecutor at the International Criminal Court, the United Nations and the Security Council.
A member of the prosecution team, Professor Francis Boyle of Illinois University’s College of Law, said he was hopeful that Bush and his colleagues could soon find themselves facing similar trials elsewhere in the world.
The eight accused are Bush; former US Vice President Richard Cheney; former US Defense secretary Donald Rumsfeld; former Counsel to Bush, Alberto Gonzales; former General Counsel to the Vice President, David Addington; former General Counsel to the Defense Secretary, William Haynes II; former Assistant Attorney General Jay Bybee and former Deputy Assistant Attorney General John Yoo.
Tribunal president judge Tan Sri Lamin Mohd Yunus said the eight accused were also individually and jointly liable for crimes of torture in accordance with Article 6 of the Nuremberg Charter. “The US is subject to customary international law and to the principles of the Nuremberg Charter and exceptional circumstances such as war, instability and public emergency cannot excuse torture.”

Bush Found Guilty of War Crimes
KUALA LUMPUR: The War Crimes Tribunal has convicted former US President George W. Bush and seven of his associates as war criminals for torture and inhumane treatment of war crime victims at US military facilities.
However, being a tribunal of conscience, the five-member panel chaired by tribunal president judge Lamin Mohd Yunus had no power to enforce or impose custodial sentence on the convicted eight.
“We find the witnesses, who were victims placed in detention illegally by the convicted persons and their government, are entitled to payment of reparations,” said Lamin at a public hearing held in an open court at the Kuala Lumpur Foundation to Criminalize War yesterday.
He added that the tribunal’s award of reparations would be submitted to the War Crimes Commission and recommended the victims to find a judiciary entity that could enforce the verdict.
The tribunal would also submit the finding and records of the proceedings to the Chief Prosecutor of the International Criminal Court, the United Nations’ Security Council.
On Thursday, head of the prosecution Prof Gurdial Singh Nijar said Bush had issued an executive order to commit war crimes in Iraq and Afghanistan.
Five former Iraqi detainees, who were tortured while being detained in various prisons, including Guantanamo Bay, were called to give their testimonies before the Tribunal during the trial which started on May 7.

Press TV has reported the court heard evidence from former detainees in Iraq and Guantanamo Bay of torture methods used by US soldiers in prisons run by the American forces.
One former inmate described how he had been subjected to electric shocks, beatings and sexual abuse over a number of months.
A high ranking former UN official, former UN Assistant Secretary General, Denis Halliday, who also attended the trial, later told Press TV that the UN had been too weak during the Bush administration to enforce the Geneva Conventions.
He said: “The UN is a weak body, corrupted by member states, who use the Security Council for their own interests. They don’t respect the charter. They don’t respect the international law. They don’t respect the Geneva Conventions… A redundant, possibly a dangerous, and certainly corrupted organization.”
Following the hearing, former Malaysian premier Mahatir said of Bush and others: “These are basically murderers and they kill on large scale.”
It was the second so-called war crimes tribunal in Malaysia.
The token court was first held in November 2011 during which Bush and former British Prime Minister Tony Blair were found guilty of committing “crimes against peace” during the Iraq war.

The Stagflation Trap Will Lead To Universal Basic Income & Food Rationing

There is a very real threat of government price controls, which would suffocate production and reduce the supply of goods even further.
Remember, the Federal Reserve answers to no one, including government officials.
This past week during a conference discussing Biden’s “Build Back Better” scheme House Speaker Nancy Pelosi was confronted with questions on skyrocketing inflation.
After referring to higher gas prices as the “Putin Tax”, she went on to offer perhaps the dumbest (or most insidious) denial on the causes of inflation that I have ever heard. She stated:
“When we’re having this discussion, it’s important to dispel some of those who say, well it’s the government spending. No, it isn’t. The government spending is doing the exact reverse, reducing the national debt. It is not inflationary.”
Anyone with a basic understanding of economics and how central banks operate must have felt their brains explode when they heard this, I know I did. But before I get into the numerous reasons why this claim is completely false in every way, I want to give a warning – It’s very easy in this situation to assume that Pelosi and even Biden are making these arguments because they are too stupid to grasp the fundamentals of debt creation, money velocity and fiat. That said, never mistake evil for mere ignorance.
All higher level representatives of the White House are briefed by economic experts (spin doctors) well before they answer any questions on inflation, and the things they say have been carefully scripted. It’s possible Pelosi mixed her lies up a little bit, but the narrative the establishment is trying to promote is well planned. Asserting that money creation is a counterbalance to inflation instead of the cause is not brilliant, but it’s not designed to convince many people, only create confusion.
Let’s not forget that only last year these same people were telling the public that inflation was purely “transitory” and that there was nothing to worry about. Now they are trying to cover their tracks and the culpability of the Federal Reserve. I believe the goal here is to simply stall for time until the stagflationary collapse unfolds. They have the perfect scapegoat as they launch an economic war with Russia (and likely China in the near term), and the effects of this war will hurt the US and Europe far more than many realize.
To quickly break down Pelosi’s bizarre statement I will make a couple of root observations:
First, paying down the national debt has NOTHING to do with reducing inflation. Even if you could somehow gather enough assets to pay off the national debt without creating new dollars from thin air the current inflationary problems would persist. There would still be the matter of the tens of trillions of dollars already fabricated and floating around the global economy. Inflation is directly related to money supply and money velocity. The national debt is secondary to the issue.
Second, we need to ask the most obvious question: If government spending “reduces the national debt” by paying it down, then why hasn’t the national debt gone down?
The Fed and the US government created over $6 trillion in fiat money in 2020 alone, and the national debt only went higher. In fact, the explosion of the national debt correlates DIRECTLY to the amount of dollars created by the Fed to supply various stimulus policies and bailouts over the years. The national debt in 2008 at the onset of the credit crash was around $10 trillion. It took hundreds of years to reach that level. In the span of only 14 years of Fed money creation the debt has now TRIPLED to over $30 trillion.
I’ll say it again – Government spending and Fed stimulus has tripled the size of our national debt in less than 14 years. And, of course, inflation has spiked as the amount of dollars injected into the global system causes the buying power of our currency to decline dramatically. More fiat dollars equals less buying power. This is reality.
Also, using Russia as a scapegoat just doesn’t hold up on the logic meter. The assertion by Pelosi, Biden and many establishment leftists has been that blocking Russian oil to the US is leading to inflation in multiple sectors of the economy, but it’s “necessary” to stop Putin’s invasion of Ukraine. One might assume that we use a lot of Russian oil. We don’t.
Russian crude oil only makes up 3% of US imports. Therefore, there is no way that sanctions on Russian oil are the cause of rising prices, nor do these sanctions have any effect on the Kremlin. Inflation was hitting 40 year highs back in December of last year, well before the war in Ukraine. In fact, news on the Fed’s interest rate hikes moves oil markets far more than news on Ukraine.
To summarize, I have a special message for Nancy Pelosi: Please so us a favor and shut up, you blood sucking crone. The American people are smarter than you, and your propaganda script is full of holes.
Onward to more important issues…
This narrative is not only about protecting the Biden Administration, it is also about protecting the Federal Reserve. As former Fed Chair Alan Greenspan once openly admitted, the central bank answers to no one, and that includes government officials. Many theorize that it is actually the central banks and international banks that make the majority of policy decisions for government, and politicians have very little say in matters. I’m inclined to agree given the number of banking elites and globalist Council on Foreign Relations members that seem to permeate every single presidential cabinet (this includes Trump’s cabinet as much as Biden’s).
Biden is an empty shell of a man barely able to maintain a semblance of sanity, who do you think really runs the country?
I have been writing a lot lately about how establishment elites and globalists actually benefit greatly from a stagflationary crisis, as long as they are able to divert blame to other sources and are not targeted for retribution by the public. One of these benefits includes a cover event for an agenda that the World Economic Forum calls the “Great Reset,” which is essentially just another name for “New World Order.”
Isn’t it marvelous that the government and media hailstorm of covid fear porn that was bombarding Americans only a few months ago has now suddenly vanished? What happened? Well, the establishment was defeated, that’s what happened. With conservatives and moderates in red states in the US and in nations around the world fighting back against the lockdowns and vaccine passports the globalists must have realized the battle in the long run was lost. Suddenly all talk of passports and medical tyranny is gone.
I realize there are some people out there that give the globalists too much credit and still argue the covid scheme was some kind of success. These people are wrong. If you want to see what success looks like go to China, where hundreds of millions are still suffering from lockdowns today and no one can do anything without an up-to-date vaccine passport and QR code. In China the vax passports are also used for tracking of the population as well as an element of their social credit scores. This is what the globalists wanted for all nations including the US, and they didn’t get it. Therefore, it’s on to the next crisis.
The stagflation threat worries me more than any other for a number of reasons, and it’s not just because of the potential for extreme poverty. As we all know, the strategy of “order out of chaos” is about creating enough desperation within a target population that the people are willing to give up their freedoms in exchange for a semblance of safety and normalcy. But what specific controls would the establishment seek out?
Stagflation has the ability to trigger much higher prices in necessities, while it simultaneously drags GDP down along with wages, jobs, manufacturing, etc. There is also the very real threat of government price controls, which would suffocate production and reduce the supply of goods even further. We are not quite to this point yet, but the danger is approaching fast.
There are two initiatives within the WEF’s Great Reset agenda that parallel stagflation almost exactly and I predict we will be hearing about them often in the coming year.
The first initiative is the concept of Universal Basic Income (UBI); we heard a lot about this a few years ago but the idea didn’t stick too well with the American public. The truth, however, is that we already had UBI for a time in the form of “covid stimulus checks.” This helicopter money was funded by over $6 trillion in central bank fiat created from nothing, and then directly injected into citizen accounts. It was barely enough for people to live on by itself, but in conjunction with other welfare programs and unemployment checks millions of people were living the easy life at home for well over a year. The money was so easy that the policy actually triggered a national labor shortage.
This small taste of UBI might have given people the wrong impression about such stimulus programs. After the covid programs the public might be led to believe that UBI would result in a carefree life with money to go around. By themselves without the benefit of other welfare programs, the covid checks would not have been enough to keep people housed and fed; the standard of living for the average person would have to fall dramatically for UBI to work at all. Enter stagflation…
With economic decline crushing our living standards it could be easier for the establishment to lure the public into UBI. Along with communist-style price controls across the board (and a reduced population due to starvation and poverty) the public would be able to survive, but barely. There would no longer be such a thing as “personal wealth,” only the scraps that governments and bankers are willing to throw people. On top of that, resistance to authoritarianism would be nearly impossible. Once the government takes on the role of mommy and daddy and the the only source of food and housing for the citizenry they are far less likely to stand against any abuse the establishment wants to dish out.
UBI is a candy coated trap which breeds dependency in a population. Free money is an addictive drug, and America just had a big taste during the pandemic.
This leads us into the second WEF Great Reset program, which is the concept of the “shared economy.” The globalists think that you should own nothing, have no privacy, and be happy about it. The initial danger here involves rationing. A government cannot institute UBI measures during a stagflationary crisis without also instituting price controls, because otherwise the fiat stimulus used to provide the UBI checks would only create MORE inflation in prices. If UBI is meant to offset inflation but it creates more inflation, then UBI becomes useless. This is another little fact that people like Pelosi will try to gloss over when they claim that money printing helps “fight inflation.”
When price controls are implemented manufacturing will implode further, because price controls mean producers of necessities will not be able to make much of a profit (or they will make no profit at all). There will be no incentive to produce among the people that actually know how to produce, and these people are not easy to replace. The supply of goods will not be able to meet demand. Naturally, the government will take the opportunity to limit the amount of goods any single person or family is allowed to purchase or stockpile through rationing cards.
These kinds of measures have been used in the past, usually during wartime or under communist regimes. But in this case the rationing will be digital and permanent, and it will be designed to further control food and other resources as a means to prevent rebellion by the public. If you can’t store more than a week’s worth of necessities at any given time, then your ability to defy the government is nonexistent unless you know how to live off the land or have access to black markets. All they have to do is cut off your monthly UBI checks and ration account and watch you starve.
I will cover solutions to these problems in an article coming soon. I think it’s important that people within the liberty movement and outside of the liberty movement start thinking about the scale of the crisis we are facing. It’s not just about economic disaster and adapting to the loss of supply chains and stable currencies; it’s not just about survival. It’s also about fighting back against the inevitable government response to the crisis. They will try to take advantage of people’s pain, and use it to lure those people into slavery.

Cheney Revives Parvus `Permanent War’ Madness

It was never a secret that the ranks of today’s Washington neo-conservative war-party are filled with former first and second generation Trotskyists—personified by Irving Kristol, the former Shachtmanite Trotskyist, self-described “Godfather” of the entire neo-con apparatus, and the father of Weekly Standard editor William Kristol. What was ignored was the fact that both they and Vice President Dick Cheney are still fanatically committed to former Bolshevik minister of war Leon Trotsky’s doctrine of “permanent revolution,” and to the kind of permanent war which Cheney has created in Iraq, and is preparing to launch, very soon, as nuclear-armed warfare against Iran, and similarly permanent warfare against Syria, in South America, and elsewhere as soon, and as often as possible. It is this doctrine, which most historians associate with the name of Josef Stalin rival Leon Trotsky and his followers, which is presently the most immediate threat of mass-murderous violence to the world as a whole.
It is also the leading active threat to the continued existence of the U.S.A. as a constitutional republic, here, at home.
That is the root of the wide-spread failure of most leading circles in the U.S. and Europe to grasp the true nature of the menace which has been unleashed as a result of Vice President Cheney’s adoption of a doctrine which the Russian-born British intelligence asset Alexander Helphand, also known as “Parvus,” dictated to Leon Trotsky’s effort to overthrow Russia’s Tsar in the revolution of 1905. What Helphand dictated to his dupe Trotsky, in writing, personally, there at that time, is a doctrine of “permanent revolution/permanent war” which Trotsky himself defended up to the moment of his murder by a Soviet assassin, in Mexico in 1940. That is the policy actually being conducted by Cheney’s alleged former Trotskyist, neo-conservative advisors today. That is the the policy which has unleashed the monstrous and worsening catastrophe which Cheney’s continued policies, and Cheney’s lies to the U.S. Congress, have created, which is moving now to the brink of a new disaster, in the entire region of Southwest Asia today. The facts which more than prove all this are not only clear. The greatest threat to the U.S. today, is the failure of most leading circles here, and in Europe, to understand the vast mass of often overlooked evidence which must be understood if we are to prevent the now financial-crisis-wracked U.S. and the world from being lured, very soon, into an early catastrophe beyond the calculations of most leading circles among governments still today.
Those critics who do not understand what is really behind Cheney’s murderous rages and lies, and think that the “neo-cons” have failed in Iraq, are people simply do not yet understand the real goals of Cheney’s ongoing policy.
True, the George W. Bush Administration has succeeded to an alarming degree, leaving Iraq in a state of Sunni versus Shi’ite, Kurd versus Turkmen, and even Shi’ite versus Shi’ite civil war, that could go on for generations, and which threatens to soon spread to all of the neighboring states.
No competent strategists are surprised by this result of Bush Administration war-policy. What we are seeing today, is the foreseeable fiasco of Bush war policy which prompted many leading American military commanders and diplomats, like Gen. Anthony Zinni and Ambassador Chas Freeman, to vocally oppose the Cheney/neo-con Iraq adventure, long before the first American troops crossed into Iraqi territory.
The neo-Trotskyist neo-cons and their hooligans, typified by Dick Cheney, were not out simply to establish a stable American imperial occupation, seize control over the oil fields, and blackmail rival states like China with the cutoff of petroleum, as many Bush-Cheney critics presume. Cheney’s gang never intended to end, with some form of Pax Americana. It was intended to be the first of a succession of permanent wars, engulfing the entire Persian Gulf and extended Southwest and Central Asian regions in decades of chaos, fostering a domino of “failed states,” and causing global economic and political mayhem, all to the benefit of a private financier oligarchy, largely centered in the City of London and its offshoots based in the Caribbean region, in such locales as the Cayman Islands.
The already ongoing civil war in Iraq, fueled every step along the way by Bush Administration policy actions, reflected the intentions of the most hard-core of the neo-con ideologues, a cabal centered out of the Office of the Vice President, and together with such neo-Trotskyist “think-tanks” as the American Enterprise Institute and the Hudson Institute.
Just because President George W. Bush was foolish enough to believe the kindergarten propaganda of the neo-cons about a “cakewalk” victory, a flourishing of Iraqi democracy, and the immediate free flow of Iraqi oil, does not make it true. The President, with his bizarre Promise Keeper fundamentalist religious dogmas, is, after all, the perfect Straussian politician, the fool duped by the scheming “philosophers” who ply him with lies, which he takes as the gospel truth, and spreads to an equally duped, mindless following.
The intent to foster permanent revolution and permanent war according to Helphand’s doctrine throughout Southwest Asia was clearly spelled out, years before the Iraq war, by a group of American neo-con “chickenhawks” in the July 1996 “A Clean Break” paper, delivered to then-Israeli Prime Minister Benjamin Netanyahu. Authors Richard Perle, Douglas Feith, David Wurmser, Meyrav Wurmser, Charles Fairbanks (surrogate and former college roommate of Paul Wolfowitz), et al. spelled out an unambiguous scheme to spread war from Iraq to Syria, Lebanon, and Iran, on to Saudi Arabia, and, ultimately, to Egypt. According to one well-informed U.S. intelligence source, the essence of the neo-cons’ “Clean Break” plan was to bust up the “Sunni Stability Belt,” centered around Saudi Arabia and Egypt, which had provided a degree of stability to the region throughout the Cold War era, and had assured the free flow of Persian Gulf oil to the world.
The sequence of premeditated steps, taken by the Bush-Cheney Administration neo-cons, in bringing occupied Iraq to the brink of chaos and destruction, cannot be credibly written off to bad judgment, greed, or naive utopianism. This starts with “Clean Break” co-author Doug Feith’s rejection of all State Department expert plans for the post-conflict occupation and reconstruction of Iraq; continues through the Wolfowitz-ordered dismantling of the entire Iraqi Army and Ba’athist infrastructure; and carries through the fostering of Shi’ite versus Sunni conflict—what Dr. Phebe Marr described at a recent Washington event as the “Lebanonization” of Iraq.
On to Damascus and Tehran
Indeed, as this issue of EIR goes to press, Vice President Cheney and his cohorts have escalated the next phase of their war plans against both Syria and Iran.
On Sept. 14, the Washington Post reported that Bush Administration chief arms control official, Dr. Robert Joseph, has been making Power Point presentations to diplomats from more than a dozen countries, claiming to prove that Iran has been secretly pursuing a nuclear weapons program, and must be confronted. The presentation, “A History of Concealment and Deception,” is reminiscent of the same kinds of briefings, conjured up by the Pentagon’s Office of Special Plans, to make the case for the preemptive war against Iraq, prior to the March 2003 U.S. and British invasion. Dr. Joseph, the Richard Perle protégé who replaced the neo-conservative acting United Nations Ambassador John Bolton, as the State Department’s chief arms control negotiator, was formerly with the Condoleezza Rice National Security Council, where he authored the infamous “sixteen words” in President George W. Bush’s January 2003 State of the Union Address, falsely accusing Saddam Hussein of seeking uranium from Africa to build nuclear bombs. That “Saddam has nukes” disinformation campaign was pivotal to bullying the U.S. Congress into acquiescing to the Iraq preemptive war.
Through a series of leaks, including a Sept. 11 Washington Post front-page story by Walter Pincus, it has been confirmed that Vice President Cheney and Secretary of Defense Donald Rumsfeld are promoting the integration of “mini-nukes” into the conventional arsenal of the U.S. military. As EIR widely exposed in July, Cheney is openly promoting a preventive nuclear strike against scores of targets inside Iran, all ostensibly secret nuclear weapons facilities and related sites. Such a U.S. or U.S.-Israeli air strike against Iran would trigger an out-of-control asymmetric war, soon engulfing the entire planet, and making the United States the number one enemy of more than 1.6 billion Muslims for generations to come. Such precedent-setting U.S. mini-nuke strikes against Iran would usher in a planetary “New Dark Age,” highlighted by $150-200 barrels of oil.
On Sept. 14, U.S. Ambassador to Iraq Zalmay Khalilzad raced back to Washington to deliver a press conference, denouncing Syria for its continued involvement in the Iraq insurgency, vowing, on behalf of the Bush Administration, that “no option,” including military strikes, was off the table, if Syria continued to back the Iraq insurgents.
To be sure, there are legitimate complaints to be raised with the regimes in both Tehran and Damascus. But the present renewed war drive by Cheney et al. against Iran and Syria is not intended as a “diplomatic stick” aimed at facilitating a diplomatic solution. To comprehend what it is that makes Dick Cheney’s handlers tick—like the second generation Anglo-Soviet “Trust” agent George Shultz—it is necessary to dissect the actual history of the doctrine of permanent war/permanent revolution, and then, revisit the events of the past five years of the Bush-Cheney regime from that fresh standpoint.
Permanent Imperialism
In a Sept. 14, 2005 memorandum to colleagues, Lyndon LaRouche wrote: “The use of the interchangeable terms, ‘Permanent Revolution’ and ‘Permanent War’ is merely a substitution of labels for the long-standing term ‘imperialism’…. ‘Permanent Revolution’ is an Anglo-Dutch Liberal’s neo-Venetian Party term, describing the character and aims of British imperialism as rooted in the reign of a financier-oligarchical system through destroying all prospective sources of patriotic challenge to empire by policies of ‘permanent regime-change’ (‘permanent revolution’) and ‘permanent warfare.’ ”
LaRouche continued, “The shift, by the Anglo-Dutch Liberals and their financier-oligarchical rivals and partners, away from emphasis on crown colonies to more or less global financier-oligarchical tyranny, is aptly reflected by a shift of emphasis to the essential predicates of imperialism (e.g., ‘permanent regime-change’ and ‘permanent warfare’) from the emphasis on the optional predicate of colonial territory. In both variants, emphasis upon colony, and emphasis on globalized financier-oligarchical power, the sovereign nation-state is the adversary which the imperialist must continually move to subvert and destroy.”
The American System Goes Global
The doctrine of “Permanent Revolution/Permanent War,” widely associated with the Bolshevik revolutionary Leon Trotsky, emerged in a very specific historical context—the late 19th- and early 20th-Century period, in which the ideas of the American System of political economy were gaining wide support among leading governments and political circles throughout Eurasia. This posed an existential threat to the British Monarchy/British East India Company-centered Anglo-Dutch empire, and to the head of that cabal, the “Prince of the Isles” Edward Albert, later Britain’s King Edward VII.
In the immediate aftermath of the defeat of the British-backed Southern secessionist insurrection known as the American Civil War (1861-65), the United States, despite the British-sponsored assassination of President Abraham Lincoln, emerged as the world’s leading industrial power. What was known as the American System of political economy, associated with U.S. Treasury Secretary Alexander Hamilton, and such later Hamiltonians as Henry Carey, John Quincy Adams, Henry Clay, E. Peshine Smith, the German Careyite Friedrich List, et al., established a system of protective tariffs, national banking, infrastructure investment, the promotion of science and technology, and other measures. The American System was universally known, at the time, to be the deadly, feared enemy of the British System of free trade, private central banking, slave labor, and global cartels.
It was the industrial might of the Federal states—based on the Hamiltonian American System policy—that provided the margin of victory against the Confederate insurrection. Lincoln was also greatly assisted by the vital international support of his close ally, Russia’s Tsar Alexander II, who deployed the entire Russian navy to North American to deter Britain and France from entering the war on the side of the Confederacy.
In a fitting celebration of the American System, a Centennial fair was convened in Philadelphia in 1876, which aimed to spread the American System around the world. In this period, these ideas took root in the new unified German state, under Bismarck, which adopted the ideas of Friedrich List, and which established joint industrial ventures between leading American figures like Thomas Alva Edison and German industrialists Walther Rathenau and Werner von Siemens. In Russia, American and Russian engineers collaborated on the construction of the Trans-Siberian Railroad, which was modelled on the U.S. Transcontinental Railroad project, which had helped consolidate a unified continental republic, following the disasters of the Civil War. Under the leadership of Sergei Witte (see accompanying article), Russia emerged, at the end of the 19th Century, as the fastest-growing industrial nation in Eurasia. In Japan, under the Meiji Restoration, the American System was adopted, with Carey protégé E. Peshine Smith serving as a leading economic advisor to the Japanese Emperor. Similar American System ideas were adopted in the France of Gabriel Hanotaux, which launched ambitious plans to build railroads across Africa. In China, Sun Yat-sen was trained by American missionaries in the ideas of Hamilton and Carey, and a Chinese republican movement advanced detailed plans for the integration and modernization of China. Other examples of the spread of the American System abounded in South America and as far away as Australia.
The British Empire Strikes Back
In London, Prince Edward Albert, the son of Queen Victoria, who would later become King Edward VII, viewed this spread of the American System with great alarm. The British response, over the course of the next 40 years, would be to spread perpetual warfare across Eurasia, through an array of manipulations, playing one nationality off against another, assassinating key republican political leaders, fostering the growth of deeply flawed pseudo-political movements and ideologies, conducting each-against-all diplomatic maneuverings, and fomenting “regime changes,” ultimately leading to two successive World Wars. In every instance, British agents, often operating under the cover of official diplomatic postings, forged alliances with the most backward feudalist and fundamentalist factions within the targetted nations—often through Freemasonic lodges and other secret societies, created phony “liberation” movements, and recruited and deployed key agents.
Thus, instead of a Eurasia, united behind American System republican ideas and concrete great development projects, the British manipulated the Franco-Prussian, Balkan, Sino-Japanese, and Russo-Japanese wars. The Balkan Wars of 1912-13 led, lawfully, into World War I. The “Young Turk” revolution in Turkey, secured for Britain, and an allied France, the breakup of the Ottoman Empire, and its replacement by an Anglo-French series of protectorates throughout the Near East. In the course of these efforts, British Intelligence fostered the Muslim Brotherhood as a permanent insurrectionist force within the entire Islamic world. The British Freemasonic agent who inspired the launching of the Muslim Brotherhood, Jamal ad-Deen al-Afghani, was himself a collaborator of the French Synarchists, yet another global conspiratorial apparatus that would spawn 20th-Century fascism, and would later be the model on which the current disastrous Maastricht Treaty and the European Monetary Union would be based.
In all of these efforts the British apparatus of Prince Edward Albert modelled their actions on those of the Venetian republic, which emerged as the center of the new European rentier financial oligarchic power, in the wake of the collapse of the Byzantine Empire. As the center of European power shifted from the Mediterranean northward, Venice morphed into the Dutch and later Anglo-Dutch liberal system of global financier dominance, over the course of the 15th-18th Centuries. By the time that Prince Edward Albert emerged as the heir to the legacy of Lords Shelburne and Palmerston, London had become the global center of what came to be known as the “Venetian Party.”
The Russian Revolution
The destruction of Russia was of particularly great importance to London’s oligarchs. From the time of Catherine the Great, whose League of Armed Neutrality played a pivotal role in securing the victory of Benjamin Franklin and George Washington’s American Revolution, the prospect of Russo-American collaboration posed a grave threat to the power of the British Empire. In the aftermath of the American Civil War, in which Russia, once again, was instrumental in an American victory, the spread of American System ideas into Russia was taking on alarming proportions. The great Russian scientist Dmitri Mendeleyev had attended the 1876 Philadelphia Centennial Exposition, and he was collaborating with Russian Minister Witte, in the industrialization of Russia, driven by the eastward expansion of the Trans-Siberian Railroad. American railroad engineers, who had built the Transcontinental Railroad, after serving in the Army Corps of Engineers during the Civil War, were now in Russia, working with their Russian counterparts, on the Trans-Siberian. Upon the completion of the Trans-Siberian Railroad, the first railroad locomotive to traverse the Eurasian line would be build by the Baldwin Company of Philadelphia, Pennsylvania.
Illustrative of the pro-American outlook of the leading Russian modernizers was an 1899 memo from Minister of Finance Witte to Tsar Nicholas II, in which he wrote: “The welfare of Your Empire is based on national labor. The increase of its productivity and the discovery of new fields for Russian enterprise will always serve as the most reliable way for making the entire nation more prosperous. We have to develop mass-production industries, widely dispersed and variegated. We must give the country such industrial perfection as has been reached by the United States of America, which firmly basis its prosperity on two pillars—agriculture and industry.” The eastward development of Siberia, centered on the Trans-Siberian Rail project, was key to Witte’s concept of Russian modernization. Among other things, Witte wanted to open Siberia to colonization by Russia’s Jews, who remained in terrible ghetto conditions in the Pale of Settlements, and were subject to frequent pogroms.
The British, unfortunately, had their allies and agents inside Russia as well. Indeed, in 1881, Tsar Alexander II, the great ally of Lincoln and the liberator of the serfs, was assassinated by the terrorist Narodnaya Volya (People’s Will) group. Their plot against the Tsar was not only not blocked, but was even facilitated by the leaders of the Tsar’s own security service, men who profoundly opposed the modernization of Russia, which threatened to break the power of the landed feudal oligarchy. Several of them were direct collaborators of the British Balkan Wars project in the 1870s, as well. In the aftermath of the assassination of Alexander II, this same grouping created a secret society called the Holy Brotherhood, ostensibly to do a better job of protecting the monarch. The Holy Brotherhood would spawn the Okhrana secret police agency, which would be pivotal in fomenting the events leading to the Russian Revolution.
Zubatov and ‘Police Socialism’
One of the key figures who would be unleashed against Witte and the modernizers was an Anglophile police agent, Sergei Zubatov. In 1896, despite the fact that he had been earlier jailed for terrorist activities, Zubatov was appointed chief of the Russian secret police, the Okhrana, in Moscow. The Okhrana had been founded by Count N.P. Ignatiev, a military commander of the Russian forces during the first Balkan Wars of 1875-78, which had been orchestrated from London. Ignatiev’s close collaborator, V.P. Meshchersky, was Zubatov’s immediate patron, securing him the Moscow post. Meshchersky was also a literary patron of Fyodor Dostoevsky, who propagandized for the Balkan wars, and of the German philosopher of nihilism, Friedrich Nietzsche. Zubatov absorbed these philosophical views into his police work.
Prior to taking the Moscow post, Zubatov had spent a dozen years conducting police infiltration of the various leftist and socialist groups that had proliferated inside Russia. He was an avid reader of British Fabian Society literature, and frequently used the writings of Sidney Webb as recruiting tools for his own “revolutionary cells.”
Zubatov spelled out his plans in an 1898 memo to another Moscow police official: “While a revolutionary advocates pure socialism, he can be dealt with by means of repressive measures alone, but when he begins to exploit for his purpose minor shortcomings of the existing lawful structure, the repressive measures alone cease to be sufficient. It becomes necessary to take the very ground from underneath his feet.”
While unions were banned in Russia, Zubatov launched his own “mutual-aid societies” which were among the only legal “mass movements” in Russia. These Zubatov unions were filled with targets of Zubatov’s police repression and brainwashing techniques. Socialist leaders were arrested, and then subjected to indoctrination, often by Zubatov himself. Workers were taught to distrust the social democrats, and to focus on purely “economic” self-interests. By 1902, Zubatov had organized scores of “police unions,” and had successfully orchestrated attacks against some of the leading Russian manufacturers of the Witte faction. Zubatov also organized a number of Zionist unions as well, even as his close Okhrana collaborator, the Paris-based Peter Rachkovsky, penned the forged “Protocols of the Elders of Zion” to instigate a new pogrom against the Russian Jews, who had been among the enthusiastic backers of Witte’s modernization efforts. Zubatov had also inaugurated his own secret assassination squads, called the Battle Organizations, which were used to eliminate government ministers and other enemies of the Holy Brotherhood/Okhrana apparatus.
In August 1902, Zubatov was transferred from Moscow to St. Petersburg, where he became chief of the Special Section of the police, under police chief Aleksei Lopukhin. A massive expansion of the agent-provocateur recruitment was launched by the duo; within a year, there were over 16,000 paid provocateurs on the police payroll, according to published accounts, based on a review of the police files, following 1917.
Among Zubatov’s leading agent-provocateurs was Father Georgi Gapon, a Russian Orthodox rabble-rouser, who organized a number of the Zubatov police unions. It was Father Gapon who led the march on the Tsar’s Winter Palace on Jan. 9, 1905, “Bloody Sunday,” which launched the first insurrection against the Russian state.
Jabotinsky and Parvus
Another of the Okhrana agent-provocateurs employed by Zubatov in the insurrections against the Russia of Witte and the American System was Vladimir Jabotinsky, later known as the founder of the Revisionist Movement in Zionism and an enthusiastic supporter of Mussolini’s Fascism. In the Spring of 1902, Jabotinsky was arrested and spent seven weeks in Okhrana custody, going through the Zubatov indoctrination. He would, according to one biographer, operate “for several years under the supervision of the police,” particularly in Odessa, which was the scene of many of Zubatov’s most successful labor insurrections against Russia’s nascent industrialization. Jabotinsky’s activities were also funded directly by Maxim Gorky, a well-documented Okhrana operative and conduit of Zubatov payouts.
Jabotinsky’s career would cross that of another of the most important operatives of the Bolshevik revolutionary epoch, Alexander Israel Helphand (a.k.a. “Parvus”). Both Jabotinsky and Parvus edited publications of the British/Venetian-spawned Young Turk movement, which helped instigate London’s Balkan Wars and the overthrow of the Ottoman Empire.
Like Jabotinsky, Parvus (1867-1924) came from an Odessa family steeped in the grain trade. By 1886, Helphand/Parvus had already become involved in the Okhrana-spawned Russian socialist scene, travelling to Switzerland to participate in the Emancipation of Labor group, led by a number of documented Okhrana agents, including Lev Deutsch, and suspected Okhrana man Georgi Plekhanov. Parvus would be instrumental, during the 1890s, in shifting the focus of Russian revolutionary socialism from agrarian peasants to industrial workers—in keeping with Zubatov’s efforts to target the Russian modernizers through “class warfare” provocations. By 1900, Parvus had joined the inner circle of the Bolsheviks, using his Munich, Germany apartment to house the printing press for the group, and hosting V.I. Lenin and other leaders. According to several biographical accounts, by 1902, Parvus was receiving direct Okhrana funding through Gorky, who gave Parvus the rights to publish his works abroad.
Once “Bloody Sunday” unleashed the revolutionary destabilizations in St. Petersburg, Parvus appeared on the scene, as a leading collaborator of Leon Trotsky and other leaders of the Petersburg Soviet. Parvus and Trotsky bought a liberal newspaper, Russkaya Gazeta, to rival the Bolshevik publication, and soon had a circulation of 500,000. Parvus and Trotsky turned the newspaper into a radical provocateur organ, much to the delight of the Okhrana, which would soon launch a police crackdown on the entire social democratic scene.
When the entire leadership of the Petersburg Soviet—including Trotsky—was rounded up and jailed in December 1905, Parvus escaped the police clutches. When he was later captured, he escaped police custody, courtesy of the Okhrana agent Lev Deutsch. Parvus next turned up, via Germany, in Constantinople, as a “journalist” covering the Young Turk rebellion against the Ottomans, a crucial prelude to the British-manipulated second Balkan War. It would be at this moment that Parvus’s ties to the leading European “Venetian Party” factions would be publicly shown.
The Young Turks
In 1908, the Committee for Union and Progress, otherwise known as the Young Turks, carried out a military coup, overthrowing the Sultan and seizing power over the Ottoman Empire. Launching ethnic cleansing campaigns against all non-Turkic peoples, including Armenians, Greeks, and Bulgarians, the Young Turk regime played a pivotal role in provoking the 1912-13 Balkan Wars, through their brutality towards the minorities. By their own accounts, the Young Turks based their revolution on a version of Pan-Turkism that had been devised by an advisor to the Sultan in the 1860s who was, in fact, an agent of Britain’s Lord Palmerston. The Young Turks also preached a rabid anti-Russian ideology, which was inspired by Wilfred Blunt, a top British Intelligence official, whose own ideas about playing an “Islamic card” to destroy Russia predated those of Britain’s Bernard Lewis by a full century.
The actual founder of the Young Turk movement was an Italian Freemason and grain trader named Emmanuel Carasso. Jewish by birth, Carasso had been a founder of the Italian Masonic lodge in Salonika, called the Macedonia Risorta Lodge. Virtually all of the members of the Young Turk leadership were lodge members. The forerunner of the Macedonia Risorta Lodge was founded by a follower of another Palmerston agent and revolutionary provocateur, Giuseppi Mazzini.
Carasso was a leading financier of the entire Young Turk insurrection, and during the Balkan Wars, he was not only the head of Balkan intelligence operations for the Young Turks; he was in charge of all food supplies for the Ottoman Empire during World War I, a lucrative business which he shared with Parvus.
Carasso also financed a number of newspapers and other propaganda outlets for the Young Turks, among them the newspaper The Young Turk, which was edited by none other than Vladimir Jabotinsky. Another of Carasso’s “business” associates was Parvus, who became economics editor of another Young Turk journal, The Turkish Homeland. Parvus also became a partner of Carasso in the grain trade, and in the arms business, and became independently wealthy.
The Young Turk operation was headed, from London, by Aubrey Herbert, a grandson of one of Mazzini’s controllers, who himself died while leading revolutionary mobs in Italy in 1848. Aubrey Herbert headed all British Intelligence operations in the Middle East during the period of World War I, and no less a figure than Lawrence of Arabia identified Herbert as the actual head of the Young Turk insurrection. Herbert’s career is the subject of the historical novel, Greenmantle, by World War I British intelligence official John Buchan.
Emmanuel Carasso’s pivotal role in the Young Turk movement and the resulting Balkan Wars of 1912-13, is of significance from one additional standpoint. Carasso was a protégé and business partner of Volpi di Misurata, the leading Venetian banker of the early 20th Century, who not only sponsored the Young Turk insurrection, but also promoted the Black Shirt takeover of Rome and went on to run the Mussolini Fascist regime from his various posts as Minister of Finance (1925-28), member of the Grand Council of Fascism, president of the Fascist Confederation of Industrialists, and, most important, as the chief public representative of a group of aristocrats around Count Piero Foscari, of the ancient Venetian dogal family.
The Venetian banker Volpi was closely allied with City of London financiers throughout. And the Young Turks, once they took power, made no secret of their London ties. In 1909 the Ottoman Navy was put under the command of a British admiral; the British Royal Family’s own banker, Ernst Cassel, established and managed the National Bank of Turkey; and British officials advised the Ministry of Finance, the Interior Ministry, and the Ministry of Justice. The Young Turks also denounced and blocked further construction of the Berlin-Baghdad Railroad.
The Parvus Saga Resumed
Parvus’s Young Turk interlude had earned him a large fortune. He had partnered with Young Turk financier and Macedonia Risorta Lodge founder Emmanuel Carasso, and had been given the contract to supply grain to the Turks during the Balkan Wars of 1912-13. According to some accounts, Parvus also got into the tightly controlled arms business, probably under the patronage of Sir Basil Zaharoff of the Vickers Arms cartel, a prominent Anglo-Venetian enterprise.
Once the Balkan Wars had started, leading directly into World War I, Parvus turned his attention back to Russia, laying plans to finance a revolution, to be led by Lenin and the Bolsheviks. Parvus set his scheme for revolution down in a March 9, 1915 memorandum to the German Foreign Ministry, vowing that the Bolsheviks would take power in Russia in 1916, and seeking financial support.
The German government was deeply split over the issue of backing a Russian Bolshevik revolution. Close advisors to the German Kaiser argued that Germany should push a separate peace with the Tsar, while a faction, centered in the General Staff and around Foreign Minister Zimmerman, pushed for a “war-to-the-death” with Russia, arguing that war with Russia was inevitable, and it made sense to get on with it before Russia became more powerful. One of the key backers of the Parvus Plan at the German General Staff was Count Bogdan von Hutten-Czapski, the head of the Political Section and a longtime business associate of none other than Young Turks financier, the Venetian Party Synarchist operative Giuseppi Volpi, the future controller of Mussolini.
According to his own memoirs, von Hutten-Czapski had seen the outbreak of the Russo-Japanese War as an opportunity “to smash the Tsarist Empire,” a view shared by Parvus.
In addition to the German Foreign Ministry and the German General Staff, Parvus was also given access to an exhaustive amount of funds for his Russian “regime change” scheme from a leading German Synarchist industrialist and close associate of Hjalmar Schacht (later Hitler’s Economics Minister), Hugo Stinnes of the German coal syndicate. Stinnes granted Parvus control over the shipping and sale of German coal to Denmark, from which Parvus made millions of gold marks per month. Stinnes would become a major player in the 1920s revival of the German military industry, and would continue his business arrangements with Parvus through to the latter’s death. Stinnes, too, was tied to Volpi and the Banca Commerciale Italiana.
Crown Prince Wilhelm, an opponent of the “war now” faction, struck a vital chord when he wrote to the Russian court in early 1915 that it was “absolutely necessary to conclude a peace with Russia…. It is too silly that we should hack each other to pieces so that England could fish in dark waters.”
Within weeks of receipt of the Parvus memo, the German Foreign Ministry made the first payment of one million gold marks to Parvus to launch his scheme. In May 1915, Parvus met with Lenin and Karl Radek in Switzerland, and then created a string of front groups in Stockholm and Copenhagen. By February 1916, a series of strikes had begun at major shipbuilding plants, then working at breakneck speed to produce new warships for the Russian Navy. The strikes disrupted Russia’s war mobilization, but did not lead, immediately, to revolutionary regime change. Parvus spent the next year building his fortune, and, through his financial largess, his ties to the Bolshevik leadership. Parvus’s biographers, Z. Zeman and W.B. Sharlau (Merchant of Revolution; London: W.&J. Mackay & Co., Ltd, 1965) summarized Parvus’s outlook on the eve of the 1917 Russian Revolution: “Helphand showed that he believed that any political aim could be realized with sufficient money, that the elite of the socialist leaders could resist the lure of mammon no more than any other social group, that friendship, as much as political support, had to be bought. Such a view informed his political strategy; it was the essence of his political and human experience.”
By April 1917, Parvus had pushed the German government to grant secret safe-passage to the Bolshevik leaders back into Russia, and arrangements were soon made, through Parvus and Radek, to smuggle Lenin and 40 other leading Bolsheviks from Switzerland, through Stockholm, back to Petrograd. Parvus remained in Stockholm, in constant communication with the International Mission of the Petrograd Bolshevik Central Committee Abroad. He remained virtually the exclusive source of funding for the revolution that was about to rapidly unfold.
On July 16-17, the Bolsheviks carried out an armed insurrection in Petrograd, which was promptly put down by the Provisional Government. The Russian intelligence services released a report, proving that the Bolshevik uprising had been funded by the German government, an act of wartime treason. Lenin and friends fled Russia. However, a month later, in August 1917, the British backed a separate military coup attempt against the Kerensky Provisional Government, and in response, Social Democrat Kerensky brought back the Bolsheviks and armed them against General Kornilov, the chief coup plotter. On Oct. 25, 1917, Lenin seized power.
Nazi-Communism and Synarchy
Within less than two months after the Bolshevik coup had installed Lenin in power in Petrograd, Parvus was setting up a new anti-Bolshevik infrastructure of news organs and operatives inside Soviet Russia. The ostensible cause of Parvus’s 180-degree turn was Lenin’s refusal to allow him to return to Russia, but this account is dubious. Parvus moved to Switzerland and, while he continued to provide funds to factions of the Bolsheviks, he became a public enemy of the new Russian Soviet regime, and would devote much of the remainder of his life to a concerted effort to organize Europe to crush Russia.
Parvus’s status in Switzerland was secured by his longtime colleague, Adolph Muller, the German Ambassador in Berne, and a Munich publisher. According to authors James and Suzanne Pool (Who Financed Hitler: The Secret Funding of Hitler’s Rise to Power; New York: Dial Press, 1978), “The one businessman on whom the Nazi Party was most dependent was not a great industrialist who contributed money to the movement, but the Munich printer, Adolph Muller…. He had done business with the Nazis since before the putsch. When Hitler wanted to start publishing the Volkischer Beobachter again after his release from prison in 1924, Muller advanced the editor’s wages and supplied the paper on credit.” The money that Hitler used to purchase the newspaper came from a White Russian and former Okhrana associate, Vasili Biskupsky.
Parvus’s “Nazi-Communist” pedigree was pure Synarchist, as was befitting an agent of Anglo-Venetian financier interests. At the close of World War I, Parvus wrote the following profile of the European situation: “There exist two possibilities only: either the unification of western Europe, or Russia’s domination. The whole game with the buffer states will end in their annexation by Russia, unless they are united with central Europe in an economic community, which would provide a counter-balance to Russia.” Under any circumstances, Parvus argued that the era of the nation-state system had ended in Europe.
To pursue this goal of further “regime change” all across the European continent, replacing the sovereign governments of the continent with a new European super-state, to wage war against Bolshevik Russia, Parvus joined with another Anglo-Venetian schemer, Count Richard Coudenhove-Kalergi, to push the Pan-European Union.
In this final intrigue, Parvus once again got the financial backing of the German coal magnate Hugo Stinnes, who would make a killing, courtesy of his friend Schacht, on the collapse of the German mark, during the hyperinflation of 1923, and move back into Germany to buy up scores of bankrupt industries and coal mines at a fraction of their worth. Coudenhove-Kalergi, for his part, was bankrolled by Max Warburg of the original Venetian Del Banco clan. Warburg had earlier bankrolled Parvus and Leon Trotsky, in the run-up to the Bolshevik Revolution.
Coudenhove-Kalergi argued that Pan-Europa would emerge out of the fight against Bolshevism, just as “Young Europe arose out of the struggle against the Holy Alliance, as the Holy Alliance had issued out of the struggle against Napoleon.” At the first congress of the Pan-European Union, in Vienna, four portraits adorned the wall behind the speakers’ podium: Immanuel Kant, Napoleon Bonaparte, Giuseppi Mazzini, and Friedrich Nietzsche.
In a 1932 Pan-Europa propaganda tract, Coudenhove-Kalergi out-Parvused Parvus, in restating the permanent war/permanent revolution thesis: “This eternal war,” he wrote, “can end only with the constitution of a world republic…. The only way left to save the peace seems to be a politic of peaceful strength, on the model of the Roman Empire, that succeeded in having the longest period of peace in the west thanks to the supremacy of his legions.”
Eight years after Parvus’s death, leading Pan-Europa proponent Hjalmar Schacht, now the German representative at the Bank for International Settlements and soon to be Hitler’s Economics Minister, announced to a major gathering of Coudenhove-Kalergi’s group in Berlin, “In three months Hitler will be in power…. Hitler will create PanEuropa! Only Hitler can create PanEuropa!”
Schacht and Parvus, parenthetically, had first come into contact during the Young Turk revolt at the beginning of the century. In his post-World War II autobiography, Confessions of the Old Wizard (Boston: Houghton Mifflin, 1956), Schacht had reminisced about his visit in 1909 to Salonika and Constantinople, arranged through his Berlin Freemasonic Lodge, during which he was hosted by the Macedonia Lodge and met with the entire Young Turk leadership.
Permanent War/Permanent Revolution Revisited
While Parvus protégé Leon Trotsky is widely credited with the authorship of the concept of “permanent revolution,” Trotsky himself attributed the idea to Parvus, his closest ally during the period of the 1905 St. Petersburg Soviet revolt. Parvus argued, as the neo-cons do today, that revolutionary social change is only possible under conditions of general warfare. Parvus, the Anglo-Venetian oligarchical intriguer, played a pivotal role in King Edward VII’s orchestration of the Eurasian wars of the early 20th Century, which led into World War I. Following the war, Parvus helped plant the seeds for the next war, promoting the same “universal fascism” embraced today by neo-con theoretician Michael Ledeen, and put into practice at the end of Parvus’s life by his sponsor Volpi’s Mussolini.
Trotsky codified the Parvus outlook, in his two famous works, Permanent Revolution and Results and Prospects. In the first of those works, Trotsky wrote, “The permanent revolution, in the sense which Marx attached to this concept, means a revolution which makes no compromise with any single form of class rule, which does not stop at the democratic stage, which goes over to socialist measures and to war against reaction from without; that is, a revolution whose every successive stage is rooted in the preceding one and which can end only in complete liquidation.”
But Parvus himself said it best. In an article in his magazine Iskra, on the eve of World War I and the Revolution, he boasted, “The Russo-Japanese War is the blood-red dawn of coming great events.” And in The Class Warfare of the Proletariat (Berlin, 1911), Parvus wrote in praise of war: “The war sharpens all capitalist contradictions. A world war may therefore be concluded only by a world revolution.”
