Following are Robert Duncan´s comments about a CIA document that has been declassified. It looks legitimate….. Maybe this is why the DOJ has not signed the ¨final rule¨ January 19, 2017 updated ¨Common Rule¨protecting Human Subjects. The previous rule was the 2005 Common Rule. I am told that the new, final rule prohibits lawsuits against the U.S. Government for atrocities in this regard which occur before January 19, 2018.

Applications of MEG (magnetoencephalograph) include basic research into perceptual and cognitive brain processes. Can MEG be performed in near and far field conditions and what does that mean? Near field can mean on the scalp or from many feet away. Far field means miles in general. They are relative terms. MEG can be used to read nervous system responses as well as brain patterns.

We often call electric and magnetic forces as separate entities but even at the subatomic structures they are one force. So the MEG is similar to the EEG, electroencephalography.

What do those who join the secret agencies ¨feel?¨ What motivates them. In their minds they see a bigger picture of the direction humans/the sheeple need to take. They feel false pride in being in the club and trusted with secrets like in fraternities and secret societies. They are given a purpose that they are helping their country and they enjoy the thrill of spying. They actually have simple psychologies but are not considered dangerous to their bosses because their motives are based on the 7 deadly sins and their weaknesses/sins are known. They are predictable in their motivations and how their handlers can control them. The secrets that they believe they hold give them a sense of being more important than the sheeple. It is usually ego driven and not greed based. Ultimately it is an addiction to power.

Next questions…. Why would a government want to control their population using propaganda or direct neural stimulation over the masses? I think that should be obvious so I will pass on it. But what about individuals, the TIs? The ¨why me¨ question. You fit a profile for human experimentation of the mind. You either, according to the document, has a cognitive talent they want to study, record, and simulate or you are part of the control group of the average mediocre people. TIs hate to believe that it could be random like a serial killer, but that is the way it works.

Back to the document…. First statement, ¨Determine potential magnetoencephalograph (MEG) visual response correlates.¨ What does that mean? The brainwave patterns are necessary for the probability perception in the ¨remote viewer.¨ There is a transformation learning algorithm and database for all the sample points. Civilian scientists are catching up with research at many universities.

The document states: ¨Between talented people and a variety of external near-field… and far field stimuli conditions.¨ Talented people show a larger brain response and quicker times. They (the government) want to copy and understand these people. Stimuli at near field can be sensitized to colors or numbers or phrases for example. Far field is electromagnetic impulses into the nervous system with complex wave features that cause brain entrainment and evoke responses.

¨Determine potential MEG non-visual correlates:¨ This just means the other senses such as induction of tastes, smells, pokes, etc. into the subject. These brain waves can be captured with some probability played onto other targets. They are working on the probability cognitive models for all the human race to improve the system.

¨Initiate research to identify and locate brain areas where ¨parapsychological¨ data may originate. Extend research to show how data is eventually processed into conscious awareness.¨ The research is to sow the effectiveness of subliminal brain entrainments or ¨God´s whisper¨ as I all it in my research into the mind of the target so they are unaware of where their ideas originate.

¨Galvonic skin response (GSR). Other central nervous system (CNS) parameters.¨ This is a very large topic but to simplify it, it means how to control stress responses in the target. For example, it is useful to have the target pass/fail polygraphs. The sweating of the palms is controlled by the CNS when it ¨feels¨ stress which causes polygraph instrumentation of resistance from hand to hand to decrease due to the salty excretions.

Stress during questioning often indicates lying. TIs are purposefully stressed through stalking and other psychological techniques. It also is used to automate the torture of the subject by determining which techniques stress them most and focusing on those.

The stress response is also able to be read from a far field effect by many parameters of the subject. Maximum pain and stress weapons and techniques use this principle to break the human spirit.

¨Role of distance and other variables¨- This is about the strength of the signals from human to human. The earth with elf waves can be contained between the ionosphere and ground pretty well but redundant systems are necessary to cover the planet. Other variables is another large topic that include ionic channel pump efficiencies and dNA damage for the breakdown of neurotransmitters altering the sensitivity of the target CNS.

¨Potential for counter-influence¨ – This statement is not about shielding methods but about psychological and physical stimuli methods such as distracting the mind through music or conversation with real people. Temperature changes of the body and other stimuli. Meditation and self hypnosis techniques to cope. They want to study how the ¨enemy,¨ you, will try to stop them. This is how war weapons are improved.

Can a GSR be determined at a distance? There are other stress metric that are used now but hypothetically the skin/body resonance intensity would increase slightly like having a slight static charge on your body….. Discharging your body of excess ions on its surface in a pseudo chaotic way and changing your body resonances by altering its capacitance.

…. Like the human finite variations of genetics and cataloguing the genome, we classify the finite variations among human psychologies based on language, beliefs, temperament, etc. for our databases.

While humans think they are complex, they can still finitely be defined and their behaviors altered or predicted at an individual level to very good accuracy.

¨Role of target ¨state¨(degree of energy, chaos, size, distance, shielding, target format, etc.)¨ – I´m going to focus on the mention of shielding.

The dark side of this ego exploration is useful in interrogations and breakdown called the psycho-physical model. It has duel meaning in that the resonance spectrum of both their bodies and brainwaves have a model that is necessary for the RNM (remote neural monitoring/manipulation) to be done.

But the psychological breakdown requires to find the target´s insecurities such as penis or breast size, fat or ugly, etc. So they can focus on those. The technological aspects I am saving for the end of my analysis because I will lose people in the science.

So why is shielding important during these remote experiments on humans. It requires an adaptive learning algorithm to get around the shielding so it doesn´t work for that long.

One TI´s government experiment said something that still haunts my mind. They said to him, ¨Try to stop us. This is a game.¨ Clearly they want the government experiments to continue to develop cheap shielding methods so they can improve their countermeasures.

They improve their techniques of manipulating the justice system and hacking politics during the process as well as the technical capabilities.

¨Role of psychological factors (goal, empathy, target type etc.) – Understanding your target mind is important. You must have a good profile of their psychology. Empathy for example is good for the attacker but bad for the target. The target can more easily be manipulated by the ideas of the spy.

…. When the microwave hearing effect was first discovered, they would use morse code to transmit the messages to the human receiver. Clearly the technology has come a long way. So this part of the study concerns wireless subliminals, ¨no sender present.¨ ¨Presence of sender¨ means a conscious or unconscious person relaying information to the target that only they would be sensitized to and derive meaning from. Also, ¨the degree of linkage¨ means how many people removed in their social group can you influence to get those people to hit the trigger words to the target/receiver. Some call this stalking.

Last subtopic in #3 is ¨Other candidate factors.¨ This includes simple things like how easily the subject can be discredited in public, isolation to improve the brain entrainment process, etc.

Subtopic 4 is my favorite and how I discovered this document from the CIA. ¨Altered State Investigations….¨ ¨Determine if various altered states can improve data reliability (eg. Lucid states, deep relaxation conditions,)¨

Chapter IV, subtopic 5. ¨Develop new experiments with adjustable external field conditions.¨ This is just experimentation to make sure they understand the adaptation parameters for static (non-changing) shielding type mechanisms a target might use. It is also important for an effective weapons worldwide where the Earth´s magnetic field varies significantly.

This is why superconductor shielding and pink noise chaotically changing magnetic or electric fields provide temporary relief.

¨To help sort out possible target characteristic influences.¨ Later, we will discuss the control group from the ¨talented¨ group. Influences include social groups, family, friends, addictions, likes, hates, etc.

Chapter IV subtopic 7:

¨Identify possible ¨follow-on¨with available select talent (when located).¨ This could mean a couple things. When ELF (extremely low frequencies) are used, GPS location is more difficult due to the size of the wavelength. This might explain why some people experience stalking and new neighbors move in, etc.

¨Visit people/areas to observe the demonstration.¨ That should be obvious. During the LSD experiments by the CIA, they claimed they did not follow up to observe their victim´s/targets of study. They did.

¨Identify equipment monitoring needs.¨ This is justification to get a bigger budget from Congress. This includes near field and far field electronic needs.

¨Energetics¨ could involve drug inductions or hyper-changing the brain using DEWs.

Chapter V. Subtopic 1. Neurophysical Correlates

Difficult to know if their journey into madness resulted in them dosing each other with LSD or if it is inherent in their recruiting process.

¨Develop magnetoencephalograph screening/selection techniques (visual, non-visual) – Measure sufficient known talent. Measure other select populations (e.g., creative, yogi, martial arts, etc.). Measure general population.¨ Not much new here than in chapter IV other than admitting they test certain talent types like creative and martial arts. They also admit they have a random group of general population of which they test too.

TIs always ask, ¨Why me?¨ Some cannot accept they were randomly chosen for the general population study group.

¨Examine feasibility for refinement to permit talent sorting according to task type or need. (e.g., visual vs. verbal style).¨ I have different interpretations of that statement. One is that dream manipulation often influences the target better tan repetitive verbal commands during their programming process. The other interpretation might be are they leaders and persuasive based on their speaking patterns or because they are pretty. The pretty are usual programmed as sex kittens to get black mail on senators and other people, etc.

¨Perform follow-on talent validation experiment with new candidates to confirm MEG findings.¨ Do the brainwave correlations match their hypothesis of categorizations of talents.

¨Use as a check for training/development status or progress….¨ The brain entrainments of the mind and its progress to reach the desired state is readable in the MEG.
